INTRODUCTION
The following report details methodology and an assessment of survey results for the General
Habitat Area Review survey completed in August 2020 for the project site described below and
depicted in Appendix A. This habitat assessment was conducted within the site boundaries and
immediate vicinity of the site to determine the occurrence of, or potential for occurrence to listed
and proposed threatened/endangered species and critical habitats resulting from the proposed
construction. Completion of this survey was directed by and complies with the Federal
Endangered Species Act (ESA) of 1973. The scope of services includes a habitat assessment
for suitable habitat for applicable species and observations for individuals; however, full
presence/absence surveys are not included.
1.1 Site Location
According to the King County Tax Assessor, the parent tract (of which the site is a part) consists
of an approximate 1.87-acre tract of land (Parcel Number: 172305-9103) located at 2003 Maple
Valley Highway in Renton, Washington. The proposed lease area is located approximately
47.4784° N, -122.1909° W.
The project site is located within the Eastern Puget Uplands Level IV Ecoregion of Washington.
The Eastern Puget Uplands ecoregion is characterized as an area composed of floodplains and
terraces with meandering rivers, oxbow lakes, and meander scars. (Pater, et al., 1998).
1.2 Existing Conditions
At the time of the site reconnaissance, land cover primarily consisted of grass-covered
landscaping and a paved concrete parking lot. Based on aerial photography, the site and parent
tract were undeveloped land in at least 1943. By 1965, the site and parent tract were graded and
remained vacant until the current building was constructed in 1980. With the construction of the
parent parcel building, the site has been landscaped with grass to the present day.
The site is located adjacent to the Cedar River. The proposed lease area is located approximately
85 feet north and the nearest proposed utility route is located approximately 50 feet northeast of
the river. The adjoining properties generally consist of a gravel lot, wooded land and
commercial/residential developed land. Conditions between the site and the river consists of red
alder trees and an elevation difference of approximately 20 feet (NAVD 88). The general existing
conditions are depicted on Exhibit 5 in Appendix A, and photos of the site taken during the fiel d
visit are included in Appendix C.

1.3 Proposed Project
Terracon understands that Verizon Wireless plans to collocate an antenna array on the rooftop of
the parent parcel building with utility cables running down the northwestern exterior wall to a
proposed 9.5-foot by 17.5-foot equipment lease area adjacent to the northwestern corner of the
parent parcel building. Power will be routed underground along the southwestern side of the
building to an existing pad -mounted transformer near the southern corner of the building, and
fiber will be routed underground through the paved parking lot north toward a proposed vault as
depicted on the site construction drawings provided in Appendix C. Tree removal is not planned
with th is project.
This survey was conducted during the beginning stages of the project planning. Therefore, the
extent or type of Federal action(s) involved as a part of the project, if any, is unknown at this time.
If Federal action(s) are involved in the project and impacts to T&E species occur, formal Section
7 consultation is required. If Federal action(s) are not involved and impacts to T&E spe cies occur,
Section 10 consultation would apply.
RECORDS REVIEW
The following federally threatened and endangered species are listed by the United Stat es Fish
and Wildlife Service (USFWS) Washington Fish and Wildlife Office and as potentially occurring
within the project boundaries based on the information obtained fro m the Information, Planning,
and Conservation (IPaC) search engine (Table 1).

2.1 Federal Status Explanation
According to the ESA, threatened species are those species “which are likely to become an
endangered species within the foreseeable future throughout all or a significant portion of its
range”. Species listed as endangered are considered to have a higher risk of extinction and are
defined by the ESA as “any species which is in danger of extinction throughout all or a significant
portion of its range”.
Critical Habitat
On August 11, 2020 Terracon utilized the USFWS IPaC search engine to identify critical habitat
that may occur on the site. According to IPaC (consultation code: 01EWFW00-2020-SLI-1509),
there are no critical habitats, national wildlife refuges or fish hatcheries documented within or
adjacent to the project boundaries. A copy of the USFWS IPa C Report is included in Appendix B.
2.2 State-Listed Priority Habitats & Species
Based on the Washington Department of Fish and Wildlife (WDFW) Priority Habitats & Species
Online dataset map, there are no identified priority habitats in or within 300 feet of the project site.
2.3 City of Renton Critical Habitat
According to the online critical habitat mapping tool, the site is located in the Shoreline High
Intensity designation.

HABITAT ASSESSMENT
A field survey was conducted in August 2020 by Terracon personnel to identify suitable habitat
for federally threatened and endangered species protected by the E SA. During the field survey,
plant communities and habitats were observed and noted to determine if they matched habitat
types where the listed species have the potential to occur. The existing site conditions are
depicted in Appendix A Exhibit 5. The habitat classifications and associated descriptions are
discussed below.
EFFECT DETERMINATIONS
The following determinations were made for each s pecies, based on the likelihood of that species
occurring on the site, or being impacted by dev elopment of the site. In addition, the habitat of the
nearby Cedar River was considered for potential impact. These effect determinations are based
on USFWS standard language implemented for Section 7 Consultation.

beneficial, discountable or insignificant

The following is a brief description of each federally listed threatened and endangered species
located on the IPaC Official Species List for the site. The site was surveyed for each of the
species and its recognized habitat. Comments are provided regarding results of the onsite survey
with regard to habitat and occurrence.

Based on a review of the habitat for the above -listed species, compared to an analysis of the
habitat present on the site, it is not anticipated that the construction of the proposed
telecommunications tower site will affect listed or proposed protected sp ecies or critical habitats.
There are no critical habitats, wildlife refuges, or fish hatcheries documented at the site. A review
of the WDFW Priority Habitats Section (PHS) webpage did not show that the site was in the
vicinity of any habitat.
FINDINGS AND CONCLUSIONS
Based on Terracon’s analysis and reconnaissance, it is anticipated that the construction of the
proposed telecommunications tower site will still not affect the Cedar River or listed or proposed
protected species. Due to the Shoreline High Intensity designation, Terracon recommends using
Best Management Practices during construction.
Through previous communication with Washington USFWS, “no effect” determinations do not
require consultation. A copy of this correspondence is provided in Appendix B.
GENERAL COMMENTS
This survey was performed in accordance with generally accepted practices of this profession
undertaken in similar studies at the same time and in the same geographical area. This report is
for the exclusive use of the client for the project being discussed. No warranties, either expressed
or implied, are intended or made. In conducting the limited scope of services described herein,
certain sources of information and public records were reviewed, and Terracon cannot guarantee
the accuracy of the information. No biological assessment can wholly eliminate uncertainty
regarding the potential for concerns in connection with a project.

To Whom It May Concern:
The enclosed species list identifies threatened, endangered, and proposed species, designated and
proposed critical habitat, and candidate species that may occur within the boundary of your
proposed project and/or may be affected by your proposed project. The species list fulfills the
requirements of the U.S. Fish and Wildlife Service (Service) under section 7(c) of the
Endangered Species Act (Act) of 1973, as amended (16 U.S.C. 1531 et seq.).
New information based on updated surveys, changes in the abundance and distribution of
species, changed habitat conditions, or other factors could change this list. The species list is
currently compiled at the county level. Additional information is available from the Washington
Department of Fish and Wildlife, Priority Habitats and Species website: http://wdfw.wa.gov/
mapping/phs/ or at our office website: http://www.fws.gov/wafwo/species_new.html. Please note
that under 50 CFR 402.12(e) of the regulations implementing section 7 of the Act, the accuracy
of this species list should be verified after 90 days. This verification can be completed formally
or informally as desired. The Service recommends that verification be completed by visiting the
ECOS-IPaC website at regular intervals during project planning and implementation for updates
to species lists and information. An updated list may be requested through the ECOS-IPaC
system by completing the same process used to receive the enclosed list.
The purpose of the Act is to provide a means whereby threatened and endangered species and the
ecosystems upon which they depend may be conserved. Under sections 7(a)(1) and 7(a)(2) of the
Act and its implementing regulations (50 CFR 402 et seq.), Federal agencies are required to
utilize their authorities to carry out programs for the conservation of threatened and endangered
species and to determine whether projects may affect threatened and endangered species and/or
designated critical habitat.

A Biological Assessment is required for construction projects (or other undertakings having
similar physical impacts) that are major Federal actions significantly affecting the quality of the
human environment as defined in the National Environmental Policy Act (42 U.S.C. 4332(2)
(c)). For projects other than major construction activities, the Service suggests that a biological
evaluation similar to a Biological Assessment be prepared to determine whether or not the
project may affect listed or proposed species and/or designated or proposed critical habitat.
Recommended contents of a Biological Assessment are described at 50 CFR 402.12.
If a Federal agency determines, based on the Biological Assessment or biological evaluation, that
listed species and/or designated critical habitat may be affected by the proposed project, the
agency is required to consult with the Service pursuant to 50 CFR 402. In addition, the Service
recommends that candidate species, proposed species, and proposed critical habitat be addressed
within the consultation. More information on the regulations and procedures for section 7
consultation, including the role of permit or license applicants, can be found in the "Endangered
Species Consultation Handbook" at:

Please be aware that bald and golden eagles are protected under the Bald and Golden Eagle
Protection Act (16 U.S.C. 668 et seq.). You may visit our website at http://www.fws.gov/pacific/

permit and what current guidelines and regulations are. Some projects affecting these species
may require development of an eagle conservation plan: (http://www.fws.gov/windenergy/

bats.
Also be aware that all marine mammals are protected under the Marine Mammal Protection Act

In response to your inquiry March 8, I am writing to clarify procedures and responsibilities under ESA. It is our
assumption that Terracon is the designated representative on behalf of Verizon for this project and that Verizon
is operating as the non-federal representative under the blanket authorization from the Federal Communications
Committee (FCC).
The information provided for projects below indicates that you have determined that there will be no effects to
listed species or their habitat, which are not expected to occur in the project area. The determination of "no
effect" to listed resources rests with the action agency or their representative. The Service has no regulatory or
statutory authority for concurring with a no effect determination, and no consultation with the Service is
required. Therefore, the Service will not reply to letters for no effect determinations. Our non-response does
not imply our approval of the project. For projects that are determined to have no effects to federally listed
species, we recommend that the designated representative for the action agency document their analysis and
maintain that documentation as part of the project file.
Projects having a “may affect, but not likely to adversely affect” determination to listed species follow a
different process.Submitted projects that “may affect, but are not likely to adversely affect” listed species must
contain a letter requesting informal consultation under ESA and include a biological evaluation or biological
assessment with complete information of the project description, location, status of the listed species in the
action area, effects of the project to federally listed species, and the rationale for the species determination. Our
office requires requests for consultation and associated support documents be provided in hard copy format via
US Mail to the attention of the State Supervisor. Limited staff resources committed to other priority tasks will
constrain our ability to provide you with a timely response to a request for informal consultation.
