PSE does not need to be a part of the pre-con as their work is permitted separately from the civil construction permit. I
took a look and it appears they have already obtained the franchise permit (MFP20005971) which is great.
Send me the documents you have already so I can review them, we can schedule the pre-con within a week once
everything has been received.
