HomeMy WebLinkAboutPN_Project_Narrative_201125_v11 21453.006-Narrative.docx Fuel System Replacement Type II – Environmental Review Chevron 1419 North 30th Street Renton, Washington 98056 Parcel No. 334210-3271 Our Job No. 21453 November 18, 2020 Project Description: The project is the replacement of a fuel system at this existing Chevron Gas Station, which is located on a 1.73-acre (75,172 square feet) parcel within a Commercial Neighborhood (CN) zoned area. The project includes the removal and replacement of USTs larger than 10,000 gallons, which requires an Environmental Review under the State Environmental Protection Act (SEPA). The project is surrounded by a real estate office to the west, residential development to the south, a gas station to the north, and the I-405 freeway to the east. The existing development includes a 1,800-square-foot convenience store, a 2,000-square-foot fuel dispenser canopy, four (4) fuel dispensers, and three (3) 15,000-gallon gasoline Underground Storage Tanks (USTs). The project will include the removal of the three (3) USTs and installation of one (1) 20,000-gallon Regular Gasoline UST, one (1) 15,000-gallon Supreme Gasoline UST, and one (1) 12,000-gallon Diesel UST, along with four (4) new dispensers and associated product and vapor piping. The purpose of the project is to modernize the existing fuel system, including replacing USTs that are beyond their warranty period and to ensure the compliance with the latest environmental standards for retail gas stations. Site grading will require disturbance of approximately 1,950 square feet, resulting in a minimum of 1,000 cubic yards of earthwork. Site grading includes, but is not limited to, the installation of new USTs, pipe trenching, and replacement of under-dispenser containment sumps. The project will be completed in a single phase and will commence after approval of the applicable permits. The project is anticipated to being in the Spring of 2021, and construction will occur during the hours of operation allowed under the City of Renton Municipal Code. If night construction is required, the required permission will be obtained at that time. Transport of equipment and hauling of material will occur from the project drive way access along North 30th Street. The project will comply with all dust control measures required by the Civil Permit and will use BMPs for limiting vehicle emissions during construction. Environmental Review: The Renton Municipal Code (RMC), Section 4-9-070, requires that a completed Environmental Checklist be filed for environmental review for any project not specifically exempted under the State Environmental Protection Act (SEPA). The City will use the Environmental Checklist to make a threshold determination. A completed SEPA checklist and supporting plans and documentation are included with this application.
