I have reviewed the arborist report and find it to be thorough. On the basis of the report I don’t feel a
site visit is required and as the tree in in decline I have no objections to the proposed removal and
leaving the trunk as a 20’ foot wildlife snag.

Hey Ian,
I have an application in for an emergency hazardous tree. See the attached arborist report. Based on
previous correspondence, it is implied that you have discussed the tree with the property owner, or
looked at the tree. Do you have any concerns with the arborist report? It does appear to be leaning
based on the photo.

Attached is the notarized Permit Application along with each separate attachment as required in your
previous email below. Please confirm permit cost and best way to pay and secure the permit ASAP
because the subject tree is leaning over the top of an owner’s home and is a serious hazard, especially
during a wind storm.

Based on your description and the pictures sent in a separate email, it appears the tree is dangerous. As
Ian stated in his email sent on July 29, 2020, an arborist report and permit (application attached) are
necessary but the actions would be “Limited to cutting of dangerous trees; such hazardous trees shall be
retained as large woody debris in critical areas and/or associated buffers, where feasible” pursuant to
RMC 4-3-050.C.3.c.iii and Condition #8.
When you’re ready to submit an arborist’s report and the completed application please email them to
cclose@rentonwa.gov and cc iigray@rentonwa.gov.

Hello,
Ian Gray with City of Renton Urban Forestry & Natural Resources Manager referred an owner in
Frederick’s Place Homeowners Association to your department. The owner of lot 42, Laurie Mitchell,
contacted him about a diseased tree leaning over their home in the native growth protection easement
located next to their back fence. The owner mistakenly thought the tree was owned by the City of
Renton and Ian pointed out to her that the tree is owned by her homeowners association. The owner
then emailed me, the Association Manager, asking for the tree removal and I notified the Association’s
Board of Directors.
The Association has determined the leaning tree is diseased and a hazard to the safety of the
homeowners based on the opinion of a neighbor’s arborist and the owner of a tree service. They have
secured and approved a bid to reduce the tree to a 20 foot snag to avoid the tree falling on the home.
Attached is a plat map highlighting the lot and location of the leaning tree, a copy of the email
correspondence between Laurie Mitchell, lot owner and Ian Gray, City of Renton and the bid from Top
Cut Tree Services, a licensed and bonded company. I will forward pictures the owner took separately.
While the tree appears to be around 40 feet tall, it does not appear to be greater than 30 inches in
diameter at chest height. Please advise us on whether a permit is required to alter the tree, and if it is
needed, how we obtain a permit and the timeline? The contractor is available next Wednesday, October
21st to reduce the size of the hazardous tree. Otherwise, his schedule is several more weeks out. Given
the change of weather and high winds we have been experiencing, we are concerned about the safety
of the homeowners. Thank you for your assistance.
