KCSARC,Making Prevention Possible MOU O-OVW-2021-38007 I CYEM 2021 Memorandum of Understanding WHEREAS, King County Sexual Assault Resource Center(KCSARC), Risdon Middle School RMS), Hazen High School (HHS),the Children's Justice Center of King County (CJC),the Renton Police Department(RPD),the Washington State Criminal Justice Training Commission WSCJTC), and the Clinical Psychology department at Seattle Pacific University(SPU)have come together to collaborate and to make an application for federal funding through the OVW Fiscal Year 2021 Consolidated Youth Grant Program; and WHEREAS,the partners listed below have agreed to enter into a collaborative agreement in which KCSARC will be the lead agency and named applicant and the other agencies will be partners in this application; and WHEREAS,the partners herein desire to enter in a Memorandum of Understanding setting forth the services to be provided by the collaborative;and WHEREAS,the application prepared and approved by the collaborative is to be submitted to the Office on Violence Against Women on or before March 23, 2021; 1. Project Partners and Collaborative Relationships: la. Project partners of the cooperative team for 100:Making Prevention Possible are KCSARC, Risdon Middle School, Hazen High School,the Children's Justice Center of King County, the Renton Police Department, the Washington State Criminal Justice Training Commission,and the Clinical Psychology department at Seattle Pacific University. King County Sexual Assault Resource Center(KCSARC): KCSARC opened in 1976 as"King County Rape Relief' in order to respond to adult victims of sexual assault. In 1979 KCSARC published He Told Me Not to Tell with the goal of encouraging parents and caregivers to have conversations with their children about sexual abuse. The agency has been began engaging various King County communities in prevention, outreach, and educational opportunities since that time. In 1989, KCSARC formally expanded its services to include children and youth impacted by sexual violence. Today,the organization's services are available in both English and Spanish and include: A 24-hour resource line for individuals calling on behalf of themselves or someone else. Legal and general advocacy to help individuals and families navigate the legal system, overcome significant barriers presented in the criminal justice system, and access other needed services to support healing. Therapy to provide empirically based, trauma-focused interventions for children,youth, and adult victims of sexual violence and their families. Parent Education and Family Services to help non-offending parents and guardians of child victims support their children's healing and develop and implement safety plans. Prevention and Education to help change the attitudes,beliefs,and behaviors which allow sexual violence to continue and to educate King County residents on topics related to sexual assault and its prevention. 1 CAG-21-051 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 Risdon Middle School (RMS): Risdon Middle School is the newest middle school within the Renton School District(RSD) and opened its doors to students in thefall of 2017. Risdon's vision as a school community is to foster curious,capable,courageous,compassionate learners. Educators within RMS strive to engage students in ways that will stretch their thinking and support their growth as well-rounded participants in society. RMS and KCSARC began working together in the summer of 2017. At that time, RMS counseling staff requested that KCSARC present its training on creating trauma-informed classrooms to all school staff before the start of RMS' first school year and invited prevention staff to implement sexual violence prevention programming as part of the school's 6th grade health class curriculum. KCSARC has since continued to implement prevention lessons in RMS classrooms and staff have received many student requests for the work to continue as they move into high school. Hazen High School (HHS): Hazen is one of four high schools that serve the city of Renton. A large majority of RMS students matriculate to Hazen upon completion of 8`h grade, making HHS an ideal location to expand KCSARC's school-based prevention programming. To date,no KCSARC-led prevention programming work has been implemented at the school, but ongoing discussions between various school staff and prevention specialists have sparked ideas to meet the needs of Hazen's unique student population. Children's Justice Center of King County(CJC): The CJCKC is located within the King County Prosecuting Attorney's Office (KCPAO). As a whole, KCPAO prosecutes all felony crimes occurring in King County and all misdemeanor crimes that occur in unincorporated parts of the county. The Prosecutor's Office has three divisions: Criminal, Civil, and Family Support,and employs a total of 210 prosecutors and 180 staff, including victim assistants. The KCPAO created one of the first specialized units in the country to deal exclusively with cases involving the sexual and physical abuse of children, as well as sexual offenses against adults. Prosecutors who have training in responding to sexual assault staff the KCPAO's Special Assault Unit. Children's Justice Center of King County (CJCKC)was established to respond to child physical and sexual assault