Description of Work
This supplement is to provide extra services as part of the final design phase for the Park Avenue N Extension project. These extra
services include additional coordination with the CITY and with project stakeholders, including Boeing, SECO, and BNSF.
Additionally, these extra services include additional right-of-way negotiations and design work related to these stakeholders.
The Local Agency of City of Renton
desires to supplement the agreement entered in to with Perteet, Inc.
and executed on May 1, 2017 and identified as Agreement No. CAG-17-082
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read: No Change
III
Section V, PAYMENT, shall be amended as follows:
These additional services will cause an increase in the amount of $34,831 for a new Maximum Amount Payable in the amount of
$982,957.
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

PARK AVENUE N EXTENSION — EXTRA COORDINATION AND DESIGN
Agreement with Perteet Inc. October 30, 2020
During the term of this Contract, Perteet Inc. (CONSULTANT) will perform professional services for the City of Renton
(CITY), as detailed below:
INTRODUCTION
The project will construct improvements to extend Park Avenue N from the existing intersection with Logan
Avenue N northward to connect to the Southport site now under construction. The purpose of the roadway
extension is to provide a connection to the Southport development and relieve congestion on Lake Washington
Boulevard.
GENERAL SCOPE OF SERVICES
This supplement is to provide extra services as part of the final design phase for the Park Avenue N Extension
project. These extra services include additional coordination with the CITY and with project stakeholders,
including Boeing, SECO, and BNSF. Additionally, these extra services include additional right-of-way
negotiations and design work related to these stakeholders.
Services not included in this scope of services are specifically excluded from the scope of the CONSULTANT's
services. The CONSULTANT assumes no responsibility to perform any services not specifically listed in this scope
of services. If agreed to in writing by the CITY and the CONSULTANT, the CONSULTANT shall provide
Optional Services. Optional Services are not included as part of the Basic Scope of Services and shall be paid for
by the Client in addition to payment for Basic Services, in accordance with the CONSULTANT's prevailing fee
schedule as agreed to by the CITY and the CONSULTANT. At the CITY's request, the CONSULTANT may be
asked to provide environmental support and/or construction management services. The CONSULTANT reserves
the right to shift funds within the Contract between tasks, and between members of the CONSULTANT team
during the prosecution of the work.
Currently only local agency funds will be used in the planning, design, and/or construction of the project. The
CONSULTANT will use procedures outlined in the WSDOT Local Agency Guidelines (LAG Manual) during
development of the project.
The following Tasks for the project are affected by this supplement.
Task 2 — Agency/Large Property Owner Coordination and Planning
Task 4 — Right -of -Way Acquisition
Task 7 — Final Plans, Specifications, and Estimate (90% and Final)
OPTIONAL SERVICES
The CONSULTANT may be asked by the CITY to provide Optional Services. Optional Services that may be
performed include:
• Assistance with preparation of environmental documentation and permits
• Assistance with preparation of grant funding packages
• Assistance during Bidding by Boeing
• Services during Construction

Providing Optional Services will require a supplement to this agreement.
TIME FOR COMPLETION
No change to the current contract.
Task 2 — Agency/Large Property Owner Coordination and Planning
Replace item 2.1 Agency/Large Property Owner Coordination and Planning and the Deliverables list from
Supplemental Agreement No. 7 with the following:
2.1 Agency/Large Property Owner Coordination and Planning
Organize and attend up to sixteen (16) two-hour coordination meetings with the agency/large property owner
stakeholders. These meetings will to the maximum extent possible be joint meetings to share project status, issues,
and areas of concern. Keeping these entities informed typically benefits the project with shorter approval cycles
from the agencies and keeps the large property owners informed of project status.
Deliverables
• Attendance of up to two (2) CONSULTANT staff members for each coordination meeting, for a total of
two (2) hours per staff member. Up to sixteen (16) meetings are anticipated.
• Meeting agenda for coordination meetings, submitted via e-mail in MS Word format at least two (2)
days before each meeting. Up to sixteen (16) coordination meeting agendas will be prepared.
• Meeting minutes from coordination meetings, submitted via e-mail in MS Word format within three
working days of the meeting. Up to sixteen (16) coordination meeting minutes will be prepared.
Task 4 — Right -of -Way Acquisition
Replace item 4.2 Legal Descriptions from Supplemental Agreement No. 4 with the following:
4.2 Legal Descriptions
The CONSULTANT will prepare up to six (6) additional legal descriptions describing each property fee simple or
easement acquisition (up to eight (8) total legal descriptions). A description of each of the legal descriptions
anticipated to be required is summarized below:
• Permanent easement across BNSF
• Temporary construction easement across BNSF
• Permanent easement across Boeing (for Park Avenue N Extension project site)
• Temporary construction easement across Boeing (for Park Avenue N Extension project site)
• Utility easement across Boeing (for Park Avenue N Extension project site)
• Full parcel legal description for Boeing (for Park Avenue N Extension project site)
• Temporary construction easement across Boeing (for N 7th Street Driveway project site)
• Temporary construction easement across SECO

