FYIDEVELOPMENTSERVICESCITYOFRENTONJULCITYOFRENTONECONOMICDEVELOPMENTRECEIVEDNEIGHBORHOODS,ANDSTRATEGICPLANNINGMEMORANDUMDATE:July7,1999TO:GarryAnderson,ChuckDuffy,JanaHanson,LarryMeckling,LeeWheeler,NellWatts,GreggZimmermanFROM:SueCarlsonSTAFFCONTACT:LisaGrueter(ext.657$)SUBJECT:FinalReport:ResidentialDemonstrationProjectsSurveysInFebruary1999,wesurveyedresidentsinthedemonstrationprojectsaboutthequalityoftheirneighborhoods,parking,andstreetwidths.AttachedisacopyofafinalreportthatincludesallquestionnairesreturnedbyresidentsofthePeachTree,Cherrywood,andVillageonUniondevelopments.Thefirstresultsanalyzing105questionnaireswerereportedonFebruary10,1999.BetweenFebruaryandApril,wereceived25additionalquestionnaires.Theoverallresultsdidnotchangeasaresultoftheadditionalquestionnaires.Thereareadditionalwrittencommentstoopen-endedquestionswhichyoumaywanttoreview.Commentssometimesraiseconcernsaboutconstruction,signs,patrols,etc.PleasecontactLisaGrueterwithanyquestions.Thankyou.\\CENTRAL\SYS2\DEPTS\EconomicDevetopment\STRATPLN\PLANNING\LGRUETER\RO-R1O\finsurmem.dot\cor CITYOFRENTONECONOMICDEVELOPMENT/NEIGHBORHOODS&STRATEGICPLANMNGMEMORANDUMDATE:July1,1999TO:KathyKeollcer-Wheeler,ChairPlanningandDevelopmentCommitteeFROM:MikeKattermann,DirectorNeighborhoodsandStrategicP1ai’ni?gSTAFFCONTACT:LisaGrueter(ext.6578)SUBJECT:FinalReport:DemonstrationProjectSurveyResultsPREVIOUSREPORTSOnFebruary10,1999,thePlanningandDevelopmentCommitteereceivedareportprovidingresultsofdemonstrationprojectsurveys.ThesurveyswereduebackbyFebruary5,1999.ByFebruary9,1999,105surveyswerereturnedandanalyzedintheFebruary10report.However,afterFebruary9,theCitycontinuedtoreceivesurveys.ByApril28,1999,theCityreceived25moresurveys.Thisfinalreportshowsthesurveyresultsforall130surveysreceived.Theoverallconclusionsofthepreviousreporthavenotchanged.BACKGROUNDSUMMARY:DemonstrationOrdinancesTheCityCouncilapprovedtwo“demonstration”ordinancesforresidentialprojectsintheR-10andR24(nowR-l4)zones:VillageonUnionandTheOrchards.Theintenthasbeentoallowdemonstrationprojectsinzonestvhichhaveproblemregulationsandneedmodifications.TheCityCouncilhasdiscussedallowingonedemonstrationprojectperzone.Overall,thedemonstrationprojectsappeartobeprovidinginnovativehomeownershipopportunitiesfortheRentoncommunityTheVillageonUnionfinalplatwasapprovedin1996with92units.Thedevelopmenthas9attachedtownhouseunits,butisprimarilyasmalllotsinglefamilyneighborhood.Theoveralldensityoftheprojectequals13.32.1Afollow-upinterviewwasconductedwiththedevelopersofVillageonUnion(R-10site)regardingthedemonstrationordinanceprocess.Theresultsoftheinterview,aswellasstaffanalysisof‘AtthetimeoftheVillageOnUnionpreliminaryplatreviewandapprovalin1994/95,staffhadnotagreeduponaninterpretationofnetdensitydeductions.Whileroadswerededucted,theareaunderpowerlineswasnot,whichmeantthatthenetdensitycalculationconcludedthedevelopmentachieved10unitsperacre.UsingcurrentnetdensitycalculationfonnulaswhichwouldexcludethepowerlineeasementthatappearsontheGreenbeltmap,aswellasroads,theoriginalVillageOnUniondevelopmentareaachieves13.32unitspernetacre. July1,1999Page2theproject’ssuccessisprovidedunderseparatecover.ItshouldbenotedthattheVillageonUniondevelopersareconsideringexpandingtheirdevelopmentnear4thStreetSEandUnionAvenuewithadditionalsinglefamilyunitsonsmalllots.TheOrchardsproject(sectorsE,F,andG-ChenywoodandBlueberry)finalplatwasapprovedin1997,andhas63detachedand59attachedownershipunits.InpartduetoTheOrchardsdemonstrationproject,theR-24zonewassubstantiallyrevisedandreplacedwiththeR-14zone.PurposeandMethodologyTheChairmadeareferraltothefullCityCounciltoconductasurveyofdemonstrationprojectresidentstoassesstheimpactsofnarrowstreetsanddensehousing.SurveysweremailedtoresidentsofVillageonUnionandPeachTreeonJanuary25,1999,andtoresidentsofChenywoodonJanuary26,1999.CommentswereduebackbyFebruary4and5respectively.AlthoughthePeachTreedevelopmentisnottechnicallypartofthedemonstrationprojectsitislocatedwithinTheOrchardsdevelopmentandwasoneofthefirstR-24developmentstoutilizeR-14standardsinpreparationatthetimeofdevelopment.ItcontainsattachedtownhouseunitssimilartotheBlueberryLanephase(apartofthedemonstrationproject)whichatthetimeoftheFebruary1999surveyhadnotyetcompletedconstruction.Thepurposeofthesurveywasstatedtotheresidentsasfollows:TheCityofRentonisaskingresidentsinsomenewerhousingdevelopmentstheiropinionsabouttheirneighborhoods.Yourneighborhoodwaspartofademonstrationproject,an“experiment”toallowvariationsintheCity’sdevelopmentcode,inordertoprovidemorehousingchoicesandownershipopportunities.Tohelpassesshowthenewhousingdevelopmentsareworking,manyofthefollowingquestionsaskyouaboutthequalityoflifeinyourneighborhood.YourresponseswillhelptheCitydecideifadjustmentsneedtobemadeinCitycodes,andcouldaffecthowsimilardevelopmentsareaccomplishedinthefuture.CopiesofthesurveyscanbefoundinAttachmentA.Thesurveysweremailedtoallunitsinalldevelopments.ResponsesreceivedasofApril28,1999areincluded.Theresponserateisasfollows:DEVELOPMENTNUMBEROF#RETURNEDRESPONSEUNITSRATEFeb.9Apr.28Feb.9Apr.28PeachTreeLane(allattached6336400.570.63townhouses),CherrywoodLane(allsmall63’28390.440.61lotdetached)VillageonUnion(majority9241510.450.55smalllotdetached;9attachedtownhouses)Atthetimeofthesurvey,allbut6or7oftheCherrywoodLanedevelopmentwereoccupiedaccordingtothedeveloper. July1,1999Page3Notallrespondentsfilledoutquestionsaboutthenumberofpersonsoragesinthehousehold,butmostdid.Thesurveyquestionnairesrepresentthefollowingnumberofpeople:•PeachTree-75persons•Cherrywood-96persons•VillageonUnion-117personsAscanbeseeninthechart,theresponseratewasverygoodinalldevelopments,andparticularlyinPeachTreeLane.Resultsofthequestionnairearepresentedbelowforthemultiplechoicequestions(seeAttachmentB).Thenumberofnon-responsesoruncodeableresponseswerefewandarenotshownintheattachedcharts.Thechartsshowthetotalnumberofrespondentswhochoseaparticularresponse.Itisbesttonoteoveralltrendsinadevelopmentandamongthethreedevelopments,sincethetotalntimberareshowninsteadofpercentages,andbecausethenumberofsurveysreturnedvariessomewhat.Ananalysisoftheopenendedquestionsisnotprovided.AlistofcommentsreceivedinresponsetotheopenendedquestionsisincludedinAttachmentC.WhoLivesThere?•Allbutoneoftherespondentsowntheirhomes.•AlargemajorityofresidentsarenewtotheRentonarea(seeQuestion2chartinAttachmentB),particularlyinthePeachTreeandCherrywooddevelopments.•Mostresidentshavelivedintheirnewhomesforapproximately1to2years(seeQuestion3chartinAttachmentB).•Thehouseholdsizesaresmall.Mostfrequently,thehouseholdsizeis2.TherearemoresinglepersonhouseholdsinPeachTreethaninCherrywoodorinVillageonUnion,andcorrespondinglytheselattersmalllotdevelopmentshavehigherhouseholdsizes.Overalltheresidentsdonothavechildrenlivingthehousehold,especiallyPeachTree.Amongthethreedevelopments,therearemorefamilieswithchildrenintheCherrywoodandVillageonUniondevelopments.