DESCRIPTION: The applicant is applying for a Public Art Exemption for artwork proposed on the Penney
Lofts building. On July 9, 2020 the applicant received a grant from the Renton Arts
Commission in the amount of $9,196 for the installation of 4 56 sq. ft. semi-permanent
framed art displays to be located on the second story of the S 3rd Street facade of the
building.
CODE AUTHORITY: RMC 4-9-160F gives the Department of Community and Economic Development authority to
grant exemptions from the sign code for 'objects of art' provided an Exemption Certificate for Public Art is issued. The code
defines 'objects of art' as sculptures, wall paintings, murals, collages or banners by artists recognized by the Renton Munic ipal
Arts commission.
EVALUATION CRITERIA: Per RMC 4-9-160C, the Department of Community and Economic Development may
determine that objects of art are exempt from the requirements of the City's Sign code when:
1. Sited in a manner as to be readily accessible to pedestrians for passive viewing;
2. Sited in a manner so as not to unduly divert the attention of motorists from the roadway;
3. Stationary and do not revolve or otherwise move;
4. Not illuminated;
5. In good taste and reasonably reflect acceptable community values;
6. Of sufficient durability so as to have a life expectancy of at least ten (10) years;
7. Not used or referred to in the media or by the owners of the premises or operators of businesses
contained thereon for business advertising purposes.
An exemption from the sign code regulations for an object of art is hereby Approved on the proposed project.

Appeals of this exemption must be filed in writing on or before 5:00 p.m. on September 28, 2020, together with the
required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the Examiner are
governed by RMC 4-8-110 and more information regarding the appeal process may be obtained from the City Clerk’s Office,
425-430-6510.
Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely.
For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are
governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City
Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file
your appeal, you have the option of filing the appeal in person.

Re: Renton Municipal Arts Commission 2020 Art Grant Award
Dear Dave,
It is my pleasure to inform you that the Renton Municipal Arts Commission has approved a grant of
$9,196 to support the installation of (4) semi-permanent framed art displays on the 3rd Street façade of
the building located at 700 S 3rd St. The grant has been awarded with the following stipulations:
The Renton Municipal Arts Commission requests to be involved in the selection of art. The Arts
Commission meets the first Tuesday of every month. Please submit art work for selection
approval before installation.
The art will require a Sign/Art Exemption permit, to be obtained by the property owner through
the City’s Planning Department.
For all future updates or potential swapping of the semi-permanent art will be at the expense of
the property owner.
The art will be owned and maintained by the property owner.
We look forward to working with you in the selection of art for the project, and appreciate your support

Hello Vanessa (and congratulations on the promotion!!! …this may not even be a question I am
supposed to send to you anymore :-P). Can you help me process another exemption for an Arts
Commission funded project in downtown Renton? Here is the information for the proposed mural:
- Artist Information:
o Troy Gua, Seattle artist selected by the property owner. The project received a grant
award from the Arts Commission (award letter attached for reference).
- Selected art attached (4 “pop hybrid” pieces voted on and approved by the Arts Commission).
