PROJECT DESCRIPTION: The applicant is requesting approval of a Routine Vegetation Management Permit
(RVMP) to allow for the removal of eight (8) Douglas fir trees on the project site. The
property is located at 2010 Aberdeen Pl SE (APN 7399300170) and is approximately
7,000 sq. ft. in size. The property is located within the Residential – 8 (R-8) zone and
has a Comprehensive Land Use designation of Residential Medium Density (RMD). The
applicant is proposing to remove eight (8) Douglas fir trees with sizes ranging from 8 to
20 caliper inches. A significant tree is defined as a tree with a caliper of at least six
inches (6"), or an alder or cottonwood tree with a caliper of at least eight inches (8")
(RMC 4-11-200). According to the Arborist Report (attached), five (5) of the onsite
trees had significant structural defects resulting from being previously topped decades
ago. The resulting regrowth with weak structural attachments and codominant stems
has a higher potential for failure. The overall tree risk rating for the five (5) larger trees
(trees 2-6 indicated on Site Plan) is high, with multiple houses and people in backyards
as potential target. According to the Certified Arborist, Tree #1 (as shown on Site Plan)
is significantly smaller than the rest of the trees and is being shaded out in the
understory of the larger fir trees. In addition, the applicant’s arborist notes that Tree
#1 has a little trunk taper, a low live crown ratio due to being completely shaded, and
has an overall tree risk rating of moderate and is unlikely to survive long term in its
current condition.
The City's Urban Forestry and Natural Resource Manager inspected the property and
concurred with the assessment of the applicant for the removal of Trees #1, #3 and
#5. He concluded that the remaining trees were healthy and permitted maintenance
pruning for these trees (Trees #2, #4, #6, #7, and #8). Based on the comments
received from the City’s Urban Forestry and Natural Resources Manager, staff
recommends as a condition of approval that Trees #1, #3 and #5 be approved for
removal and that Trees #2, #4, #6, #7, and #8 be retained with some maintenance
pruning.

CRITICAL AREA: Sensitive Slopes (15-40%), Moderate Coal Mine Hazard
EXPIRATION DATE: November 17, 2021
GENERAL REVIEW CRITERIA 4-9-195.D.4:
YES 1. The lot shall comply with minimum tree density requirements pursuant to RMC 4-4-130,
Tree Retention and Land Clearing Regulations.
Comments: Retention of the five (5) identified rear yard trees (Trees #2, #4, #6, #7,
and #8) would exceed the tree density requirement of three (3) trees for the 7,000 sq.
ft. lot.
YES 2.The land clearing and tree removal shall be consistent with restrictions for critical areas,
pursuant to RMC 4-4-130, Tree Retention and Land Clearing Regulations, and RMC 4-3-
050, Critical Areas Regulations.
Comments: No trees are located on the regulated slopes present on the site.
YES 3.Removal of a landmark tree shall meet the review criteria for removal off landmark tree,
pursuant to RMC 4-4-130, Tree Retention and Land Clearing Regulations.
Comments: None of the eight (8) trees proposed for removal qualify as landmark trees.
YES 4.Street frontage and parking lot trees and landscaping shall be preserved, unless
otherwise approved by the Administrator.
Comments: The trees proposed for removal are not part of the street frontage, all
proposed trees are within the backyard of the residence.
YES 5.The land clearing and tree removal shall not remove any landscaping or protected trees
required as part of a land development permit.
Comments: Not applicable. The original development was constructed 1976 as part of
Rolling Hills Village #3 and no permits are on file with the City.
YES 6.The land clearing and tree removal shall maintain visual screening and buffering
between land uses of differing intensity, consistent with applicable landscaping and
setback provisions.
Comments: Not applicable. The existing and surrounding uses are all detached single
family dwellings.
YES 7.The land clearing and tree removal shall not create or contribute to a hazardous
condition, such as increased potential for blowdown, pest infestation, disease, or other
problems that may result from selectively removing trees and other vegetation from a
lot.
Comments: The RVMP is being requested due to the significant structural defects
resulting from the trees being topped and to reduce the risk of the trees or tree
branches falling on nearby homes or people. The Urban Forestry and Natural Resources
Manager confirmed that removal of up to three (3) Douglas fir trees (Trees #1, #3 and
#5), all located in the rear yard, would not create a hazardous condition.
DECISION: The Pilawski Routine Vegetation Management Permit is Partially Approved with Conditions and
subject to the following conditions:

*CONDITIONS OF APPROVAL:
1.The applicant shall only remove three (3) of the proposed eight (8) Douglas fir trees requested for
removal in the rear yard. Specifically, Trees #1, #3 and #5, as identified on the Site Plan (attached).
2.The applicant shall retain five (5) of the proposed eight (8) Douglas fir trees requested for removal in
the rear yard with some maintenance pruning. Specifically, Trees #2, #4, #6, #7, and #8, as identified on
the Site Plan (attached).

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable
prior the original decision is found or if he finds there was misrepresentation of fact. After review of the
reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there
will be no further extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on December 1, 2020.
Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working
remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a
future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the
situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of
filing the appeal in person.
EXPIRATION: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance.
An extension may be granted by the Planning Division for a period of one year upon application by the property
owner or manager. Application for such an extension must be made at least thirty (30) days in advance of the
expiration of the original permit and shall include a statement of justification for the extension.

ARBORIST REPORT
CUSTOMER: CRAIG PILAWSKI 2010 ABERDEEN PL SE, RENTON
This report is a summary of findings from the tree risk assessments performed on 6 Douglas firs
for the customer and address listed above. 5 of the 6 trees had significant structural defects resulting
from being previously topped decades ago. The resulting regrowth with weak structural attachments
and codominant stems has a higher potential for failure. The overall tree risk rating for the 5 larger
trees (trees 2-6 indicated on site map) is high, with multiple houses and people in backyards as
potential target. Tree #1 (listed on site map) is significantly smaller than the rest of the trees and is
being shaded out in the understory of the larger fir trees. It has little trunk taper and a low live crown
ratio due to being completely shaded. This tree has an overall tree risk rating of moderate and is
unlikely to survive long term in its current condition.
Due to the structural defects and hazards posed by these trees, removal is warranted. Since the
removal of these trees would leave no significant trees on site, the replanting of 4 vine maples is
proposed (as indicated on proposed replanting site map). The lot size is 7000 square feet and the
replanting of 4 vine maples will meet the requirement of 2 significant trees per 5000 square feet. Trees
# 7 and 8 indicated on site map fall within the allotted 2 significant tree removals allowed in any one
year period and were not considered in the tree risk assessments.
