The following sections describe details of the work proposed and scheduled deliverables. Proposed services include design, progress submittals and meetings, and bid ([KLELW$ 2 and construction support. This work is proposed as Amendment 2 to the existing services Contract 20-010, and is added as a Task 6. SCOPE OF WORK Task 1 – North Waterwalk Dive Inspection Scope is complete. No change. Task 2 – North Waterwalk Rehabilitation Description of Work As part of this Amendment 2, PND will remove the Task 2B Bidding Assistance, Contract Administration Assistance, and Construction Observation scope since construction may be performed well into the future. Task 2B may be added to the scope in the future when construction phases and schedules are determined. Estimated Fee PND will remove $50,300 in labor fees and $139.20 in expenses from Task 2, reducing its task total from $143,005.80 to $92,566.60. Task 3 – Picnic Float Replacement Engineering Description of Work As part of this Amendment 2, PND will remove the Task 3C Bidding Assistance, Contract Administration Assistance, and Construction Observation scope since construction may be performed well into the future. Task 3C may be added to the scope in the future when construction phases and schedules are determined. Estimated Fee PND will remove $13,700 in labor fees and $34.80 in expenses from Task 3, reducing its task total from $52,815.60 to $39,080.80. Task 4 – Permitting No change to this task. Task 5 – Pile Corrosion Study (Amendment 1) Scope is complete. No change. ([KLELW$ 3 Task 6 – Pile Corrosion Protection Design Description of Work PND will provide design and construction support for rehabilitation of the North Water Walk to add a sleeve system to the full length of all 99 piles. The type of sleeves will be one of two to be determined in design, or a combination with a separate sleeve type at the top to be combined with concrete cap repairs. Both of these options are commonly used in salt and freshwater: x HDPE sleeves cinched tight around a wrapped petrolatum-impregnated cloth tape, or x Fiberglass sleeves pumped full of an epoxy grout Additionally, details for repair of damage to the concrete caps noted in the January, 2020 inspection and report will be included. These repairs will include: x Patching of spalls around the piles on the undersides of the caps x Repair of deeper spalls where the top of the pile is exposed with injected grout x Repair of cracks in the pile cap concrete with epoxy crack repair compounds, or similar x Installation of a new connection where a pile appears to have been cut off below the cap during construction x Removal of all temporary construction forming still attached. Task 6A – Design PND will provide construction documents consisting of drawings and technical specifications for contractor bid for the pile protection and concrete cap repairs. PND will review City-provided specification Divisions 0 and 1 to ensure that there is no conflict with technical specifications. All design, described in detail in the section above, will be performed in accordance with the required design codes where applicable, and in direct coordination and review with City of Renton personnel. PND will not require the use of any subconsultants for this scope of work. Suppliers of pile protection and concrete repair systems are able to provide details and specifications to incorporate into the construction documents if required. PND will generate 100% construction documents consisting of drawings, technical specifications, probable cost statements and a calculation package suitable for building department review and permitting. Submittal packages will be provided to the City for review at the 30%, 60%, 90%, and 100% stages of design, where comments may be generated and incorporated into the subsequent submittal. PND assumes design review meetings in-person or by teleconference/videoconference at each design stage. PND will pause design and wait for written City approval prior to proceeding with the next design/submittal stage. Task 6B – Bidding Assistance, Contract Administration Assistance, and Construction Observation After the final design package is accepted by the City, PND will provide the following assistance during bidding and construction for the North Waterwalk Pile Rehabilitation: x Attendance at the pre-bid meeting by PND x Attendance at the pre-construction meeting by PND x Attendance at weekly construction teleconference meetings with the City and Contractor x Respond to requests for information (RFI’s) or addenda during the bidding & construction phases x Review of technical submittals required by the contract documents for general conformance x Twice-weekly site observation visits, or as necessary, to the project site to ensure general conformance with the contract documents, 12 total trips assumed x Four site visits by the project manager to observe particular issues raised or gather information necessary to evaluate contractor requests or changes x Construction administration support pertains to Phase 1 pile repair work only. Deliverables for Task 6 construction will be issued separately from those of Tasks 2 and 3. x