Willow Drive, Suite 320 Greenwood Village, CO 80111 303.770.8884 • GallowayUS.com December 29, 2020 City of Renton Planning Division 1055 South Grady Way Renton, WA 98057 Re: Project Narrative/Urban Overlay District Report Wal-Mart Supercenter #2516 at 743 Rainier Avenue Proposed Building Expansion and Covered Parking Addition Dear Review Team, Thank you in advance for taking the time to discuss and coordinate the proposed development at the existing and operational Wal-Mart Supercenter at 743 Rainier Avenue. To better service their Online Pickup clientele, Walmart is proposing to construct a small, ~43’x103’ (4,574 SF) expansion on the north side of the building. As part of the planned expansion they want to provide their OGP customers with 41 dedicated parking spaces for pickup; of the 41 spaces, 6 are planned to be covered spaces. Please reference the attached site plans and colored perspectives for greater detail corroborating this project narrative. As previously stated, the expansion and addition will occur at an existing and operating Wal-Mart Supercenter that includes ~12.2 acres of land and is zoned Commercial Arterial (CA) with an Urban Design District (D) Overlay. Adjacent properties to the east, north and south carry the same zone district. The properties directly to the west are in the Industrial Medium (IM) zone district. It is understood that the proposed accessory use of an online grocery pickup program is allowed in the existing CA zone and existing Commercial & Mixed Uses land use designation. To redevelop the area, we expect it necessary to obtain approval of our Site Plan as well as an Environmental review by the City of Renton. No significant removal/replacement of existing site soils is expected with this proposed development. A minimal amount of soil removal will be required in order to accommodate the expansion and canopy foundations. Considering the proposed location of the expansion and the covered parking, there will need to be a relocation of a water line with fire hydrant, as well as their associated easement areas. The legal descriptions and exhibits associated with these relocations have been included in the submittal package. There will also need to be removal of some landscape islands, including 3 trees, and an estimated net loss of 12 parking spaces to accommodate the new drive location. With the landscape islands removed, we estimate ~820 SF of additional impervious surface. This development proposal does not lie within 100 feet of a stream or wetland and not within 200 feet of Black River, Cedar River, Springbrook Creek, May Creek and Lake Washington. The installation of the proposed OGP program is focused on the vehicular customer; interested clientele do not need to leave their vehicles to have their good delivered. As a result, the only additional man doors proposed on the project are for the sole purpose of the Walmart employees. No new customer accesses are proposed as part of this redevelopment. Customer access to the store will rely on previously approved (and constructed) development. Similarly, the architecture of the planned expansion will complement the existing/approved store character and architecture. The covered parking structure and the operations of the vehicle-oriented program are located away from the expected pedestrian congested accesses that are the main walk-in customer entrances (the front of the supercenter). Vehicle access to the new OGP spaces is made more efficient by the proposed wayfinding signs. Overall compliance with the Urban Center Design Overlay District relies heavily on the previous approvals of the existing and operating supercenter facility.
