July 7, 2020: Code Compliance received an inspection request via Renton Responds. See
exhibit 2
July 9, 2020: 1 inspected 3313 Meadow Ave N and found the grass to exceed 12 inches in
height on a developed lot. See exhibit 3
July 9, 2020: 1 issued a Finding of Violation on July 9, 2020 to the property owner on
record with the King County Tax Assessor. The $100 fee associated with the finding is
the minimum amount the system allows. See exhibits 4 & 8
July 20, 2020: City of Renton received an appeal request. The document was marked
stating that the person is denying the violation existed. The form was not completed as
the name, address, signature, and date were incomplete. See exhibit 5.
History:
June 13, 2018: Warning of violation dated June 13, 2018 was issued to Mark Ferry for
vegetation exceeding 12" in height. The return receipt was signed by Mark Ferry and
received by the City on June 22, 2018. See exhibit 6
July 23, 2019: Notice was posted at 3313 Meadow Ave N for vegetation exceeding 12"
in height. See exhibit 7.
Mark Ferry has owned this property since January of 2018. 1 opened code cases in 2018,
2019, and 2020 for vegetation exceeding 12" in height. While Mr. Ferry has come into
compliance in the past, I issued the minimum fee in the hopes that it would prevent a
code case for the same violation in 2021.

Violation Note: On July 9, 2020 1 observed grass that was above 12 inches. Warning of Violations were issued in
2018 and 2019.
Code Text: RMC 4-5-130.B.3 The City of Renton Municipal Code has specific regulations governing weeds, the
amended IPMC 302.4 regarding weeds states:
Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in
excess of twelve inches (12") in height on development property or twenty-four inches (24") in
height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all
grasses, annual plants and vegetation, other than trees or shrubs; provided, however, this term
shall not include cultivated flowers and gardens.
Corrective Action: Mow, remove, properly dispose of and maintain all vegetation to twelve (12) inches in height on
developed property or twenty four (24) inches in height on vacant land.

violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.

Collection of garbage is required. All garbage must be
stored in an approved container. Plastic bags are not
approved containers. Items too large to fit in an approved
container are considered to be bulky waste. Solid waste

❖ Graffiti (RMC 4-5-130 B 2 & IPMC 302.9) Commercial
and residential property owners are responsible for graffiti
removal on their property.
❖ Home Occupation Business (RMC 4-9 -090)
A City of Renton business license is required. Contact the
Business License Division 425-430-6851.
❖ Land Clearing/Tree Removal (RMC 4-4-130 F)
A city permit is required. Contaet the Planning Division at
425-430-7294.
❖ Overgrown Vegetation (4-5.130 B 2 & IPMC & IPMC
302.4) all vegetation must be 12" or less in height at all
times on residential property. Vegetation on undeveloped
lots must be 24" or less in height at all times.
❖ Sign Violation (RMC 4-4-100)
All signs require a city permit. Contact the Planning
Division at 425-430-7294.
❖ Vehicle Violation (RMC 6-1-3)
A maximum of four (4) vehicles may be parked on a
residential property. All vehicles must be licensed and
operable.