Pile and concrete cap repair construction does not affect the footprint of the North Water Walk. x Pile and concrete cap repair construction is not assumed to affect existing utilities beneath the North Water Walk superstructure. Utility replacement and additional conduit installation for WiFi and CCTV is already included in Task 2, including fire line and electrical replacement and installation of data lines. x City will provide compiled review comments within three weeks for each of the 30%, 60%, and 90%, submittals. Final review of the 100% drawings will be provided back to PND within 2 weeks. x PND will provide technical specifications as required. The City will provide general specifications in Divisions 0 and 1. x A review meeting will be held with the City following the 30%, 60% and 90% submittals. x Following 90% design, the City will provide PND a Maximum Allowable Construction Cost (MACC) based on available funding. Based on the MACC and the 90% Design Opinion of Probable Construction Cost, PND shall identify and propose potential additive bid items for City's review. The City will then decide what shall be included in the base bid and additive bid item categories prior to Consultant proceeding with 100% design. These base and additive bid clarifications shall extend through the Design Drawings and include developing transitional design modifications to existing conditions for base bid Water walk segments where gaps result from additive bid items. Exclusions x All design work associated with replacement of the North Water Walk deck superstructure, including utilities such as fire line and electrical. Task 6 design is limited to preservation of the existing piles and caps. All new connections to new structural members, and any improvements to the caps required by the design of the new deck superstructure, are included in Task 2 already under contract. x Design of utility changes or modifications is excluded. All utility replacement and/or upgrade design is included in Task 2 already under contract. Task 7 – Funding Support Throughout Phase 1 design, the City of Renton will be pursuing funding options for construction. At the time of this scope of work proposal, the phasing of construction is not currently known. Therefore, PND will provide the following assistance during construction phasing and planning for the North Water Walk Rehabilitation: x Cost estimate support for phasing options x Preparation of figures, tables, and supporting documents for presentations and meetings by City of Renton staff Task 8 – Additional Regulatory Coordination (OPTION WITH APPROVAL) This task has been proposed as a placeholder for additional permitting tasks, if necessary. It includes additional budget for GeoEngineers for project management, tribal consultation meetings, coordination, and support, as well as budget for PND to provide coordination and review, and ([KLELW$ 6 attend meetings as required. Work will not be performed on this task unless Task 4 budget is fully used and additional tasks require use of this budget. The City and PND will agree to open this budget for use if required. Estimated Fee We propose to complete the Task 6, 7, and 8 work on a time and materials basis with a not-to-exceed value of $128,212.70 as detailed in the attached fee proposal. PND will use our updated standard rate schedule (updated November 2019) to invoice costs for labor for Tasks 6, 7, and 8. Ongoing work on Tasks 2-4 will continue under previously-approved billing rates. Costs for non-mileage expenses will be billed at cost plus 10 percent mark-up. Task 8 includes work by a subconsultant, GeoEngineers, and their proposal, including billing rates, is attached. SCHEDULE Upon approval of this proposal, PND agrees to provide the services according to the following Task 6 schedule. This Phase 1 design and construction schedule is preliminary and may be refined in agreement with the City. OTHER SERVICES, SUPPLIES AND SPECIAL TAXES Charges for services, equipment, supplies and facilities not furnished in accordance with the above schedule, and any unusual items of expense not customarily incurred in our normal operations, are charged at cost plus 15 percent. This includes shipping charges, subsistence, transportation, printing and reproduction, miscellaneous supplies and rentals, surveying services, drilling equipment, construction equipment, watercraft, aircraft, and special insurance which may be required. Taxes required by local jurisdictions for projects in specific geographic areas will be charged to projects at direct cost. Per diem may be charged in lieu of subsistence and lodging. Routinely used field supplies stocked in-house by GeoEngineers, at current rates, list available upon request. In-house testing for geotechnical soil characteristics at current rates, list available upon request. Associated Project Costs (APC) Computer hardware and software, telephone and fax communications, printing and photocopying and routine postage via USPS will be charged at a flat rate of 6 percent of labor charges. These charges are labeled as Associated Project Costs (APC). All rates are subject to change upon notification. ([KLELW$
