COLD WEATHER PAVING REQUIREMENTS
This document is intended to provide the requirements for Cold Weather Paving. For the purposes of Cold Weather
Paving, the Cold Weather Season is defined as beginning October 1st and ending March 31st.
As ambient temperatures decrease, compaction during cold weather paving is of special concern as it causes Hot Mix
Asphalt (HMA) cool-down rates to increase reducing the available time for compaction before cessation temperature
is reached. Therefore, special care should be exercised when paving in cold weather to ensure the HMA is sufficiently
compacted before cessation temperature is reached.
WEATHER LIMITATIONS
Surface Temperature Limitations are outlined in WSDOT Specification 5-04.3(16) - Weather Limitations. The Contractor
may elect to artificially increase the surface temperature to meet the required Specifications.
COLD WEATHER PAVING REQUIREMENTS
Any paving of the wearing course to be completed during the Cold Weather Season is subject to the requirements
outlined below:
1.Contractor shall submit a written request to the Development Engineer (City Project Manager) requesting to pave
wearing course during the Cold Weather Season. The written request shall include:
a.Date(s) and Time(s) the work will be performed
b.Location
c.Project Information (Permit number, Project name)
d.The means and methods for completing the work (i.e. how the appropriate surface temperature will be
maintained).
2.The City Construction Inspector may request to be on-site while work is in-progress.
3.A material tester shall be on-site to verify both compaction as well as surface temperature.
4.The Contractor shall provide compaction reports to the Construction Inspector ensuring that the compaction and
surface temperatures are consistent with the Standard Specifications throughout paving.
ACCEPTANCE BY THE CITY
Any paving of the wearing course not completed in accordance with all Federal, State and City requirements will not
be allowed. Substandard or deficient work, as identified by the City Construction Inspector, shall be repaired and/or
replaced to meet the minimum requirements of the Standard Specifications.
