Call to Order at 10:05am by Krista Townsend. 2. Approval of Agenda – Joanie Howe moved to approve the September 15, 2020 agenda. The motion was seconded by Amy Koehl. All were in favor; motion carried. 3. Approval of Minutes – Joe Scovel motioned to approve the May 18, 2020 (last full committee meeting) minutes. Motion was seconded by Leslie Anderson. All were in favor; motion carried. 4. Overview of Grant Funding Cycle Process – Guy Williams, Human Services Manager City provides $562,036 annually to allocate to agency programs providing human services. For the 2021-2022 cycle, 87 applications were received and reviewed by the committee. Guy expressed gratitude to committee members for the time and effort put into the fair and equitable process of reviewing applications and determining funding amounts. 5. Grant Funding Cycle – Group 1 Presentation of Proposed Award Amounts See additional document of 2021-2022 proposed award amounts. Programs were ranked from highest to lowest based on average score and proposed funding is by the order they were ranked. Programs were not skipped to fund lower-ranked programs. Minimum award is $7500, and new programs can not receive more than $7500. A. Economic Opportunity & Self Sufficiency $78,685 B. Health & Wellness $106,787 ($1907 moved to Homeless Services and Housing) C. Homeless Services & Housing $112,407 6. Grant Funding Cycle – Group 2 Presentation of Proposed Award Amounts See additional document of 2021-2022 proposed award amounts. A. Basic Needs $122,648 B. Domestic Violence & Sexual Assault $73,065 C. Connector Services $67,444 7. Gap Analysis Discussion – Dianne Utecht, Human Services Coordinator A. Dianne shared that $562,036 is designated for funding the 51 proposed agency programs recommended by the committee. 87 applications were received totaling $1,473,639. 16 new programs are recommended for funding, and 14 programs previously funded were not recommended. Some programs received reductions in funding. B. Dianne compared grant funding awards for 2019-2020 and 2021-2022 proposed amounts. See PowerPoint slides. City of Renton Human Services Advisory Committee January 21, 2020 Page 2 C. Agencies that were unfunded—Committee members expressed that there was “not enough budget” to address the overall need. One recommendation for unfunded agencies was to “write a stronger application” that more effectively demonstrates the needs and value of the program. Julie Dubravetz motioned to approve funding as recommended. Krista Townsend seconded. Motion passed. 8.Process Debrief – Dianne Utecht, Human Services Coordinator A. Application format and rating tool: Group felt that the revised application and categories for 2021- 2022 overall provided space for agencies to communicate the importance of work being done. Leslie Anderson expressed disappointment that some deserving agencies had poorly written applications even though they were deserving programs. Staci VanderPol agreed. Joe Scovel shared that if equity is a priority of the City, then there is a need to address the ability of agencies to hire grant writers. B. Overall funding process: Amy Koehl expressed a desire for the City to have more funding available to award to agencies. Committee members agreed that funding needs to increase. C. Reading group structure and time required for review. Members shared that they felt comfortable in the process and that they were able to work together respectfully even when they disagreed. Generally the group agreed that the Zoom format provided a successful format for discussing applications.
