Dear Alex Morganroth:
My partners and I seek a waiver for delaying the expiration of its construction permits regarding our
project known as Christelle Ridge in Renton on 951h Way. Our permit will expire the last week of October
2020, and we are unable to complete the construction of the subdivision and receive final plat approval
in that time. If we can receive an extension of one year from the current expiration date, we would be
able to complete the project to the City of Renton's satisfaction and receive final plat approval.
Specifically, we are unable to finish the construction for the following reasons.
My partners and I applied for construction permits to take the project to final engineering in October
2012. We received final engineering on this project in March 2020 and were able to pick up the sewer
permit at this time. This delay for receiving the sewer permit was caused by the original plan for
development, which proposed this property was designed to be served by a sewer station. However, in
March 2018, Coal Creek Sewer District made their sewer service available to this parcel, which required
a redrafting of the entire sewer plan and to be resubmitted, reflecting the necessary corrections.
Following approval of this plan in March of this year, the City of Newcastle and the Coal Creek Sewer
District ordered my contractor to stop work upon the governors stay at home orders. This led to a delay
up until the month of May 2020, at which time the state had allowed construction to resume in phases.
Since then my contractor has been coordinating completion of the pipe laying, but 3 months to do so for
this large of a development has not been ample time for my contractor to complete these tasks.
Furthermore, we encountered many delays with completion of the vault at this site. The City of Renton
inspectors know of the amount of rainwater that constantly flooded the excavated hole for the vault,
and the amount of time lost pumping water out, while attempting to keep water from running off the
property in a contaminated state. This led to a delay for completion of the vault up until we have dryer
weather, which became necessary for us to proceed. Following the dry weather, we encountered many
delays in completion of the vault from the COVID-19 virus. The first delay came from the stop work
order from the governor, which delayed this job 1 months' time. The following delay came from a lack of
material availability as manufacturers/material suppliers had shut down for a period of time and
following reopening, have downsized and slowed down production. This led to many delays not only in
the vault, but obtaining material, such as pipe for groundwork and rock from pits, which all in turn have
slowed down the production of my contractor. We also encountered a delay in obtaining the lead
required for the vault. The material vendor had a positive COVID-19 case arise with one of their
employees in the month of June 2020 and shut down the facility for 4 weeks. This led to a halt in
completion of the vault for another month as well. We are currently still waiting for the material vendor
to provide a date for when they will be able to provide the required lead necessary for the vault,
following the positive case they encountered and the shutdown they had.
Lastly, we have encountered many delays due to the COVID-19 pandemic, which has affected many
aspects of this project and led to a delayed completion date. The COVID-19 virus has caused many of my
hired contractors to delay work as they do not want to risk working during these times, or understaff the
projects, leading to minimal production because many of their guys are not willing to work during these
times, as well as having few workers in the field due to the required protocols in distancing on the job
site that we have had. Due to the virus, the concrete contractor hired to complete the vault on site, has
quit the job as they are not willing to work during this time. COVID-19 has also caused a delay in
obtaining material for many parts of this project as material vendors remained closed for weeks, and
upon reopening they have downsized, slowed down production, or are on backorder due to the wave of
orders that rised during the shutdown. With the virus affecting so many factors in this project we have
lost months of production, which has led to us requesting an extension for completion of this project.
I have met with my contractors to create a plan to allow us to complete the project by May 2021. We
have all come to an agreement that this project needs to be given attention first and foremost, prior to
any of their other projects and we must schedule work in advance. They have come to agree to staff
more workers in the field to up the production of this project, so we may have completion in a timely
manner. Namely my ground work contractor, has prompted me that they will provide completion of the
sewer and water system prior to the current permit expiration date, in efforts to show their production
and that ample work is being completed on this project, as well as provide the City of Renton with
substantial completion at the time.
Our lack of funds and inexperience in this field, the redrafting of plans, which delayed permit availability,
and the COVID-19 virus have caused us many delays in completing this project. We have overcome
many challenges throughout this project and are working to overcome these remaining challenges to
keep this project going, but in order to deliver a completed development with final plat to the City of
Renton, we will require an extension for the permits on this project. We are willing to meet and work
with the City of Renton to create a plan and timeline for completion of this project that the city deems
fit, if the city would prefer.
I hope you accept our apologies for any inconveniences and will consider our request of allowing us the
additional time to complete the project. Please let me know if this extension can be made. Thank you in
