HomeMy WebLinkAboutD_Puriwal Street Modification_201020_V1DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT ADMINISTRATIVE STREET MODIFICATION APPROVAL DENIAL EVALUATION FORM & DECISION PROJECT NAME: Puriwal SFR PROJECT NUMBER: LUA20-000235, B20004564 PROJECT MANAGER: Nathan Janders, Civil Engineer II APPLICANT: Yuriy Labaz ZONING CLASSIFICATION: Residential-4 du/ac (R-4) PROJECT LOCATION: 1306 Hoquiam Ave NE SUMMARY OF REQUEST: Pursuant to RMC 4-9-250D, the applicant is requesting an Administrative Modification from RMC 4-6-060 to modify the street standard along this portion of Hoquiam Avenue NE from a Collector Arterial to an alternative street section that includes a 36-foot paved roadway (consisting of two 10-foot travel lanes and an 8-foot parking lane on each side of the roadway), a 0.5-foot curb, an 8-foot plating strip, a 5-foot sidewalk with a 1-foot clear space at the back of sidewalk, street trees and storm drainage improvements. BACKGROUND: Hoquiam AVE NE is classified as a Collector Arterial street with an existing right-of-way width of 60 feet per the King County Assessor’s Map. The existing roadway pavement width is approximately 32 feet. There are no existing frontage improvements along this portion of Hoquiam Ave NE. However, along the west side of Hoquiam Avenue NE, south of NE 12th Street, the proposed modified Collector street section has been implemented. Per RMC 4-6-060, Complete Street Standards, a Collector Arterial street requires a minimum right-of-way width of 83 feet. A paved roadway width of 46 feet consisting of two 10-foot travel lanes, two 5-foot bike lanes and two 8-foot parking lanes is required. A 0.5-foot curb, 8-foot planter, and 8-foot sidewalk are required along each side of the pavement. To meet the City’s Complete Street Standards, right-of-way dedication of approximately 11.5 feet would be required to install the Collector Arterial street standard. Modification Request Report & Decision PURIWAL SFR – STREET MODIFICATION LUA20-000235, B20004564 Report of October 22, 2020 Page 2 of 3 ANALYSIS OF REQUEST: The Section 4-6-060Q.1 allows the Administrator to grant modifications provided the modifications meet the following criteria (pursuant to RMC 4-9-250D.2): Compliance Street Modification Criteria and Analysis  a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives. Staff Comment: The Comprehensive Plan Land Use Element has applicable policies listed under a separate section labeled Promoting a Safe, Healthy, and Attractive Community. These policies address walkable neighborhoods, safety and shared uses. These policies address walkable neighborhoods, safety and shared uses. The intent of the policies is to promote new development with walkable places that support grid and flexible grid street and pathway patterns, and are visually attractive, safe, and healthy environments. The requested street modification is consistent with these policy guidelines.  b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. Staff Comment: City staff has reviewed Hoquiam AVE NE and the surrounding area. The modified Collector street section will provide the safety, function appearance, environmental protection and maintainability as intended by Code and it is consistent with the existing improvements in the area.  c. Will not be injurious to other property(ies) in the vicinity. Staff Comment: There are no identified adverse impacts to other properties from the requested modification. See comments under criterion ‘b’.  d. Conforms to the intent and purpose of the Code. Staff Comment: See comments under criterion ‘b’.  e. Can be shown to be justified and required for the use and situation intended; and Staff Comment: See comments under criterion ‘b’.  f. Therefore, the street modifications for Puriwal SFR located at 1306 Hoquiam AVE NE Project Number LUA20-000235, B20004564 is Approved. _______________ Brianne Bannwarth, Development Engineering Manager Date The decision to approve the modification will become final if not appealed in writing together with the required fee to the City Clerk’s Office on or before 5:00 pm, on November 5, 2020. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
