Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Alex Morganroth, 425-430-7219, amorganroth@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and wh ere no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 7. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is respons ible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. Development Engineering: (Contact: Scott Warlick, 425-430-7216, swarlick @rentonwa.gov) 1. See Attached Development Engineering Memo dated July 2, 2020 Fire Authority: (Contact: Corey Thomas, 425-430-7024, cthomas@rentonwa.gov) 1. No change in fire flow or fire hydrant requirements. Proposed relocation of the existing fire hydrant and water main look acceptable. Fire impact fees are applicable at the rate of $1.25 per square foot of retail space. These fees are paid at the time of building permit issuance. 3. Approved fire sprinkler and fire alarm systems are required throughout the building. Separate plans and permits required by the fire department. 4. Fire department apparatus access roadways are required within 150 -feet of all points on the building. Fire lane signage required for the onsite roadway. Required turning radius are 25-feet inside and 45-feet outside. Roadways shall be a minimum of 20-feet wide and provide a minimum vertical clearance of 13.5-feet. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have reviewed the application for the Walmart OGP Addition located at 743 Rainier Ave S and have the following comments: EXISTING CONDITIONS WATER: 1. Water service is from the City’s Valley 196 zone, static pressure is about 74 psi at ground elevation of 26 feet. Existing 12-inch loop around the building can deliver 5,500gpm. (See Project File: W-2236 and W-3734) 2. The development is within Zone 2 of the wellhead protection area. 3. There are 8 fire hydrants on-site. 4. There is an existing 2-inch domestic water meter to the building (UB Ref #250637) 5. There is an existing 8-inch fire water meter to the building. (UB Ref #250889) 6. There is an existing 1.5-inch Irrigation water meter in the planting strip to the north of the building. (UB Ref #250676) SEWER: 1. Sewer service is provided by City of Renton. 2. There is an existing private 8-inch wastewater main located within the site (see City plan no. S-223605). STORM DRAINGE: 1. There is an existing storm water system within the property. (See Project File: TED4002236) STREETS: 1. SW 7th St is a Minor arterial collector street with a ROW width of 80 feet with 48 feet wide paved width, 0.5 feet wide curbs, planter width varying in size from 6-10 feet wide, and 5 foot wide sidewalks. The project will require the relocation of one fire hydrant and about 60 feet of 12-inch water main around the proposed building expansion. 2. The applicant has submitted a preliminary utility plan with the land use application showing the relocation of the above portion of the water main and of the hydrant. Final civil plans shall be submitted to the city for the utility construction permit application. A 15-ft wide utility easement to the city is required for the new water main and hydrant. 3. The applicant shall apply to the city for a partial release of the existing water main easement. Please refer to the City’s “Release of Easement Petition Process and Submittal Requirements” available on the City’s website at https://edocs.rentonwa.gov/Documents/ElectronicFile.aspx?docid=8114048&dbid=0&repo=CityofRenton. SEWER COMMENTS: 1. No Comments STORM DRAINAGE COMMENTS 1. A drainage report complying with the 2017 City of Renton Surface Water Manual and City Amendments will be required. Based on the City’s flow control map, the site falls within the Peak Rate Flow Control Standard area matching Existing Site Conditions and is within the Black River Drainage Basin. Refer to Figure 1.1.2.A – Flow chart to determine the type of drainage review required in the RSWM. 2. If the new plus replaced targeted pollution generating impervious surface exceeds 5,000 SF, the applicant will be required to provide Enhanced basic water quality treatment. Any proposed detention and/or water quality vault shall be designed in accordance with the RSWDM that is current at the time of civil construction permit application. Separate structural plans will be required to be submitted for review and approval under a separate building permit for the detention and/or water quality vault. 3. Appropriate on-site BMPs satisfying Core Requirement #9 will be required to help mitigate the new runoff created by this development to the maximum extent feasible. On-site BMPs shall be evaluated as described in Section C.1.3 of the 2017 RSWDM. A preliminary drainage plan, including the application of on-site BMPs, shall be included with the land use application, as applicable to the project. The final drainage plan and drainage report must be submitted with the utility construction permit application. 4. A geotechnical soils report for the site is required per the 2017 Renton Surface Water Design Manual Section C.1.3. Information on the water table and soil permeability (measured infiltration rates), with recommendations of appropriate on-site BMPs per Core Requirement #9 and Appendix C shall be included in the report. The report should also include information concerning the soils, geology, drainage patterns and vegetation present shall be presented in order to evaluate the drainage, erosion control and slope stability for site development of the proposed plat. The applicant must demonstrate the development will not result in soil erosion and sedimentation, landslide, slippage, or excess surface water runoff. 5. Surface water system development fee is $0.760 per square foot with a minimum fee of $1,900.00 for the new impervious surface. This is payable prior to issuance of the construction permit. 6. Construction Storm water General Permit from the Department of Ecology is required if clearing and grading of the site exceeds one acre. 7. Erosion control measures to meet the City requirements shall be provided. 8. The current City of Renton Surface Water Standard Plans that shall be used in all drainage submittals are available online at the City of Renton website. https://edocs.rentonwa.gov/Documents/Browse.aspx?id=990403&dbid=0&repo=CityofRenton. TRANSPORTATION/STREET COMMENTS 1. Frontage improvements are not required if the following criteria are met: 1. The New construction or addition with valuation less than $150,000. 2. Interior remodels of any value not involving a building addition. Street lighting and storm water improvements on the public street frontages are applicable. Transportation has deemed the existing curb to curb roadway width OK with no current plans to widen the roadway. GENERAL COMMENTS 1. The fees listed are for 2020. The fees that are current at the time of the respective permit issuance will be levied. Please see the City of Renton website for the current fee schedule. 2. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will require a separate building permit. Structural calculations and plans prepared by a licensed engineer will be required as part of the building permit review. 3. All civil plans shall conform to the current City of Renton survey and drafting standards. Current drafting standards can be found on the City of Renton website. 4. A separate plan submittal will be required for a construction permit for utility work and street improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington. 5. Please see the City of Renton Development Engineering website for the Construction Permit Application and Construction Permit Process and Submittal Requirements. Please contact the City to schedule a construction permit intake meeting. 6. All utility lines (i.e. electrical, phone, and cable services, etc.) serving the proposed development must be underground.
