AMENDMENT NO. 1 TO AGREEMENT FOR CAG-20-336
THIS AMENDMENT, dated 11-5-2020 , is by and between the City of Renton (the "City"),
a Washington municipal corporation, and Perteet, Inc. ("Consultant"), a Washington corporation.
The City and the Consultant are referred to collectively in this Amendment as the "Parties." Once
fully executed by the Parties, this Amendment is effective as of the last date signed by both
parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-20-336, dated
September 24, 2020 to provide necessary services for the Safe Routes to Transit —
Transportation/Operations Design Engineering Services — CAG-20-336 (referred to herein as the
"Agreement");
Whereas, the Parties wish to amend the Agreement to change the scope of work, time of
performance and the compensation in order to add survey for NE 12th Street design services and
add development of a monitoring plan.
NOW THEREFORE, It is mutually agreed upon that CAG-20-336 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-1, which is attached and incorporated herein.
2. Time of Performance: Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A-1. All Work shall be performed by no later than
December 31, 2025.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $25,982.00 from $79,483.00 to
$105,465.00, including any applicable state and local sales taxes. The additional
compensation shall be paid based upon Work actually performed according to the rate(s)
or amounts specified in Exhibit B-1 of the Agreement, which is attached and incorporated
herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

During the term of this Contract, Perteet Inc. ("CONSULTANT") will perform professional services for the City of
Renton (the "CITY"), as detailed below:
INTRODUCTION
This Safe Routes to Transit ("SRTT") project includes design work to improve pedestrian connectivity to King
County Metro transit stops within Renton.
GENERAL SCOPE OF SERVICES
This Scope of Services amendment includes survey and basemapping for NE 12th Street and monitoring plan
development for three SRTT sites in Renton that were identified in the Renton -King County Safe Routes to Transit
Program Capital Improvement Agreement:
Site 12—NE 12th Street, Aberdeen Avenue NE to NE Sunset Boulevard
Site 13 — NE 12th Street, NE Sunset Boulevard to Union Avenue NE
Site 18—State Route 900 ("SR 900") and Oakesdale Avenue SW high -intensity activated crosswalk beacon
("HAWK signal")
Only local funding will be used for the design of the project. The CONSULTANT reserves the right to shift funds
within the Contract between tasks, and between members of the CONSULTANT team during the prosecution of
the work.
The scope language for the following tasks are modified or added with this amendment.

Task 9 — Survey and Basemapping for NE 12th Street
1 Alliance Geomatics (1 ALLIANCE"), as a SUBCONSULTANT to Perteet Inc., will complete survey and
mapping services as defined below for NE 12th Street. The survey and mapping services will include six
intersections as described below and illustrated in Figures 1-1 through 1-5:
1. NE 12th Street and Dayton Avenue NE (for new curb ramps at the north corners)
2. NE 12th Street and Lynnwood Avenue NE (supplement existing CONSULTANT basemap that endsjust
west of existing curb ramps; this site will include utility locates and measure downs)
3. NE 12th Street and Redmond Avenue NE (for a potential new curb bulb at the SW corner and RRFB
foundations; this site will include utility locates and measure downs)
4. NE 12th Street and Shelton Avenue NE (for new curb ramps at the south corners)
5. NE 12th Street and NE llth Place (for new curb ramps at the south corners)
6. NE 12th Street and Union Avenue NE (for new curb bulbs and ramps)

Survey Control
This task includes the establishment of survey control, or the recovery of existing survey control, as required for the
project. Typically, survey control will be set, found, or referenced utilizing Real Time Kinematic ("RTK") GPS
(GNSS) and the Washington State Reference Network ("WSRN") in conformance with industry standards. This
survey control is then typically propagated, as required, utilizing standard terrestrial station measurements.
Field Surveying and Mapping
This task includes the field surveying and mapping required for this specific effort. 1 ALLIANCE will be using a
traditional Total Station and GPS technologies to collect the data for use in the creation of the basemap. 1
ALLIANCE will provide ground -based topographic survey to generate basemaps at 1"=20' scale and to prepare
DTM generated 2-foot contours. Field survey will pick up surface observable and ground features typical for a
topographic survey.
Utility Surveying Services
• Surface observable
• Measure downs of storm and sanitary (at locations #2 and #3 only)
• Underground conductible utility locates and surveying (at locations #2 and #3 only)
Office Processing
This task includes the office processing of the collected survey data, data extraction, field book note reductions,
CADD drafting, and other duties required for the generation of the deliverable(s).
Segment Basemapping
The CONSULTANT will supplement the CADD file and DTM produced by 1 ALLIANCE with approximated
surface features between 1 ALLIANCE survey locations. Surface features will be approximated in CADD using a
collection of GIS information (e.g. parcel boundaries, utilities), site visit evaluations, field measurements, and
aerial imagery. All work by the CONSULTANT will be limited to visible surface features within right-of-way; the
CONSULTANT will not measure any vertical dimensions. The information developed by CONSULTANT will be
used to produce a continuous basemap between Aberdeen Avenue NE and Union Avenue NE for plans
development in future tasks.
Assumptions:
• Health, safety, and security are priority. 1 ALLIANCE personnel will not proceed if the conditions are
deemed unhealthy, unsafe, or not secure from harm of any type.
• 1 ALLIANCE will use appropriate signage, high -visibility clothing and traffic control devices while
performing field survey.
• 1 ALLIANCE is not responsible for any delays or errors caused by others.
• Traffic control is not anticipated.
• No right-of-way or boundary work is anticipated at this time.
• Trees — type and size over 6-inches DBH.

Task 10 — Monitoring Plan
The CONSULTANT will develop a Monitoring Plan to guide performance -tracking efforts across all three project
sites. This Monitoring Plan will consist of a memorandum indicating data collection locations, collection time
periods, types of data to collect, and a schedule to analyze the complete data. Data for this project may include
collision records, vehicle volumes, vehicle speeds, pedestrian volumes, bicyclist volumes, and transit ridership
(boarding and/or deboarding data at nearby stops).
The intent of the Monitoring Plan will be to establish a procedure for tracking the performance of the project sites
before and after construction of the improvements at Sites 12, 13, and 18. The CONSULTANT assumes that data
will not be collected in this phase of the project due to the anticipated delay until project construction at each site.

DESIGN CRITERIA
The CITY will work with the CONSULTANT to develop the basic premises and criteria for the design. Reports and
plans, to the extent feasible, will be developed in accordance with the latest edition and amendments of the
following:
1. AASHTO 2018, "A Policy of Geometric Design of Highways and Streets."
2. WSDOT, "Standard Specifications for Road and Bridge Construction."
3. WSDOT, "Design Manual."
4. WSDOT, "Materials Laboratory Outline."
5. WSDOT, "Construction Manual."
6. WSDOT, "Local Agency Guidelines."
7. AASHTO, "Highway Safety Manual."
8. FHWA and WSDOT, "Manual on Uniform Traffic Control Devices for Streets and Highways."
9. Standard drawings prepared by City of Renton and furnished to the Consultant will be used as a guide in
all cases where they fit design conditions; where no City of Renton standard drawings are applicable,
WSDOT Standard Plans will be used as a default.
