LUA17-000503 Dear Scott, In response to your revision request dated November 5th, 2020, we have revised the plans and report as requested. The city comments in Italics with a detailed response below in bold are indicated below. CALLOUT (18) 1. Public easements encompassing tract A (See note on sheet 1). Public easement note encompassing Tract A added to Sheet 1 and shown on Sheet 2. 2. Show utility easement. A 10’ wide private and public utility easement added to sheet 2. As shown on the redlines a series of public and private easements were added on sheet 1. 3. Check box and indicate %. REETA was revised as requested. 4. Provide phone number. REETA was revised as requested. 5. Portion of 3810 Park Ave N. REETA was revised as requested 6. Portion of 334270-0510. REETA : Date will be added at time of signature and final submittal. 9. Half. Tract Note was changed from one-third to one-half of interest on Sheet 1. 10. Private and public Easement Provisions. Private and Public Easement Provisions callout was added on Sheet 1. 11. And City of Renton. The “City of Renton” was added to the standard utility easement callout on Sheet 1. 12. 3998. The approved civil plans callout was changed to 3998 under On-Site BMP’s. 13. Revise to say on-site BMP's. “Flow Control BMP’s” callout was changed to say “Onsite BMP’s”. 14. Please replace with this language 1. All building downspouts, footing drains and drains from all impervious surfaces such as patios and driveways shall be connected to the permanent storm drain outlet as shown on the approved construction drawings on file with the City of Renton (Plans No. 3998) or addressed in the single family residential building permit drainage review on file with the City of Renton. All connections to the downstream drainage system shall be in compliance with City of Renton standards. All connections of the drains must be constructed and approved prior to the final building inspection approval. For those lots that are designated for individual BMP systems, the systems shall be constructed at the time of the building permit and shall comply with said plans. All individual stub- outs and infiltration systems shall be privately owned and maintained by the lot owner. Note replaced under On-Site BMP’s. 15. Please Replace with this language The Easement shall prohibit any temporary or permanent physical obstructions within the easement including, but not limited to, the parking of non emergency vehicles. At final submittal owner shall sign and notarize the document and surveyor shall sign on their seal. Both owner and surveyor will sign the Deed of Dedication in their designated places for final submittal. 5. Civil construction permit shall be inspected for compliance with approved landscape plan for ROW and shared driveway landscaping prior to recording. Final landscape inspection due to be done 11/17/2020. 6. None. “None" has been added to Section 7. under “List all personal property (tangible and intangible) included in selling price.” on the REET. 7. All property owners to sign and date. All easements within this short plat, not shown as “PRIVATE”, or otherwise noted, are hereby granted to the City of Renton, a municipal corporation, for the purpose of constructing, reconstructing, installing, repairing, replacing, enlarging, operating and maintaining utilities and utility pipelines, including, but not limited to, water, sanitary sewer, and storm drainage, together with the right of ingress and egress thereto without prior institution of any suit or proceedings of law and without incurring any legal obligation or liability therefore. Following the initial construction of its facilities, the City may from time to time construct such additional facilities as it may require. This easement is subject to the following terms and conditions: 1. The City of Renton, upon completion of any work within the property covered by the easement, shall restore the surface of the easement, and any private improvements disturbed or destroyed during execution of the work, as nearly as practicable to the condition they were in immediately before commencement of the work or entry by the City. 2. The property owner(s) shall retain the right to use the surface of the easement as long as such use does not interfere with the easement rights granted to the City. The property owner(s) shall not, however, have the right to: a. Erect or maintain any buildings or structures within the easement; or b. Plant trees, shrubs or vegetation having deep root patterns which may cause damage to or interfere with the utilities to be placed within the easement by the City; or c. Develop, landscape, or beautify the easement area in any way which would unreasonably increase the costs to the City of restoring the easement area and any private improvements therein; or d. Dig, tunnel or perform other forms of construction activities on the property which would disturb the compaction or unearth City's facilities on the right-of-way, or endanger the lateral support facilities; or e. Blast within fifteen (15) feet of the easement; or f. Erect fences in such a way as to prevent access by the City’s vehicles to the City’s facilities. Any fence construction must provide for an opening (gated, removable sections, barriers, etc.) of at least ten (10) feet in width; or g. Erect any objects within fifteen (15) above the ground surface within the easement. 3. Grading and/or construction within any public easement shall not be allowed unless prior reviewed and approved by the City of Renton. Added as number 2 under Private and Public Easement Provisions on Sheet 1. 9. PUBLIC EASEMENTS ENCOMPASSING TRACT A 1. An easement is hereby granted to Renton Regional Fire Authority, over and across Tract A for the purposes of emergency access. City of Renton Matveyev Short Plat 11/20/2020 Page | 6 2. An easement is hereby granted to the City of Renton, a municipal corporation, over, under, and across Tract A for the purposes of utility and emergency access.
