HomeMy WebLinkAboutAdden 09C i t y o f R e n t o n L a k e W a s h i n g t o n L o o p T r a i l 1 otak K:\Project\32400\32468\Contract\Supplement 9\Scope_Supplement 9_100620.doc EXHIBIT A SCOPE OF SERVICES FINAL DESIGN/ENGINEERING SERVICES City of Renton, Washington Lake Washington Loop Trail Phase 3 Supplement No. 9 Otak Project No. 32468 October 2020 Description of Project: The purpose of the Lake Washington Loop Trail Project is to design and eventually build a 7,000 lineal feet regional trail facility to connect the existing Lake Washington Trail from the Logan Avenue/Cedar River junction to a new trail at Rainier Avenue North. The project will complete a missing gap in the regional trail system. The Phase 3 segment of the proposed trail will be primarily located on the north side of Airport Way and will extend north along Logan Avenue to connect to the existing Cedar River Trail. The Phase 3 segment will end at the intersection of Rainier Avenue North. The trail segment along Airport Way will be an interim solution and will include a cycle track to minimize impacts to the existing roadway and right-of-way. The cycle track is proposed to be an interim solution until the Renton Municipal Airport finalizes their comprehensive Master Plan for zoning and use requirements along Airport Way. The Phase 3 trail will accommodate pedestrians, runners, bicyclists, and other non-motorized trail users. The trail will be designed to be accessible. The Supplement No. 9 scope of work provides additional services including the following: Project Management and Coordination (Extended Design Schedule) Airport Way and Logan Avenue Intersection Revisions (Revise from Draft 100% Level) Logan Avenue Grade Adjustments (Revise from Draft 100% Level) Utility Coordination (Additional Potholing) Specification and Project Manual Update (Re-Issue with Updates) 1.0 PROJECT MANAGEMENT AND COORDINATION 1.1 Coordination with City of Renton OTAK will coordinate with the CITY of Renton manager informed about project progress, project issues and schedule. OTAK will assist in scheduling project related meetings, reviews, and other coordination activities needed to keep the project moving forward. Regular communication with the CITY will occur on a weekly basis (by phone, regular meetings as described below, and/or by e-mail). Supplement No. 9 will extend Task 1.1 approximately three (3) months. 2.0 SUPPLEMENTAL DESIGN TASKS 2.1 Airport Way and Logan Avenue Intersection Revisions OTAK and TENW will prepare 100% PSE for the revised intersection concept developed for the Airport Way and Logan Avenue intersection (revised from previous update). The proposed intersection improvements will include revisions to layout/medians, signing, striping, and revisions to the existing signal system, including removal of existing signal pole. Deliverables Airport Way and Logan Avenue Intersection Revisions Revised 100% PSE 2.2 Logan Avenue Grade Adjustments (Cedar River) OTAK will prepare 100% PSE for revised layout and grade adjustments along Logan Avenue near the Cedar River crossing. The grade adjustments are needed to respond to recent floodway modeling prepared by the City. Proposed trail/sidewalk/cycle track grades in this location will be adjusted (increased) approximately 0.5 feet to provide additional flood protection. Deliverables Logan Avenue Grade Adjustments Revised 100% PSE 2.3 Utility Coordination OTAK will continue communications with franchise utility companies (power, gas, telecommunications, etc.) to coordinate locations of existing facilities and to discuss any potential relocation requirements. OTAK will also coordinate with other CITY departments as needed to coordinate CITY utility locations within the project limits. It is anticipated that one (1) additional utility coordination meeting will occur during the final design period. APS will pothole for potential utility conflicts at four (4) locations. Puget Sound Energy will pothole for potential utility conflicts at two (2) additional locations. The pothole data will be used to finalize design crossings and/or to finalize adjustment requirements. OTAK will coordinate work by APS as part of this Task. 2.4 Update Project Specifications and Project Manual The Project Technical Specifications and Project Manual will be updated to include revisions completed per Tasks 2.1, 2.2, and 2.3. Special Provisions will address technical work, as well as issues such as inconvenience to the neighborhood and traveling public, allowable work hours, Exhibit A Scope of Work (Supplement No. 9) Continued C i t y o f R e n t o n L a k e W a s h i n g t o n L o o p T r a i l 3 otak K:\Project\32400\32468\Contract\Supplement 9\Scope_Supplement 9_100620.doc construction phasing, utility coordination and other items specific to the needs of the CITY. The CITY will provide - and the contract documents. The specifications will be prepared to adhere to State and Federal funding requirements. Deliverables Final Specifications 100% (Suitable for Bidding Purposes) 2.5 Update Technical Specifications 2021 (Optional) If required, Technical Specifications will be updated to the 2021 version of the WSDOT Standard Specifications. The updated specifications will be required if the Bid Advertisement date is in 2021. The specifications will be prepared to adhere to State and Federal funding requirements. Deliverables Final Specifications 100% (Updated to 2021 Standard Specifications) 2.6 Supplemental Bidding Support OTAK will assist the CITY in soliciting construction bids. Anticipated services include response to bidder questions and issuance of clarifications, as required. The CITY will advertise for bids, distribute and track contract document distribution, accept and process questions from bidders, distribute addenda, attend and facilitate bid opening, prepare and distribute the bid tabulation, and evaluate bids received. The scope and hours included per Task 2.6 are Supplemental to the previous Bidding Support Task. SUBCONSULTANTS Transportation Engineers NW (See Attached) o Traffic, signal revisions Logan Avenue/Airport Way Intersection. o Updated lighting analysis. o Sole source coordination. Applied Professional Services Inc. (APS See Attached) o Air Vacuum seven (7) test holes at four (4) locations. Provide utility location data and test hole data sheets. o Provide traffic control. o Provide restoration of test holes. EXPENSES Reimbursable for Reproduction of Plans, Specifications, Reports, Etc. The CITY will pay for all required permit fees. Environmental/permitting will be provided by others. Construction management support, construction administration, and/or construction inspection services are not included in this scope of work but may be added later at the discretion of the CITY.
