AMENDMENT NO. 1 TO AGREEMENT FOR CAG-20-334
THIS AMENDMENT, dated October 20, 2020 , is by and between the City of Renton (the
"City"), a Washington municipal corporation, and Concord Engineering ("Consultant"), a
Washington corporation. The City and the Consultant are referred to collectively in this
Amendment as the "Parties." Once fully executed by the Parties, this Amendment is effective as
of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-20-334, dated
September 21, 2020, to provide necessary services for the Safe Routes to Transit — Design
Services — CAG-20-334 (referred to herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to change the scope of work, change the
time of performance, and change the compensation in order to provide basemap development,
geotechnical analysis and design, and 30% design services.
NOW THEREFORE, It is mutually agreed upon that CAG-20-334 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-1, which is attached and incorporated herein.
2. Time of Performance: Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A-1. All Work shall be performed by no later than
December 31, 2025.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $98,746 from $34,330.00 to
$133,076, including any applicable state and local sales taxes. The additional
compensation shall be paid based upon Work actually performed according to the rate(s)
or amounts specified in Exhibit B-1 of the Agreement, which is attached and incorporated
herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

Design Engineering Services — Safe Routes to Transit
Amendment 1- Scope of Services 30% Design
Introduction
This Scope of Work defines the tasks to be performed by the Concord team (the "Consultant") in
support of the purpose and goals of the City's Design Engineering Services project (the "Project") for the
following three study sites.
• RRFB at S 2"d St and Lake Ave S
HAWK signal at SE Petrovitsky Road and 1181h Ave SE
HAWK signal at SE Petrovitsky Road and 122" d PL SE
The following services are included in this scope:
• Basemap development using surveyed data collected at the preliminary design phase
• 30% draft civil design for ADA curb ramps, pedestrian refuge island, crosswalks, sidewalk
widening, curb bulbs
• 30% draft structural design
• 30% draft channelization and pavement markings design
• 30% draft signal and electrical design for one AC -powered RRFB and two HAWK signals
• Lighting analysis and design
• KC passenger boarding and deboarding data collection
• 30% draft submittal
• 30% comments review meeting
• Geotechnical analysis and design
Assumptions and Responsibilities
The following assumptions have been made in developing this scope and budget. Additional detail
specific to individual tasks is included in the task descriptions.
1. The level of effort is specified in the scope and the budgeted labor and expenses are indicated in
Exhibit 131. The budget may be transferred between discipline tasks at the discretion of the City
Project Manager, provided the total contracted amount is not exceeded. The Consultant will
have the flexibility to manage budget within a given discipline on a subtask level. Services not
included in this scope are specifically excluded from the scope of the Consultant's services.
2. The Consultant shall complete its work and services within its control to meet the agreed upon
schedule. The consultant shall provide the City Project Manager with monthly updates to the
project schedule and identify tasks and deliverables requiring time extensions due to reasonable
and/or unforeseen circumstances. The City shall not unreasonably withhold written acceptance
of the time extensions.
3. This scope includes 30% draft design plans. Drafting standards will follow Renton Survey and
Drafting standards and Renton Standard Details.
4. AC -powered RRFB products selected should meet Renton's material standards and maintenance
requirements.
5. Drainage design is not included in this scope and will be included in a subsequent supplement if
the need for drainage design is identified during the 30% design.
6. Monitoring and Measurement Plan work is not included in this scope and will be added in a
subsequent supplement.

