HomeMy WebLinkAboutAdden 1AMENDMENT NO. 1 TO AGREEMENT FOR CAG-20-354 THIS AMENDMENT, dated __________________, is by and between the City of Renton (the Parametrix, Inc. a Washington State Corporation. The City and the Consultant are referred to collectively in this Amendment as nce fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-20-354, dated September 30, 2020, to provide necessary services for the Puget Drive / Royal Hills Drive / 116 th Avenue SE Whereas, the Parties wish to amend the Agreement to preliminary and pre-100% design plans, and estimates including a detailed equipment / material quantity list, to be completed by December 31, 2021, and increase the overall budget by $9 in order to complete the preliminary and final plans, specifications, and estimates (PS&E) design. NOW THEREFORE, It is mutually agreed upon that CAG-20-354 is amended as follows: Scope of Work: Section 1, Scope of Work, is amended to preliminary and final plans, specifications, and estimates (PS&E) design as specified in Exhibit A-1, which is attached and incorporated herein. Time of Performance: Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit A-1. All Work shall be performed by no later than December 31, 202 . Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $9 from $98,927 to $19 , plus including any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit B-1 of the Agreement, which is attached and incorporated herein. All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. The AGENCY has hired Parametrix (CONSULTANT) to provide design services for the following project location: 1. S Puget Dr and Royal Hills Dr SE and 116th Ave SE : Mini-Roundabout/Intersection Modifications. The CONSULTANT is currently under contract to provide data collection and conceptual design. AMENDMENT 1 includes CONSULTANT work to assist the AGENCY by providing the following services: Attend nce at weekly calls through December 31, 2020 Preliminary and Final Plans, Specifications, and Estimates (PS&E) Design. Assumption(s) The project schedule assumes that the majority of the project design will be completed by December 31, 2020. However, the overall completion date of this AGREEMENT is December 31, 2021 to account for any extra design required in 2021. Time is a material consideration in the performance of all work by the CONSULTANT under this AGREEMENT. The CONSULTANT shall complete its work and services within its control to meet the agreed upon schedule. The CONSULTANT shall provide to the AGENCY monthly updates to the project schedule that identify tasks and deliverables that require time extensions due to reasonable and/or unforeseen circumstances. The AGENCY shall not unreasonably withhold written acceptance of the time extensions. Right of Way and construction easement acquisition is not included in the Scope. PHASE 1 DESIGN Task 1 Project Management (Notice to Proceed [NTP] through March 31, 2021) The majority of project management work is already included under the original contract. Work under AMENDMENT No. 1 will include: Attendance of up to 10 weekly meetings via phone call. Deliverable(s) Project meeting minutes, via email summary. SCOPE OF WORK (continued) City of Renton 214-1779- Safe Routes to Transit 2 ber 2020 Task 4 Preliminary Design (Two months post-NTP to three months post-NTP) Approach The Consultant will prepare preliminary design plans to establish design parameters and project footprint and gain AGENCY consensus on the preliminary plan set before proceeding into preparation of bid plans and specifications. 4.1 Conceptual Design Submittal The original contract include development of conceptual designs. 4.2 Preliminary (30%) Plans The CONSULTANT shall prepare preliminary plans for AGENCY review. Assumption(s) The plans are intended to be in-progress versions of the following plan sheets: Cover and Sheet Index (one sheet). Legend and Abbreviations (one sheet). Right-of-Way, Alignment, and Site Preparation Plans (two sheets). These will include survey control points. Roadway plan and profile (two sheets) Roundabout plan and details (three sheets) Stormwater plan and profile (two sheets). Channelization and signing (two sheets) Illumination plan and details (three sheets) Wall plan and profile and details (two sheets) Wheelchair ramp layouts (three sheets). All construction improvements will be constructed within existing City Right of Way. Should Right of Way be necessary for construction, it will be considered extra work. Location 3 will require light level analysis and streetlight design. King County Metro and the AGENCY are the review authorities. The AGENCY shall coordinate reviews with King County Metro. Some