No Building Permit: The City of Renton Municipal Code requires building permits to be
applied for and obtained by any person, firm, or corporation to erect, construct,
enlarge, alter, repair, move, improve, remove, convert or demolish, use, occupy or
maintain any building or structure in the city.

December 3, 2019: A Finding of Violation was issued for $250.00 There is no application
for sewer or building permit. The compliance date or appeal date is December 18, 2019.
December 15 & 18. 2020: Email to Mayor from Ms. Kousoum
Email to Ms. Kousoum from CED Administrator extending her compliance date to
February 1, 2020.
February 3, 2020: Building permit was submitted for review and approval.
April 24, 2020: Email to and from MS. Kousoum asking for submittal of review
comments that were sent to her designer on March 17, 2020.
April 27 & 28, 2020: Email from designer and Ms. Kousoum.
July 21, 2020 and August 14, 2020: Email to Ms. Kousoum and designer asking status of
revision submittal.
August 14, 2020: Email from designer: Email from designer that he is out of office and
will update on Tuesday.
August 26, 2020: A Finding of Violation was issued for $250.00 Revisions to the original
building permit have not been submitted. The compliance date or appeal date is
September 10, 2020.
September 8, 2020: Email to designer asking for update and designer's answer.
September 25 & 28, 2020: Email to and from Ms. Kousoum.
September 30, 2020: Email to city clerk's office withdrawing appeal.
December 2, 2020: Email regarding issuance of Finding of Violation. Copy of issued
Finding of Violation.
December 5, 13 & 15, 2020: Email response to December 2, 2020, email.
March 3, 2021: A Finding of Violation was issued for $250.00. The compliance date or
appeal date is March 18, 2020.
March 22, 2021: Appeal signed March 17, 2021, received at city hall March 22, 2021.
This case was opened July 23, 2018.
The city does not received updates from Ms. Kousoum or her designer
until an email or monetary fine is sent by the city.
Code compliance cannot continue to monitor the permit activity for the
Kousoum project. It is up to Ms. Kousoum and her designer to update the
city.
I am asking that this fine be upheld, and that Ms. Kousoum's designer
submit the revisions requested within 15 days of the date of the Hearing
Examiner Decision.
The revisions have not been submitted and were requested over a year
ago (March 17, 2020).

and obtained by any person, firm, or corporation to erect, construct, enlarge, after, repair, move,
improve, remove, convert or demolish, use, occupy or maintain any building or structure in the city.
Corrective Action: Any alterations or improvements to your property when connected to a septic system must obtain
approval from the King County Health Department prior to the beginning of construction. To date
approval has not been obtained from the health department for the bathroom remodel. A permit to
connect to the city sewer system has not been submitted for review and approval.
Submit approval for the septic system or a permit application to connect to the city sewer system
within 15 days of the date of this notice.
A building permit application for the wall constructed for the bathroom remodel has not been
submitted for review and approval.
The additional permits you have obtained for the bathroom remodel may not receive inspections
until a building permit is reviewed, approved and issued.

NOTICE OF RENTON MUNICIPAL CODE VIOLATION
The City has elected to establish a non -judicial hearing and determination system to enforce Renton Municipal Codes (RMC) civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs fees or assessments.
You may respond in the following manner:
deny creating, permitting to exist, maintaining or failing to eliminate the violation(s) and I am requesting a hearing to contest this
Finding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
Violation. Please send me a hearing date. I promise to appear on that date. The administrator must prove by a preponderance of the
evidence that I committed the violation. I understand that under RMC 1-3-2.G that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both. The city is not required to call witnesses to testify at the hearing.
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and 1 may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any
rights or remedies under the law.

Sonya, at the request of Mayor Denis Law I have reviewed the Hearing Examiner decision as well as all correspondence
related to the Finding of Violation (FOV) at your residence. While I appreciate your statement that you have spent
$18,000 to date to bring your improvements into compliance with city codes, the department of Community and
Economic Development (CED) has yet to receive your application. I have discussed your situation with our staff and we
believe it is reasonable to expect to receive your application by February V, 2020. We will not charge or assess any
penalties for the FOV as long as we receive your application by this date. If this date is not reasonable please let me
know, otherwise we will proceed accordingly. If you have any follow up questions please feel free to give me a call at the

