REQUEST FOR QUALIFICATIONS
CONSTRUCTION MANAGEMENT SERVICES
LAKE WASHINGTON LOOP TRAIL PROJECT
The City of Renton (City), in accordance with Policy & Procedure No. 250‐ 02, is soliciting
statements of qualifications for A&E Professional Services for the project listed below. The City
is seeking consultants with expertise in the construction management, field inspection and
materials testing for transportation projects with Federal Highway Administration (FHWA)
funding, with offices located in the State of Washington and licensed to do business in the State
of Washington. Interested consultants must submit Statements of Qualifications (SOQ) as
outlined below.
Project Description
Lake Washington Loop Trail Project (TIP # 19, 2021‐2026). This project will construct a new cycle
track along Airport Way from Logan Ave S to Rainier Ave S, upgrade existing curb ramps for
compliance with PROWAG standards, install new signage and pavement markings, and upgrade
an existing traffic signal. The City has secured Federal Highway Administration (FHWA) funds for
the Construction Phase of this project. Construction duration is anticipated to be three (3)
months. The project has been advertised for bids with bids due in the first quarter of 2021.
Scope of Work
Provide construction management, field inspection, material testing, and public outreach
services. Under the direction of the City’s Project Manager, the selected consultant will provide
the following:
Construction management, field inspection, materials testing and construction
documentation in conformance with the Washington State Department of Transportation
(WSDOT) Local Agency Guidelines (LAG), Standard Specifications, and City of Renton
requirements.
Public outreach services.
The A&E consultant contract for providing these services will include a Disadvantaged Business
Enterprise (DBE) agreement goal of 16%.
Construction support activities provided by others:
The following activities will be provided by others, contracted separately with the City:
Engineering support during construction will be provided by the Engineer of Record.
Environmental monitoring of the Contractor’s construction activities for compliance with all
regulatory, environmental and permit requirements (e.g. NPDES Construction Permit) may
be provided by the City’s environmental consultant.
Depending on staff availability, a City construction inspector may be assigned to this project.
If this occurs, the Consultant is to provide a lead inspector for this project.

Submittal
For all submittal requirements, please review the complete RFQ, which is available on the City of
Renton web page, https://rentonwa.gov/bids/. This link will direct you to the City Clerk’s “Call for
Bids, Proposals, Qualifications” page. Under the “Request for Qualifications” section, select
“Construction Management Services – Lake Washington Loop Trail Project”.
Please submit one (1) original and four (4) individually bound copies of the SOQ, along with one
(1) USB with an electronic version in PDF format. The submittals are to be delivered to the address
below. Submittals are due Thursday, February 4, 2021, no later than 5:00 p.m. (PST). No
submittals will be accepted after that date and time.
