PROJECT DESCRIPTION: The City of Renton, Utility Systems Division, is requesting Environmental
(SEPA) Review for the proposed adoption of an updated Surface Water Utility System Plan. The Surface Water Utility
System Plan is a comprehensive city-wide surface water guiding document that examines the existing surface water
management system, with primary focus on projects and programs that identify and minimize flooding, erosion, and
water quality problems, as well as improve riparian habitat and meet regulatory requirements. Furthermore, the Surface
Water Utility System Plan is intended to guide programmatic and capital improvement needs for Renton’s Surface Water
Utility for the next six years and for future years’ guidance. The Surface Water Utility System Plan is applicable throughout
the City of Renton’s city limits and is scheduled for adoption in 2020.
When the DNS becomes appealable, the appeal period will be 14 days.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. When the DNS becomes appealable, the appeal
period will be 14 days.
