Project name, size and location of site: Sunset Gardens 2900 NE 10th St Renton, WA 98056 Project area: 55,757 sf (1.28 acres) b. Zoning designation of the site and adjacent properties: Central Village (CV), Urban Design District ‘D’ c. Current use of the site and any existing improvements: The site currently houses the Renton Housing Authority office building (13,416 sf) and associated surface parking. d. Special site features: There is a rockery present along the east edge of the site. According to City of Renton Maps, this area is also classified as a “Moderate Landslide Hazard (>15% and </=25% slope)” in areas and a “Sensitive Slope (>25% and </=40%)” in others. e. Statement addressing soil type and drainage conditions: Subsurface soils consist of fill materials (4 to 6 inches) and recessional outwash deposits. Fill materials consist of light brown sand with gravel with a loose to medium dense consistency and are in a moist condition. Recessional outwash deposits generally consist of light brown, medium to fine sand with silt and varying amounts of gravel. They have a loose to very dense consistency and are in a moist condition. Groundwater was not encountered and is expected to fluctuate with precipitation levels. The topography of the site is sloped downward from the east and northeast side of the property. f. Proposed use of the property and scope of the proposed development: The proposed project consists of one four-story building with RHA office space on the ground floor and 76 units of stacked flats in the three floors above. Sunset Gardens will provide a total of 56 parking stalls in a mixture of tuck-under, structured, and surface parking. On-site improvements include a second-story outdoor shared amenity space for the housing, entry plaza, memorial garden, pedestrian walkways, and 2 associated storm drainage, utility, and landscape improvements. Access to the site is via a driveway off Jefferson Ave NE to the west of the site. g. Proposed off-site improvements: Right of Way improvements are planned for Jefferson Avenue NE to both the east and west of the site as well as NE 10th Street including undergrounding of all overhead utilities, connection to new utilities, upgrading of the water main in NE 10th and around the property on Jefferson including the vacated portion of Jefferson to the NE to provide the required flow for fire sprinkler systems in the area, sidewalk, and planter strips. h. Total estimated construction cost and estimated fair market value of the proposed project: Estimated construction cost: $28,796,000 Estimated fair market value: $38,893,000 i. Estimated quantities and type of materials involved if any fill or excavation is proposed: Earthwork activities will accommodate building construction, utilities, and on-site grading. Fill will be sourced locally by the contractor. There is approximately 4,240 cubic yards (CY) export and 1,020 CY import. j.
