In response to your questions, 1) upgrades to the building are unnecessary so long as there is not a change of occupancy. All new construction must comply with the current code. 2) Besides a building permit, an electrical permit, a mechanical permit, and a plumbing permit will be required. I’ve looked at the Modernization Scope and in it the Warehouse restroom will need to be accessible, the sink at the public coffee bar cannot exceed 34”, if there is to be a sink in the breakroom it needs to be 34” h max., the new sink in the warehouse should also be locate at this height. Pay attention to the 48” wall surface of 1209.2.2. 3) My understanding is that the 2018 code will start in 2018. 4) Since this is not a change in occupancy additional fire separation walls are not required. Table 508.4 does not require a fire wall between the show room (B) and the service bays (S-1). 5) The new entry doors should me the minimum U value of 0.60 (Table C402.3) and I am in agreement that the existing sab for the new semi-conditioned service bays does not have to be removed to install under slab insulation.