7. This scope assumes no design deviations will be necessary as part of this contract. ADA code
guidelines that cannot be met due to site conditions will be identified on the plans with
"Maximum Extent Feasible" notes provided on the plan sheets.
8. No landscape plans will be prepared; adjacent areas will be restored with seeded lawn.
City of Renton Responsibilities
1. The City Project Manager will coordinate and secure the required agreements for any task items
to be performed by other City of Renton agencies and stakeholders.
2. The City Project Manager will provide background data and information as available and as
requested by the Consultant.
3. The City will maintain the lead role on the project and coordinate with private and
governmental agencies with the assistance of the Consultant.
4. The City will have a separate professional consultant agreement to lead the NEPA/SEPA
Environmental documentations and permitting for this project. The Consultant will provide
exhibits to the City for the documentation and/or permitting.
5. This project assumes no private property right -of -entry (ROE) needs and that activities
associated with the construction of the project will stay within the public right-of-way. If ROE or
temporary construction easement (TCE) needs arise later for consultant services this can be
added to the scope and budget by way of contract supplement.
6. The City will compile all comments from reviewers and provide comments to the Consultant on
one marked up set of the submittal documents and/or one compiled set of written comments
on a comment response form.
7. The City will provide Parks department resources for review as needed in support of the design
and/or construction of the project.
8. The City will coordinate with franchise utilities as needed to review plans.
City of Renton -Furnished Services, Information, and Items
The City of Renton will make available or direct the Consultant to the following project resources as
needed to complete the construction documents:
• Any previously -collected pedestrian and bicycle count data for the study area
• Current traffic counts and other traffic data for the study area
• Crash and safety history data for the study area, including vehicular, pedestrian, and bicycle
crash data
• Renton Municipal Code
• City of Renton Standard Plans
• City of Renton Surface Water Design Manual (SWDM)
• City of Renton signal, illumination and signage guidelines
• GIS information for the study area
• Access to existing record drawing information of the study area as available
• Arborist information about existing trees
• Available geotechnical information to support design, recognizing that there may be little
information available for this corridor
• Recent City of Renton project bid tabs, as available.

Task 1: Project Management and Coordination
This task includes:
• One two-hour 30% draft design comment resolution meeting
• Up to three team coordination meetings
• Up to two progress reports and invoices
Task 2: Basemap Development
This task includes developing the basemaps for all three study sites.
Assumptions:
• Basemaps will be provided in Civil3D 2017 using APWA CAD standards and layering. No hard
copies will be provided, PDF format will be provided. Title block and title data will be provided
for PDF survey sheets by Concord.
• Potholes will be performed in a follow up project phase.
• Basemaps will be provided in NAD83(2011) North Zone horizontal Datum and NAVD88 vertical
Datums.
Deliverables:
• Two AutoCAD 2017 Civil3D digital drawings; one drawing will contain a flattened 2D basemap
and the second drawing will contain the 3D DTM surface.
• Topographical survey sheets will be provided in PDF format.
• Horizontal and vertical control drawings.
Task 3: 30% Draft Design
This task will advance the preliminary design to the 30% draft design level.
The Consultant will perform a lighting analysis using AGi32 to analyze the lighting conditions at all three
crossings to evaluate if the existing and the added lighting will meet the City's requirements.
The Consultant will coordinate with PSE and the City for electric service points and service connection
design.
The Consultant will prepare standard 1" = 20' scaled drawings for each crossing with line drawings to
show all features with an aerial background layer on the plans. The crosswalk drawings will show
information including approach and crossing channelization, signage, paving repair, utilities, landscape,
signals, pedestrian refuge island, curb bulbs for sidewalk widening, and ADA improvements, as required.
The signal design drawings will show RRFB and HAWK signal equipment locations, conduits, power
source, conduit path, and handhole locations.

The Consultant will submit the final 30% design package after incorporating and addressing Renton's
review comments to the draft 30% submittal during the final design phase covered by a subsequent
contract supplement.
Deliverables:
• Draft 30% design plans and (electronic PDF of half-size drawings)
Task 4: Geotechnical Analysis and Design
At the two locations (SE Petrovitsky Rd and 1181h Ave SE / SE Petrovitsky Rd and 122nd PI SE) where a
HAWK signal is proposed, the following services are included.
• Coordinate location of 1 drilled borehole per site (2 boreholes in total).
• Prepare traffic control plan (TCP) and Right of Way (ROW) use application and submit to City for
approval
• Mark location of boreholes and arrange for utility locates
• Perform 1 boreholes at each study site (2 boreholes in total) to assess subsurface conditions for
new HAWK signal poles
• Prepare log of drilled boreholes and assign laboratory testing on selected samples
• Perform engineering analyses to support signal pole foundations
Assumptions:
• Borings will each be 20 feet deep and require flaggers for traffic control
• Boreholes will be abandoned per DOE requirements and patched with rapid -setting concrete
• No Street User Permits/ROW Use fees will be required
• No Geotech analysis is required for the RRFB design at S 2nd St and Lake Ave S
Deliverables:
• Draft geotechnical report
• Final geotechnical report that incorporates review comments
