Horton, 11241 Slater Ave NE, Suite 200, Kirkland, WA 98033 PROJECT LOCATION: 14120 160th Ave SE, Renton, WA 98059 DATE OF EXPIRATION: October 13, 2021 PROJECT DESCRIPTION: The applicant is requesting an Administrative Tier 1 Temporary Use Permit in order to construct two (2) model homes on future lots created as part of the Cedars at the Highlands subdivision (LUA17-000189; Exhibit 1) prior to the recording of the final plat. RMC 4-9-240.D.1.h allows for the construction of the lesser of five (5) model homes or twenty percent (20%) of the total number of lots with a Tier 1 Temporary Use Permit. Subdivision of the parcels would result in a combined 13 lots used for the eventual development of single family residences. Twenty percent of the 13 lots would allow for up to two (2) model homes. The model homes are proposed on future Lots 1 and 2 (Exhibit 2). The model homes would be reviewed for compliance with all development standards and conditions associated with the plat at the time of formal building permit application review. Access to the lots would be gained from the new public street, SE 141st Pl. The applicant has completed an abatement agreement for the Temporary Use (Exhibit 3). All model homes shall be connected to water, sewer, and storm before building permits are final. 2. Only two homes shall be issued a building permit for the Cedars at the Highlands subdivision prior to the recording of the plat. 3. The proposed lot lines for the model homes for the Cedars at the Highlands subdivision (Lots 1 and 2) shall be staked and strung to ensure proper assessment of setbacks prior to construction of the model homes. 4. The applicant shall provide approved access and fire hydrants prior to construction of the model townhomes. Identification of such access and hydrants shall be provided with the building permit application for review and approval by the Current Planning Project Manager and the Fire Plans Reviewer. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on October 27, 2020. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person. EXPIRATION: A Temporary Use Permit is valid for up to one (1) year from the effective date of the permit, unless the Community & Economic Development Administrator or designee establishes a shorter time frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five years at the time of application or prior to permit expiration. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator.