small walls are assumed, but will be less than four feet in total height and not require a structural analysis. Landscaping and/or irrigation is not included in the project design. SCOPE OF WORK (continued) City of Renton 214-1779- Safe Routes to Transit 3 er 2020 4.3 Specification Outline The CONSULTANT shall prepare a list of bid items indicating if a particular item is a Washington State Department of Transportation (WSDOT) Standard Item, requires a WSDOT or American Public Works Association (APWA) GSP, or will require a special provision. Assumption(s) Specifications for the project will be developed using the current WSDOT Standard Specification for Roads and Bridges by reference, and supplemented, amended, or replaced by WSDOT or APWA GSPs or project- specific special provisions. 4.4 Preliminary Opinion of Cost The CONSULTANT shall prepare a preliminary opinion of construction cost (30% design level) and latest information regarding anticipated right-of-way acquisition costs. Assumption(s) As much as reasonably possible, WSDOT standard bid items and bid cost tabulations will be used as the basis of the preliminary opinion of cost. However, because the design will not be fully developed at this time, some items may need to be estimated as square foot costs or lump sums. The preliminary opinion of cost will have both a design estimating contingency to account for the uncertainties at this stage of design, and a construction contingency to account for unforeseen issues during construction. Deliverable(s) Preliminary Plans PDF (USB DRIVE) and five sets of 11-inch by 17-inch hard copy. (Delivered to the AGENCY within five months post-NTP) Specification Outline PDF (USB DRIVE) and photo-ready hard copy. (Delivered to the AGENCY within five months post-NTP) Preliminary Opinion of Cost PDF (USB DRIVE) and hard copy. (Delivered to the AGENCY within five months post-NTP) Task 5 Stormwater Analysis Location 3 (One month post-NTP through three months post-NTP) Work will include preparation of a Technical Information Report (TIR) that reflects the stormwater management approach for project improvements. Coordinate with AGENCY to obtain copies of stormwater TIRs for: AGENCY-owned stormwater management facilities within the project area right-of-way. Private stormwater management facilities within the adjacent properties. Review the basis of design of the facility(ies) for contributing area, level of treatment, and level of flow control. Confirm if the facility(ies) was designed for any new impervious surface within the project area. Coordinate with the AGENCY to obtain copies of storm system maps or record drawings to review drainage patterns for off-site areas adjacent to the project limits. This information will be used to determine where an equivalent area can be designated for stormwater management. SCOPE OF WORK (continued) City of Renton 214-1779- Safe Routes to Transit 4 ber 2020 Perform a Level 1 Downstream Analysis. The Downstream Analysis will extend one mile downstream of the l (SWDM). The Downstream Analysis will include visual observations of locations that are readily accessible. Coordinate with the AGENCY to identify any documented downstream drainage problems or system concerns. The Downstream Analysis will be summarized in a technical memorandum and include a vicinity map, sketches, and photos. The technical memorandum will be submitted to the AGENCY for informational purposes and to identify any issues that need to be resolved before the stormwater analysis can proceed. The technical memorandum will also be included as an appendix in the Draft and Final TIR. Meet with the AGENCY up to one time to discuss the approach. Proceed with final design and analysis of the option selected by the AGENCY. Prepare the Draft TIR, based on the City of Renton 2017 Surface Water Design Manual. Meet with the AGENCY to discuss comments on the Draft TIR. Prepare the Final TIR. Assumption(s) The project improvements will fall within one threshold discharge area (TDA) and will have more than 2,000 square feet of new or redeveloped impervious surface and will require Full Drainage Review. Stormwater mitigation within AGENCY right-of-way could be applied to an equivalent area rather than the actual new or redeveloped impervious areas. Basic water quality treatment will be required. Stormwater mitigation for the targeted areas will be provided. Pervious pavement will not be used for any new or redeveloped roadway but shall be considered for sidewalk construction. There may be more than 0.1 cubic feet per second (cfs) increase in the runoff rate for the 100-year flow frequency between existing and proposed conditions. The