ADMINISTRATIVE SPECIAL FENCE PERMIT
Date: November 3, 2020
Project Name: American Legend - DHL Barbed Wire Gate
Land Use File Number: LUA20-000252, SF
Project Manager: Brittany Gillia, Assistant Planner
Applicant: Teresa Portman, JPC Architects, 909 112th Ave NE #206, Bellevue, WA 98004
Owners: LBA Realty | LBA Logistics, 600 University St. #3025, Seattle, WA 98101
Project Location: 225 SW 29th St, Renton, WA 98059
Parcel Number: 1253800040
Project Description: The applicant is requesting approval of a Special Fence Permit for the
installation of an eight foot (8') tall chain link fence on galvanized posts with one additional foot (1’) of razor
wire at the top of the fence and gate (Exhibit 3). The proposed fence is near the center of the parcel within the
side yard area of the property at 225 SW 29th St (APN 1253800040) to securely separate the northern tenant
space of the building from the southern tenant space (Exhibit 2). Access to the southern space would remain off
of SW 34th St and access to the northern tenant space would remain via SW 29th St through the abutting
property (parcel no. 1253800090) that is also owned by LBA Realty | LBA Logistics. The property is located
within the Heavy Industrial Zone (IH) and is developed with a warehouse facility. The fence would be
constructed outside of the clear vision area and parking stalls designated for each tenant’s side of the building
are to be maintained. The design and materials of the fence are proposed to match the existing chain link fence
at the perimeter of the commercial property as well as existing security gates and will not detract from the
visual quality of the environment (Exhibit 4).
Analysis: City staff agrees with the applicant's justification (Exhibit 4) for barbed wire and concurs that the
proposed fence strikes an appropriate balance between preserving private space and protecting the safety of
the tenants while not detracting from the visual characteristics of the neighborhood. Therefore, staff
recommends approval of this Special Fence Permit request as submitted.

Re: American Legend – DHL Fence/Gate
JPC Project #20-0278
To Whom It May Concern:
This letter of justification for the construction of a new gate at 225 SW 29th Street is to provide
secure separation between tenant spaces. The proposed fence/gate will not detract from the
quality of the environment as the design and material will match the existing chain link fence at
the perimeter of the commercial property as well as existing security gates. Parking stalls
designed for each side of the building (tenants) are to be maintained. The proposed fence/gate
will not present a hazard to vehicular traffic and the gate and lock will be designed as to provide
emergency access
Sincerely,
JPC Architects, LLC