A plan view diagram will be prepared for the legal descriptions, if requested.
Replace the Deliverables list from Supplemental Agreement No. 4 with the following:
Deliverables:
• Right -of -Way Plans at 1"=50' scale on 22" x 34" bond, submitted electronically.
• Legal descriptions on 8.5" x 11" documents describing the easement or right-of-way to be acquired.
Included with the legal description will be a diagram illustrating the acquisition (the diagram will not
illustrate the entire parcel).
Task 7 — Final Plans, Specifications, and Estimate (90% and Final)
Replace item 7.15 Project Manual from Supplemental Agreement No. 7 with the following.
7.15 Project Manual
The CONSULTANT will prepare a Project Manual for the project based on English units for the 90% and final
submittals. At 90%, these will include Special Provisions for the items of work that are not covered by the 2018
WSDOTI APWA Standard Specifications, including any Renton General Requirements, as well as bid and
contract forms. At Final, these will include Special Provisions for the items of work that are not covered by the 2021
WSDOTIAPWA Standard Specifications, including any Renton General Requirements, as well as bid and
contract forms.
Task 7 from the Supplemental Agreement No. 7 is supplemented with the following after item 7.16:
The CONSULTANT anticipates that the final design will include fifteen (15) additional sheets (for a total of fifty-
two (52) sheets) for the Park Avenue N Extension site (excluding work within the SECO parcel) task as previously
authorized within the various supplemental agreements. The CONSULTANT will reflect the requested changes
by BNSF to comply with their revised crossing requirements within these sheets.
The CONSLTANT will prepare three new elements based on requests from the large property owners:
• Per a request by SECO, the CONSULTANT will incorporate a staging plan within the SECO parcel into
the CITY's construction documents under this Task. The CONSULTANT will add additional plan sheets
(three (3) plan sheets are anticipated to cover the staging details) and incorporate related quantities
and, if necessary, special provisions, into the 100% PS&E resubmittal opinion of cost and project manual,
respectively.
• Per a request by Boeing, the CONSULTANT will design decommissioning activities and associated
roadway restoration for four electrical vault manhole access lids in the Logan Avenue N right-of-way.
The CONSULTANT will add additional plan sheets (four (4) plan sheets are anticipated to cover the
decommissioning and restoration details) and develop and incorporate quantities and special provisions
into the 100% PS&E resubmittal opinion of cost and project manual, respectively.
• Per a request by SECO, the CONSULTANT will develop one (1) revised crossing layout concept exhibit
to share with BNSF for feedback (anticipated to be shared with BNSF after approval of the Construction
& Maintenance agreement).

DESIGN CRITERIA
The CITY will work with the CONSULTANT to develop the basic premises and criteria for the design. Reports and
plans, to the extent feasible, will be developed in accordance with the latest edition and amendments of the
following:
1. AASHTO 2010, "A Policy of Geometric Design of Highways and Streets."
2. WSDOT, "Standard Specifications for Road and Bridge Construction."
3. WSDOT, "Design Manual."
4. WSDOT, "Materials Laboratory Outline."
5. WSDOT, "Construction Manual."
6. WSDOT, "Local Agency Guidelines."
7. Highway Research Board's Manual entitled "Highway Capacity."
8. FHWA and WSDOT, "Manual on Uniform Traffic Control Devices for Streets and Highways."
9. Standard drawings prepared by City of Renton and furnished to the Consultant will be used as a guide in
all cases where they fit design conditions and where no City of Renton standard drawings are applicable;
WSDOT Standard Plans will be used as a default.
