Based on review of the State Environmental Policy Act (SEPA) checklist associated with this project, the Department of Ecology (Ecology) has the following comments: Section B, Environmental Elements; Subsection 7, Environmental Health. The proposed project is located on a site listed on the Model Toxic Control Act (MTCA) Confirmed and Suspected Contaminated Sites List – Graphic Packaging International site (cleanup site ID 11481, facility site ID 14693954). Soil and groundwater immediately adjacent to the building was contaminated with chlorinated solvents including trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE), and vinyl chloride (VC). Sub-slab soil vapor samples and indoor air samples collected inside the building contained benzene, 1,2,4-trimethylbenzene, and/or acrolein above the MTCA cleanup levels. Ecology recommends that the proponent update the checklist to add the contamination information, and describe mitigation measures to address the following:  Hazardous waste operations worker training, health/safety plan, and site control requirements, per WAC 296-843.  Management of potential contaminated soil encountered during excavations, including sampling, containment, and disposal at a permitted facility.
