The 8,000 sq. ft. site is located in the CA zone and Urban Design District D overlay. The building on the site is one-story tall and approximately 3,100 sq. ft. in size. The applicant’s business includes, on-site small appliance repair and parts sales and dispatch office space, which are permitted uses in the CA zone. The business also includes an off-site service component for repair technicians traveling to the customer's home or business to repair various appliances (i.e. stoves, refrigerators, washer/dryer) which is not permitted in the CA zone. According to the applicant, the use would consist of six (6) technicians dispatched to customers via a team of five (5) clerical staff that would work out of the building on the site. One spare service van would be parked at the lot at all times, but all other vehicles associated with the business would only be located on site during normal business hours. Both the on-site and off-site segments of the business hours would operate between the hours of 7:30am to 4pm, Monday through Friday. No exterior changes to the building are proposed, except for new wall signage. Approximately nine (9) parking spaces are available on the site, with additional public parking located adjacent to the site on S Tillicum St. Per RMC 4-4-080, on-site appliance repair services are required to provide two (2) spaces per 1,000 sq. ft. of net floor area. No parking standards for off-site services exist in RMC 4-4-080. At nine (9) total parking spaces, the applicant exceeds the minimum/maximum for site by three (3,100/1000 * 3 = 6 spaces required). As part of the Temporary Use Permit, the applicant is requesting to retain all nine (9) existing spaces in order to provide extra parking for the service vehicles used by repair technicians. No storage of parts or materials would occur outside of the building on the site. A High Seismic Hazard is located on the site. No trees or vegetation are proposed for removal. The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions: *CONDITIONS OF APPROVAL: 1. The proposed use shall not be expanded or changed in anyway unless explicitly approved by the Current Planning Project Manager. 2. No more than one (1) company vehicle may be stored on the site overnight. 3. No parts or other materials associated with the business shall be stored outside of the building. 4. The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the temporary use upon completion of removal of the use, or when the operation of the use ceases to exist. 5. The site occupied by the temporary use shall be restored to the original condition when the use ceases to exist including restoration of site elements such as, but not limited to, landscaping vegetation and parking stall striping. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on September 16, 2020. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator.
