Dear Cailín:
Hough Beck & Baird Inc. (HBB) is pleased to submit this scope and fee proposal to prepare construction documents and
provide construction administration support for the Outdoor Fitness Park at N. Highlands Park. We are confident that our
office, with the support of PND, can provide the professional services required to obtain permits from the City of Renton
Development Services: Building Division and to provide some support to the city during construction and installation of the
site restoration elements.
I understand that the project is on a fast-track timeline and that an installation contractor has been chosen to install the
Landscape Structures Fitlot with shade structure (through PlayCreation). Also through subsequent communication with
city permitting, the landscape plan and survey requirement for permit submittal would be waived and only the fitlot canopy
structure with structural calculations would need to be submitted for a permit.
The installation of the Fitlot will necessitate site restoration and provision for an ADA pathway to access the Fitlot. Given
the very small scope of site restoration needed, it is currently envisioned that the site restoration work would be installed
via a contractor from the City of Rentons Small Works Roster after installation of the Fitlot.
The HBB team will be preparing a small, construction document set for Renton Parks review and comment, and for the
small works contractor to use for construction that incorporates revisions per the comments received. The set will also
locate the fitlot structure on the site.
The design elements for our scope of work are limited to site restoration of soils, lawn, irrigation system, and installation
of concrete pathway to access the Fitlot from the northeast parking area, as well as providing plans for limited TESC and
reestablishment of grades.
The scope of work tasks that we are proposing for your project includes the following:
TASK 1: PROJECT ADMINSTRATION AND COORDINATION
1.1 Monthly Reporting & Invoicing

Prepare and provide monthly reports with invoices.

Provide monthly invoices with reports of activity to HBB.
1.2 Project Contract, Schedule & Meeting Notes
HBB
Prepare and maintain the project schedule, reference material, project files, folders, and meeting notes.
Consolidate notes and input from meetings.
Manage contract and scopes of design team.

1.3 Construction Document Set Coordination
HBB
Coordinate the Permit Set and Construction Documents Set between the Renton Parks and with PND.
1.4 Quality Control Reviews
HBB
Perform internal and interdisciplinary QC review for each set (up to two (2)).
Provide consolidated comments from HBB and City to PND.
PND
Perform internal document QC for each submittal, two (2), prior to delivery of documents for HBBs interdisciplinary
review.
TASK 2: CONSTRUCTION DOCUMENT: DRAWINGS SET
2.1 Kick-off Meeting & Site Visit
A kick-off meeting will be held at the beginning of the project and attended by key team members of the project team
and Renton Parks personnel. The goal of the kick-off meeting will be to confirm assignments, lines of communication,
design parameters, and project schedule. The meeting will occur at the project park site.
While at the site, the team and Renton Parks will also walk-through the area and review the existing physical
conditions, accessibility, environmental/stormwater needs, and site security. The site walk will also include discussion
and brainstorm regarding pathway access, construction staging and impact, and other design items. The goal will be
to leave the meeting and site visit with consensus direction as to design layout of all project elements.

Visit the project site to evaluate proposed improvement against existing site conditions.
Conduct kick-off meeting on-site with Renton Parks.
PND
Attend site visit and kick-off meeting with Renton Parks and HBB.
2.2 Construction Document Drawings Set
City of Renton will provide site background information: survey information, as-builts for irrigation and site utilities,
applicable code requirements, and any guiding plans and program for N. Highlands Park.
Prepare base plan and subsequent site and landscape plans and design drawings. Plan drawings and details will be
at a level necessary for small works contractor to use in restoring the site.
HBB will establish titleblock information for the team and site base plan set-up and provide to PND.
Integrate changes based on review comments from Renton Parks and create final construction document set for use
in procuring the services of a small works contractor for site restoration.
Provide one draft of the construction document set to city for final review and comment.
The Final Construction Document Set will be submitted in PDF format and also in AutoCAD format for the citys file
set and future reference.
Given the small works nature of the restoration scope, separate technical specification documents will not be
prepared and instead all product and execution information will be provided as concise and succinct notes on the
drawings to direct contractor restoration work.

2.3 Cost Estimates

Revise construction cost estimate based on construction documents and provide one (1) final construction cost
estimate.

Provide two (2) construction estimate of civil work based on documents to HBB for inclusion in the cost estimate.
2.4 Meetings

Prepare and attend two (2) review meetings with Renton Parks for draft construction documents (design, plans, and
cost estimate) and final coordination.
Prepare for and attend up to one (1) design coordination meetings with design team.
PND
Prepare and attend one (1) review meetings with Renton Parks for draft construction documents (design, plans, and
cost estimate) and final coordination.

TASK 3: CONSTRUCTION ADMIN. SUPPORT
Assumes a City of Renton CA Manager will take the CA lead and daily CA role on this task. All team review items are per
the landscape architecture and civil scope of work and do not include review or inspection of the landscape structures
(PlayCreation) installation.
4.1 Field Reviews & Reports

Attend up to four (4) field reviews during the construction process to observe the progress and quality of construction
work as requested by the City of Renton CA Manager. The four (4) includes one substantial completion walk-through
and one physical completion back-punch.
Provide field reports with each field review.

DESIGN FEES & EXPENSES
In consideration of the above services, we are proposing the following estimated fee (see Exhibit A for spreadsheet
breakdown). Expenses are included in the consultant fees (see Exhibit A) and consist of transportation, reproduction,
printing, and other project costs related to in-house quality control review and contract document sets.
Total Cost of Services $ 18,871.90
The above fee is an estimate of how we expect to allocate our time. We reserve the right to move time between tasks as
needed to accomplish the overall goals of the project. The above fee assumes that the project will be developed as a
single package. Subsequent repackaging of the project into separate phases is not included.
ASSUMPTIONS
This proposal is based on the following assumptions:
1. Design coordination and review meetings will be conducted through video-conferencing technology.
2. The city will provide survey or other digital topographic files for use as a basis for drawings and to meet permit
submittal drawing requirements.
3. Any arboricultural services for the nearby existing trees will be provided by the city.
4. Site impermeable surface is assumed to remain under the 2,000 SF threshold and will not trigger stormwater
treatment requirements.
5. The area designated for the Fitlot does not contain underground or aboveground utilities that will require
relocation or utility redesign.
6. The Renton Parks will take lead regarding permit applications for the shade canopy.
7. Services CA beyond listed above is not included; for instance, pay application reviews and reviews regarding
installation of Landscape Structures items, etc.