Dear Mayor Denis Law,
I'm sorry to bother you but you are my last resort since I am not able to get a clear answer from Donna Locher.
Someone from the City Clerk office told me to speak to Craig Burnell. I left him a voicemail last week and have
not heard back from him yet. Donna kept issuing me Finding of Violation to get a building permit. I already
hired many professionals to help me obtain the building permit and spent over $18,000 so far. The last update
I received from my architect was the City of Renton said they will issue the building permit in January or so
since they are revamping their permitting process.
It's extremely nerve wracking and stressful to keep getting the Violation notices from Donna as I am doing
everything I can to comply with the City. As you can review the document in the attachment, Hearing
Examiner Phil Olbrechts sustained my appeal on November 4th, 2019. Yet, on December 3rd, 2019 Donna
Locher issued the same Finding of Violation with the same Code Case No. I emailed Donna last week about the
appeal decision and Donna did not even acknowledge the appeal decision.
It's mind boggling to me as a law abiding homeowner and taxpayer in Renton that Donna and City of Renton in
charge of issuing building permit are not communicating to each other or on the same page. Donna even said
during the appeal hearing that the Preapplication for my ADU dated June 13th, 2019 "doesn't matter." I am
doing everything I can to get the building permit by hiring the an architect, engineers and surveyor as the City
required me to do but I am still getting Finding of violation. I am not sure what else I can do at this point?
Someone from the City Clerk office said I need to do an appeal again. I am not sure if this is a good use of the
City of Renton precious resource to do another appeal on the same Code Case No and same Finding of
Violation. Could you please advise me on my next step? Thank you in advance.

Rich the architect will contact you shortly. He said his business was shut down due to the governor order. Is
the permit department open?
Last question, do I have any fines? I am not aware of any fines from the City of Renton. Your email stated

comments were ready to view. According to the Warning and Findings of Violation issued to you, plan review comments
must be responded to within 15 days of notification.
It's been over thirty (30) days and the city has not received permit revisions for review and approval.
Plan review revisions must be submitted by April 30, 2020, to avoid additional fines.

I haven't received any information from Lisa Walker regarding the permit.
I haven't received any information about the fine from you. Could you please clarify?
Any flexibility on the April 30th deadline you gave since the Governor ordered all non -essential businesses to
close and I have not gotten any information from the permit center yet? This is very frustrating since we are in
the middle of a pandemic and are under a lot of stress with the current economy.

City hall is closed to the public and our permit center is working on-line from home. They are able to receive new permit
applications and revisions. Inspections are handled in person or virtually via Zoom.
Many designers, architects and engineers are working at home and using our on-line services. It sounds like your office is
not working at this time.
Please forward Ms. Kousoum the comments issued requiring revisions to the building permit. If you are not able to do
this, Lisa Walker the permit technician assigned to your case can be of assistance.

Hello Donna,
With regards to the below email that was sent to the home owner.
I am a bit confused, we have been under a stay at home order and not allowed to open our office, so no work has been
done since that time.
Our office & staff is not in our home where we have been ordered to stay. Revisions are handled by our staff drafters in
our office.
Based on that I assume this below email was sent by mistake. Our staff will resume working in our office as soon as the
Governor allows. May 5th I believe.
I will also assume that the normal 15 day response time will begin the day we are allowed to re -open.
If I am missing something with regards to how the City of Renton is complying with the stay at home order, please
inform me so I can call the Governor's office to clear this matter up.
Also, Please give me a contact for a City official in charge of Covid Compliance so I can verify how we should continue.

Giving you an update.
Sonya received another penalty fee notice.
When I applied for the building permit, I was told, I believe you were there, That the sewer permit would not be
connected to the home building permit and would be applied for later.
However in the correction notice someone required the sewer portion to be included.
So all things on hold until that is completed.
Sonya has hired a civil engineer, booked up of course, but she is on the list and we await that engineering
report, and civil plan, then that sewer application can applied for by the sewer contractor before we can
continue.
Upon receipt of the sewer application process has begun, I hope the we can continue.
This delay is caused by a change in the City's process. Sonya, nor I, should not be held responsible for the
delay.
I hope it all get resolved soon because I leave town in 2 weeks.

I recently received the Notice of Violation dated 3-3-21 stating that "The city has not been updated since
September 4th, 2020." Your last email to me was on December 16th, 2020 regarding Lisa from the City of
Renton responding to our architect Rich. On January 6th, 2021 Rich informed me that there are
Structural Engineering changes the City is requiring. The structural engineer has been working on the changes
since then. I am told that structural engineer work will be done this week. Also the engineers at Barghausen
are working to get approval from the City for the sewer plan at this time. The contractor already reviewed the
plan. The engineers said they are almost done. Could you please advise on the Notice of Violation dated
March 3, 2021 since I do not want to miss the deadline to respond?
May I please update my mailing address to the property address 8031 S 130th St Seattle WA 98178? We
installed a new mailbox and it seemed more secure.