crimes. Highly skilled forensic interviewers conduct interviews with child victims and the multidisciplinary team (MDT)coordinator facilitates multiple MDT meetings a month to ensure the best response possible for children and families. The CJCKC and KCSARC have worked together for the past 30 years. KCSARC has worked with the KCPAO to provide legal advocacy services to victims of sexual assault since the early 1980s. Staff of the two agencies serve together on the monthly Sexual Assault Network(SAN), an interdisciplinary group made up of law enforcement, Child Protective Services, medical, SANE, mental health, and advocacy groups throughout King County. Their purpose is to staff and review trends in cases of child sexual assault and child physical abuse as well as create and maintain an effective coordinated response. Additionally, KCSARC has an agreement with KCPAO to provide legal advocacy in cases of felony level child physical abuse and the two agencies have provided training to each other's organizations on topics such as the impact of sexual abuse on children and families, working with parents of child victims, and more. 2 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 Renton Police Department: The Renton Police Department is KCSARC's home department. KCSARC has been located in the city of Renton since being incorporated as a 501c3 in 1976. As such, KCSARC has had a longstanding,cooperative relationship with officers, detectives,and chiefs. KCSARC routinely provides training to officers and detectives and the department has been actively involved in KCSARC's fundraising and outreach efforts. Washington State Criminal Justice Training Commission (WSCJTC): The mission of the WSCJTC is to establish high standards and exceptional training to ensure that criminal justice professionals in Washington State have the knowledge and skills to safely and effectively protect the life, liberty, and property of the people they serve. KCSARC began working alongside the WSJTC in 2018 when they were invited to train law enforcement officers state-wide on topics related to effectively responding to victims of sexual assault. Since that time, WSCJTC have continued to work together to deliver 15 trainings to almost 400 officers around Washington State. KCSARC and WSCJTC also worked together to develop a video for patrol officers responding to sexual assault and additionally conducted a case review in 2020 to assess training impacts and gaps. Clinical Psychology department at Seattle Pacific University: Dr. Lynette Bikos, professor and director of research in the Clinical Psychology Department leads a team of doctoral students who gain hands-on academic and research skills and experience through various research studies. In 2007, Dr. Bikos' team partnered with KCSARC to develop a program evaluation of the agency's legal advocacy services. This ongoing, longitudinal study has provided both parties with data and information to understand the impact of services on survivor coping and self-efficacy. While MPP will not be conducting research or long-term studies, SPU will has offered its services and expertise in-kind to support program staff in developing and utilizing participant surveys for internal review and improvement purposes only. SPU may utilize the information gathered through MPP for their own research purposes, but that research will not be a part of the MPP program and OVW grant funds will not be utilized for research purposes. 2. Roles and Responsibilities: King County Sexual Assault Resource Center(KCSARC), serving as the lead organization will provide the following services: Coordinate with all grant partners on an ongoing basis, including by organizing Coordinated Community Response (CCR)team meetings. Conduct community strengths and needs assessments during the project planning phase. Provide a 0.75 FTE Prevention Services Coordinator who will be the primary staff person organizing and facilitating all project activities. The Coordinator will spend classroom time implementing prevention programming with youth, develop and conduct all project trainings/workshops, develop products with the support of student leaders, and will be the staff person charged with organizing all CCR meetings. Provide a .25 FTE Bilingual Victim Advocate. The Victim Advocate will be available to provide support for program participants who identify as victims throughout the implementation of project activities. Provide a 0.03 FTE Family Services Specialist. The Family Services Specialist will work with the Prevention Services Coordinator to facilitate parent/caregiver workshops and develop parent/caregiver outreach/educational materials. 