(SeeQuestion7aand7bchartsinAttachmentB)•Theagesoftheadultsinthedevelopmentstendstobedifferentamongthedifferentdevelopments.ThereisamoreevenmixamongadultagegroupsinPeachTree(foragesgreaterthan25years),whereasinCherrywoodandVillageonUnion,theretendtobeyoungeradults.(SeeQuestion7aand7bchartsinAttachmentB)•Overall,theresidentsinalldevelopmentstendtoknowquiteafewneighborsintheirdevelopment.ThisespeciallytrueinPeachTree(morethan10acquaintances).Amongthethreeneighborhoods,VillageonUnionresidentsknowfeweroftheirneighbors.(SeeQuestion6chartinAttachmentB)•Residentsofthethreeneighborhoodsfeelthattheywillstayintheirunitsatleast5yearsandlonger.MoreresidentsofPeachTreefeelthattheywillstayintheirunitsmorethan10yearsincomparisontoCherrywoodandVillageonUnionresidents. July1,1999Page4ResidentOpinionsNeighborhoodfeelandOverallQualityResidentsofthethreedevelopmentstendedtoagreewiththefollowingstatements:Theoverallqualityofthedevelopmentisgood.[PeachTree,Cherrywood,VillageonUnion)feelslikeaneighborhood.Inallthreeneighborhoods,mostresponsesfellintheStronglyAgreeandAgreeresponses.(SeeQuestion5bchartinAttachmentB)ReasonsforChoosingHo,yieAllofthelistedreasonsforchoosingthehomereceivedfavorableratingsinallofthedevelopments:theconvenientlocationitwasaffordablethelowmaintenanceofthesmalleryardtheneighborhoodcharacteritwasthebestbuyforthepriceInparticular,residentsofPeachTreechosetheirunitsbecauseoflowyardmaintenance,neighborhoodcharacter,affordabilityandvalue.ResidentsofVillageonUnionchosetheirunitsprimarilybecauseofconvenientlocation,affordabilityandvalue.Cherrywoodresidentschosetheirunitsprimarilybecauseofconvenientlocation,affordability,neighborhoodcharacter,andvalue.(SeeQuestion5cchartsinAttachmentB).ParkingandAccessAmajorityofrespondentsinthethreeneighborhoodsagreedorfeltneutralaboutthestatementthatresidentparkingandalleyaccesshavebeenadequate.Regardingguestparking,VillageonUnionresidentsagreedthatvisitorparkingwasadequate;Cherrywoodresidentsgenerallyagreedorwereneutralabouttheadequacyofguestparking;andPeachTreeresidentsdisagreedabouttheadequacyofguestparking.AtPeachTreethereisnoon-streetparking,exceptforacut-outparkingareaforguests.Mostrespondentsfeltthatstreetwidthhasbeenadequateintheirneighborhood.Inresponsetoageneralstatementaboutnarrowstreetcreatingamore“neighborly”feel,theresidentsagreedorwereneutralforthemostpart.(SeeQuestions5e-5hchartsinAttachmentB)SmallLots/Townhouses-AlternativestoApartmentsTherewasstrongagreementinalltheneighborhoodstothestatementthat“Detachedhousesonsmalllots,ortownhousesaregoodalternativestoapartments.”TheagreementwasparticularlystronginthePeachTreeandCherrywoodneighborhoods.(SeeQuestion51chartinAttachmentB) July1,1999Page5RecommendNeighborhood/BuyAgainMostresidentsstronglyagreedoragreedthattheycouldrecommendtheneighborhoodtofriendsorfamily,andthattheywouldmakethesamedecisiontobuyagain.ThesesentimentswerestrongestinthePeachTreeneighborhood.SURVEYCONCLUSIONS:ThesurveyresultsforthemultiplechoicequestionsshowgeneralcontentmentwiththePeachTree,ChenywoodandVillageonUniondevelopments.Residentsfeelapartoftheirneighborhoodsandknowseveralneighbors.Theypurchasedtheirunitsforavarietyofreasons,butespeciallyconvenience,affordability,andvalue.Theytendtobepositiveabouttheirdecisiontobuyinthedevelopments,andwiththefunctionalityofthedevelopmentsincludingaccessandresidentparking.However,thereisconcerninsomeneighborhoodsaboutguestparking.Whenaskedgenerallyaboutsmalllotdetacheddwellings,andtownhouses,thereisstrongagreementthattheyaregoodalternativestoapartments.Attachmentscc:CityCouncilMembersJayCovingtonSueCarisonLisaGmeterISSRES
