The following briefly describes the application and the necessary Public Approvals. See also https://cutt.ly/0fBg9t5 PROJECT DESCRIPTION: The applicant, Actualize LLC on behalf of Verizon Wireless, is requesting a Shoreline Substantial Development Permit (SSDP) to install a concealed wireless communications facility (WCF) on the rooftop of an existing 2-story commercial office building located at 2003 Maple Valley Hwy (Parcel #1723059103). The proposal also includes the installation of an equipment cabinet approximately 155 sq. ft. in size that would abut the west side of the existing building. A similar project was approved for Verizon in 2018 under LUA17-000869 that proposed locating the cabinet equipment inside of the building. However, structural issues ultimately prevented the design from being implemented and applicant elected to relocated the cabinet to an area outside of the building. The rooftop location of the antenna equipment would not change. Due to the proposal change, the applicant is also requesting a revision to the approved administrative Conditional Use Permit and a new SEPA threshold determination. The subject parcel is 1.87 acres in size and has a zoning designation of COR, Commercial-Office-Residential, as well as an Urban Design District C Overlay. The parcel has a Comprehensive Plan Land Use designation of Commercial-Office-Residential. Critical areas mapped on-site include a high seismic hazard, protected slopes, a special flood hazard area, and a Wellhead Protection Area Zone 1. The site is located within the Cedar River Reach C Regulated Shoreline area with a designation of Shoreline High Intensity. The applicant has proposed approximately 175 sq. ft. of new impervious surface, as well as minor vegetation removal (grass and a shrub). No trees are proposed for removal. The applicant submitted a SEPA checklist and General Habitat Area Review report with the application. DATE OF APPLICATION: September 24, 2020 NOTICE OF COMPLETE APPLICATION: September 25, 2020 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give no tice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. When the DNS becomes appealable, the appeal period will be 14 days.