3 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 Conduct bystander intervention trainings with students and staff at Risdon Middle School and Hazen High School. Engage and train student leaders at both partner schools,through the creation of a sexual assault prevention club and the hiring of two high school-age 0.5 FTE Student Prevention Specialists each summer. Conduct trainings for educators and school staff on the topics of creating trauma- informed classrooms, how to effectively refer student victims to services, and how to implement prevention focused lessons within the classroom. Work in partnership with school and district staff to conduct a review of materials and resources that pertain to sexual violence and its prevention. Develop project deliverables, including a podcast resource aimed at increasing the knowledge of parents and caregivers on topics related to sexual assault and its prevention. Provide in-kind direct services staff to ensure that student survivors and their families can be quickly and warmly referred to victim services when appropriate. Services available to student victims and their families will include access to the 24-hour resource line, trauma-focused therapy, legal and general advocacy,parent education, and case management. Work with SPU to develop and administer participant surveys to internally measure program outcomes and identify places for improvement. Prepare all require reports and communicate with OVW about grant funding. Risdon Middle School will provide the following: Classroom time to implement in-depth sexual violence prevention programming with students in grades six, seven,and eight. Time to train educators and school staff on topics related to sexual assault and its prevention, such as staff meetings and/or in-service days. Support in allowing KCSARC prevention staff to communicate with students' parents and caregivers via the school's online portal. Participate in all CCR team meetings. Hazen High School will provide the following: Classroom time to implement in-depth sexual violence prevention programming with students in grades nine,ten, eleven, and twelve. Time to train educators and school staff on topics related to sexual assault and its prevention, such as staff meetings and/or in-service days. Support in allowing KCSARC prevention staff to communicate with students' parents and caregivers via the school's online portal. Participate in all CCR team meetings. Children's Justice Center of King County (CJCKC)will provide the following: Collaboration with KCSARC in the development and implementation of trainings for Renton Police Department, including school resource officers,and Prosecuting Attorney 4 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 Office staff on topics related to providing effective,trauma-informed responses to student victims of sexual assault. Renton Police Department will provide the following: The Renton Police Department will be an active member of the CCR,the main attending personnel will be Robert McGruder, HHS Resource Officer and Stephanie Hynes, Community Program Coordinator. Renton police will also participate in trainings developed by KCSARC and the CJC to increase officer understanding of sexual assault dynamics and trauma-informed responses to child victims of sexual assault. Clinical Psychology department at Seattle Pacific University will provide the following: Provide in-kind support for the creation and implementation of program participant surveys. Surveys will not constitute research and will only be used internally to measure project outcomes and determine areas for improvement. 3. Approval of the Project Narrative and Budget: Each project partner has reviewed the budget, is aware of the total amount being requested and is being fully compensated for their work on the project, outside of already agreed upon in-kind resources. Approval of the project narrative and budget are indicated by signatures of all of the project partners in the attached signature pages. 4. Individuals Responsible for Implementation: KCSARC staff members will include: Vanessa Corwin, Prevention Services Coordinator: Vanessa will be the primary staff person initiating and coordinating prevention work including implementation of prevention programming with youth, developing and conducting all project trainings/workshops, and developing products with the support of student leaders. Claudia Godina, Bilingual Victim Advocate: Claudia will be available to provide support for program participants who identify as victims throughout the implementation of project activities. Marie Pereda, Family Services Specialist: Marie will work with the Prevention Services Coordinator to facilitate parent/caregiver workshops and develop parent/caregiver outreach materials. DeAnn Yamamoto, Deputy Executive Director: DeAnn will compile data for and submit all grant reports to OVW. Risdon Middle School staff will include: Craig Cooper, Principal: Craig will support KCSARC in implementing prevention programming activities at RMS. 5 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 Maggi Kellogg, Lead Counselor: Maggi will serve as a point of contact between KCSARC prevention specialists, school administration,and teachers,to ensure effective communication and that prevention activities align with the needs of the student body. Dr. Shannon Harvey,Ed.D., Deputy Superintendent of Schools: Dr. Harvey will provide District-level support and oversight as needed. Hazen High School staff will include: Kate O'Brien, Principal: Kate will support KCSARC in implementing prevention programming activities at HHS. Ashley Gambrill,Lead Counselor: Ashley will serve as a point of contact between KCSARC prevention specialists, school administration,and teachers,to ensure effective communication and that prevention activities align with the needs of the student body. Dr. Shannon Harvey, Ed.D., Deputy Superintendent of Schools: Dr. Harvey will provide District-level support and oversight as