HomeMy WebLinkAboutPN_Project Narrative PUBLIC WORKS DEPARTMENT M E M O R A N D U M DATE: December 1, 2020 TO: Jill Ding, Senior Planner FROM: Amanda Pierce, Surface Water Utility Engineer CC: Becca Ochiltree, BHC Consultants Will Rus so, Kleinfelder SUBJECT: Burnett and Williams Water Quality Retrofit Project - Site Investigation The Burnett and Williams Water Quality Retrofit Project is proposed to take place within the City of Renton requiring a Critical Areas Exemption and Shoreline Exemption. As part of the exemption process, certain application materials are required and attached. Project Narrative The City of Renton Public Works Surface Water Utility has a design project under contract to design improvements for the exis ting storm water infrastructure and design water quality devices for retrofit. The project site is located from Burnett Ave S to Williams Ave S, and S 2 nd Street to the Cedar River. This project requires site and subsurface exploration to characterize subs urface soil conditions , support project engineering, and prepare permits . The project proposes to drill four hollow-stem auger borings to log standard penetration test blow counts and collect soil samples for analysis. The borings will be advanced to betwe en 20 to 30 feet below the existing ground surface and may utilize a slurry to combat soil heave. Boring holes will be backfilled according to Washington State regulations using bentonite pellets; the volume of spoils generated from drilling is less than 10 CY of material. The project area encompasses approximately 180,000 SF or 4 acres, with approximately 17,400 SF within critical areas and regulated shoreline. The site exploration activity is seeking a shoreline exemption based on site exploration and investigation activities that are prerequisite to permit preparation. The activity does not interfere with normal public use of the surface waters, has no significant adverse impact on the environment, the activity does not involve the installation of any st ructure and will be restored to conditions prior to activity. The anticipated dates of work are D ecember 7th, 2020 through March 1st, 2021. The project is located on land used for public right-of -way, public parks , and public trails. Coordination with Ci ty of Renton Parks Department has been made to obtain a right -of-entry Page 2 permit. Coordination with City of Renton Community and Economic Development for a right -of - way permit. The area is also located within the following critical areas: Sensitive slopes , s pecial flood hazard areas, seismic hazard areas, high intensity regulated shoreline, and wellhead protection area zone 1. There will be assessments on wetlands, a stream study, biological assessment, and critical areas assessment to determine pertinent information such as the ordinary high water mark and critical habitats . The work will facilitate a geotechnical report to get a better understanding of the geologic risk of the area. The work does not impact drainage or require re -grading at this time, as the surface will be returned to existing conditions. The soil and drainage conditions are to be assessed based on the feasibility study to mitigate potential hazards. As this project is in design and not a construction project, there is no construction or market value associated. The borings and site exploration will not require the removal of any trees or land clearing. The existing shoreline is defined as high intensity which is suitable for public or private access.