flow control duration standard for forested conditions will be required. Any existing AGENCY-owned stormwater management facility will not be modified for any new or redeveloped impervious surfaces. Existing storm system components will be added to the base map as part of the survey services. New stormwater management facilities may be constructed within public right of way. Deliverable(s) Downstream Analysis technical memorandum, in PDF format. (Delivered to the AGENCY within 3 months post-NTP) One unbound copy of the draft TIR including an electronic copy (MS Word) of the report text and in PDF format. (Delivered to the AGENCY within 3 months post-NTP) Two bound and one unbound copy of the final TIR. Submittal of the final TIR will include an electronic copy (MS Word and PDF format) of the final report, graphs, tables, and electronic versions of other information contained in the Final TIR. Submittal of the final TIR will also include an electronic copy of all SCOPE OF WORK (continued) City of Renton 214-1779- Safe Routes to Transit 5 ber 2020 computer modeling files used in the analysis including input and output files. (Delivered to the AGENCY within two weeks after receipt of AGENCY comments and/or review meeting with AGENCY) The Draft and Final TIR will include the Downstream Analysis technical memorandum as an appendix. Task 6 Environmental Assistance (NTP through project end) ract) for completion of a SEPA checklist. Approach Under a separate contract, the Environmental Consultant shall prepare SEPA environmental checklists for the nformation for the checklist. The CONSULTANT shall coordinate with the Environmental Consultant to determine the method and timing of the delivery of project information. Assumption(s) A determination on non-significance is anticipated for all projects. The Environmental Consultant shall notify the CONSULTANT of what information is needed for the Environmental Consultant to complete the SEPA checklist. Four hours of Project Engineer and four hours for Project Manager are included in the scope. Four hours for graphics for the Environmental Consultant is included in the Scope. The AGENCY will be responsible for obtaining all environmental documentation and permits if required by the projects. Task 7 Utility Coordination Contact utility companies whose facilities lie within the corridor and coordinate modifications as needed to accommodate underground existing facilities. All communication will be coordinated with the City. Approach Parametrix will invite utility companies to a utility coordination meeting and present the preliminary design plans. A Utility Plan will be developed for undergrounding and relocation of utilities. Parametrix will locate up to five (5) pothole locations. Potholing and any associated traffic control will be performed by the utility. Upon receipt of the pothole information from the utility company, Parametrix will identify the utility conflicts to the City. Assumptions The utility company will provide pothole and underground facility depths to Parametrix within one month of identification of the pothole locations. Pothole locations will not be surveyed. Utility companies will provide hand-sketches of the pothole locations, as measured from objects readily identified in the field. Modifications to the design as a result of utility conflicts will be considered outside the limits of this scope and budget. SCOPE OF WORK (continued) City of Renton 214-1779- Safe Routes to Transit 6 er 2020 The utility companies to be affected are not known at this time but it is assumed that the project does not impact major transmission facilities from the Puget Sound Energy substation. A total of three Parametrix staff will attend up to two utility coordination meetings, which is anticipated to last up to 2 hours each. Meetings will occur using Microsoft Teams. Potholing support will be part of a future amendment. Deliverables Copies of the preliminary plan set with hand-written annotations for the coordination meeting. Task 8 Bid Documents Task 8, which will include 90% and final deliverables, will be part of a future amendment Task 9 Monitoring Report (NTP through sixteen months post-NTP) Approach The CONSULTANT shall provide monitoring documentation for pre- construction. The report will be qualitative in nature but include pedestrian and traffic counts, walking distances, and an overall assessment of the pedestrian and transit facilities Assumption(s) The AGENCY shall provide all traffic and count data The post-construction report will be part of a future amendment Deliverable(s) Monitoring report, in PDF format, including all traffic data to support the document.