needed. Children's Justice Center of King County (CJCKC) Ben Santos, CJCKC Chair: Ben will oversee the collaboration between KCSARC and the CJCKJ in their work to develop and implement trainings for Renton Police Department, including school resource officers. Renton Police Department(RPD) staff will include: Robert McGruder, HHS Resource Officer: Robert will fully participate on the project's CCR team,helping to ensure that policies related to sexual assault and supports for student victims are appropriate and actionable from a security standpoint. Stephanie Hynes, Community Program Coordinator: Stephanie will participate in CCR team meetings, as well as coordinate with KCSARC to implement trainings for RPD as a whole. Washington State Criminal Justice Training Commission(WSCJTC) staff will include: Jen Wallace, Program Manager, Sexual Assault Investigations: As the staff member who oversees all sexual assault investigation training for police officers in Washington State, Jen will assist program staff in the development and implementation of training for Renton Police Department. She will ensure that all program trainings are aligned with state-mandated trainings and ensure the program can reach as many RPD officers as possible. Clinical Psychology department at Seattle Pacific University staff will include: Dr. Lynette Bikos: Dr. Bikos will be the point of contact between KCSARC's prevention team and SPU's doctoral student team that is tasked with supporting KCSARC in the creation and implementation of participant surveys to measure program outcomes and identify areas for improvement. 6 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 5. Grant Activities: The goal of the Making Prevention Possible program is to provide students at two schools, Risdon Middle School and Hazen High School,with ongoing, in-depth prevention programming that begins in sixth grade and continues until graduation. To achieve this, KCSARC and its project partners will: Engage all Risdon Middle School (RMS) 6th graders in a minimum of six classroom lessons based in their required health class. These six classroom lessons will cover the topics of power and control,consent, boundaries, healthy friendships, and bystander intervention in developmentally appropriate and interesting ways. Engage all RMS 7th and 8th graders in a minimum of 4 classroom lessons based in a to- be-determined core curriculum class. These 4 lessons each year will build upon the lessons each student received in 6th grade,expanding on what the youth have already learned and deepening their knowledge. Engage all Hazen High School (HHS) 9th through 12th graders in a minimum of 4 classroom lessons per year based in a to-be-determined core curriculum class. These lessons will build upon the lessons each student received in middle school, expanding on what the youth have already learned and deepening their knowledge. Provide ongoing training to educators and school staff on the topics of creating trauma- informed classrooms, ways to effectively refer student victims to services, and how to implement meaningful prevention conversations in their everyday interactions with students. These educator trainings will occur a minimum of twice a year at each partner school to ensure the topics stay fresh in staff's mind and that any incoming staff receive this important information. 100:Making Prevention Possible staff will engage student leaders who will receive training on topics related to sexual assault and its prevention, act as peer educators in classroom-based prevention sessions,participate in CCR team meetings, and collaborate with KCSARC's Prevention Services Coordinator to create all project deliverables. Program staff will develop and implement a minimum of 2 workshops for parents and caregivers at each partner school per year with the goal of providing information and resources on sexual assault, services available, and prevention efforts occurring in the school environment. Project partners will work in partnership to develop and implement a training for law enforcement, including school resource officers, on topics related to the investigation and/or prosecution of sexual assault when a student makes a report. KCSARC and its project partners will utilize the CCR to create trauma-informed policies and procedures for effective referrals into victim services and ensure that student survivors of sexual assault have confidential access to KCSARC's full roster of comprehensive services including the agency's 24-hour resource line,trauma-specific therapy,case management services, legal and general advocacy, and parent education. The Clinical Psychology department at Seattle Pacific University will assist KCSARC is the creation and use of participant surveys. Survey results will be used to measure program outcomes and identify areas for improvement. 7 KCSARC,Making Prevention Possible MOU I O-OVW-2021-38007 I CYEM 2021 6. Commitment to Partnership 1) The collaboration service area is King County, WA. 2) The partners agree to collaborate and provide prevention, response, intervention, and treatment services to student victims of sexual assault and their families. 3) Compensation for partners' contribution to this project will be provided as outlined in the attached budget. 4) We,the undersigned have read and agree with this MOU.
