Willow Drive, Ste 320, Greenwood Village, CO 80111 PROJECT NAME: Walmart Pickup Expansion PROJECT DESCRIPTION: The applicant, Walmart Stores, Inc, is requesting Administrative Site Plan Review and Environmental (SEPA) review to construct a 4,574 sq. ft. addition and uncovered loading area for their online order pickup service. A previous application to allow for a 1,330 sq. ft. addition was processed and approved in 2020 under LUA20 -000119. Due to rising demand for online order pick up services, the applicant submitted a new land use application to allow for a larger addition in order to meet the new demand. The existing 150,158 sq. ft. building is located on a 12.2 acre site at 743 Rainier Ave S (APN 1923059048). The subject parcel is located in the Commercial Arterial (CA) zone and Urban Design District D Overlay. The proposed addition and loading area would be located on the north side of the building. A portion of the existing parking lot area on the north side of the proposed addition would be restriped to facilitate the online pick up service. As a whole, the proposed project would result in a net loss of 12 parking stalls due to the location of the building addition. New directional signage is also proposed within the existing parking lot in order to guide customers to the pickup location. Multiple landscape islands are proposed for removal in order to construct a new drive aisle and is estimated to result in the loss of three (3) trees. The applicant estimates that the project would create a total of 820 sq. ft. of new impervious surface. The site is located within a High Seismic Hazard. The applicant submitted a Drainage Report, Traffic Impact Analysis, and Environmental Checklist with the application. PROJECT LOCATION: 743 Rainier Ave S LEAD AGENCY: City of Renton Environmental Review Committee Department of Community & Economic Development The City of Renton Environmental Review Committee has determined that probable significant environmental impacts from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4 - 9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on April 12, 2021. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person.
