SUBJECT: A History Starting in 1965 or Dating back to the Last Rate
Increase for Water
Since the 1965 Bond Issue, we have experienced a continual drop in the
amount of dollars available for capital outlay items within the Water
Utility Maintenance budget. The reasons for this continual drop of
capital outlay dollars can probably be traced to the increased costs of
• doing business. .
• Inflation has taken a toll of the dollars along with the increased costs
for labor. Equipment and parts and material has also increased to the .;

point where in late 1972 it became quite apparent that we were going to
have to attempt to increase the rates for water and sewer` in Lhe near
future so that we can maintain a proper rate of dollars available for *'
capital improvements and maintenance items in both the Water and Sewer
Utility• ,i.
In our analysis of the overall system for water, we have listed some 75+
projects which are needed to maintain the high qualities that we have
tried to bring our system to at this point. These projects range all the .
way from replacement of small steel and galvanized mains to construction ,',
of additional reservoirs and possible drilling of new wells. Included in 4 ';
this is additional exploration work at the Sprinybrook site, which re- ' :"

for 35% increase in revenue which will be offset by increased Labor

pipe prices , approximating the 25% decrease. The letter included
two alternate commodity rates which would reduce either across the
board or a heavier reduction for small residential customers; also
noting the need to adopt ordinance tonight in order to facilitate
effective date of June 1 , as our coding structure for each account
makes it impractical to change sewer without water. Following read-

CBD Lighting Finance and Personnel Committee Chairman Schellert recommended
Public Works Director Gonnason initiate pedestrian lighting in
the core area May 23, 1974, and that the lights be turned off at
midnight; Gonnason asked to report cost of pedestrian lighting for
one month period. MOTION BY STREDICKE, SECONDED BY PERRY, COUNCIL
CONCUR IN REQUEST. CARRIED. Public Works Director Gonnason noted
this was 6 hour burn,set with clock. Upon inquiry by Councilman
Clymer as to damaged new standard, Purchasing Agent Church noted

Subject: Water Rates
Gentlemen:
Pursuant to the City Council request, the matter of water rates was
referred to the Public Works Director for the purpose of considering
the effect of a 25% reduction in the proposed capital improvement
program for the Water Utility.
First of all , I would like to take this opportunity to substantiate
our original recommendation for an increase of rates that would yield
approximately 35% increase in revenue. Since the time of our original
recommendation on this several months ago, there has been considerable
other increase in costs to the Water Utility which will substantially
reduce the net effect of our recommended increase.
(1 ) Labor Costs - the two-year contract executed with 21-R provided
an increase from 1973 to 1974 of 9+%.and further provides for an
increase of 6% in 1975 for a total increase in the last two years
of 15%. Labor costs represent approximately 40% of our water
utility costs.
(2) The cost of materials, including pipe, valves, hydrants, and
valve boxes, has increased an average of 43.2% since the time
of our original recommendation.
•
(3) Electrical power rates were increased in the first quarter of
1974 by 12% and it is expected that an additional increase will
be granted in October as this matter is now before the Washington
Utilities and Transportation Commission.
(4) Copper pipe prices have increased in excess of 100% for this same
period.
The weighted effect of the above increase in costs will approximate the
suggested 25% decrease in the capital program. If we were to further
reduce the capital improvement program by the 25% as suggested then our
ability to undertake the capital improvement program would be at approxi-
mately 50% of our originally planned effort and, instead of providing
$1 ,500,000 would only provide $750,000.
If the Council desires to further reduce the rates as suggested, the
commodity schedule of .29 , .26(t and .22t as recommended and as shown

Alternate #1 provides an across-the-board type of reduction and Alternate #2
provides for a heavier reduction for small residential customers and main-
tains the high volume user at the .22cL rate.
We will not be able to implement the recently approved sewer rates until a
decision if made on the water rates. The utility billing program is being
rewritten to reflect the new water and sewer rates and a change in the
basis of computation. With our coding structure for each account, it is
impracticable to make the change for sewer without water. We have 9,000
notices run to notify users of the new rates and indicated an effective
date of June 1 . We can still meet that date if the ordinance is adopted
at this meeting, Monday, May 13, 1974. If action is not taken at this
meeting the effective date would be at least July 1 , depending upon date
of passage.
Again, I would like to reaffirm our original recommendation for this increase
and, in view of the erosion of our capability to undertake capital improve-
ment financing as a result of increased cost, I even more strongly affirm
my previous position.

citizens. Letter of reply from Senator Jackson was submitted which
noted he has contacted the Social Security Administration and will
forward response.

Gambling Revenue Finance Committee Chairman Schellert noted the 1974 Budget includes
$19,000 anticipated revenue from bingo, raffles and etc. and feared
that unless ordinance was passed by the City, revenue is jeopardized.
City Attorney recalled history of legislation and noted that assuming
no further changes made by the Legislature in the present mini session,
the City would have local option effective end of July or first week
in August. Attorney advised Council to determine type of gambling
and tax desired for timely implementation. Public Safety Chairman
Delaurenti noted committee working on ordinance soon to be presented .
Finance Committee Letter from Finance and Personnel Committee Chairman Schellert
Chairman Travel requested permission to attend the annual Municipal Finance Officers

Court Case City Clerk Mead reported the City was served with Summons/Complaint No.
Constructors 779583, Affidavit and Motion for Temporary Restraining Order and
Pamco vs. City Order to Show Cause filed by Constructors PAMCO, a Joint Venture,
L. I .D. 285 in connection with L. I .D. 285, sewers Orillia, bid award; filed
Orillia against the City, Mayor Garrett, Members of the City Council , Public
Works Director Gonnason and Frank Coluccio Construction Co. Upon
inquiry by Councilman Stredicke, City Attorney Shellan noted court
hearing set for today, though Mayor was out of town, City honored
motion and appeared, having hurriedly prepared documents. Plaintiffs
claimed City had made commitment for bid award including siphon.
However, determination had been made siphon not required, therefore
low bidder was Frank Coluccio. The Judge ruled in City's favor and
signed Order; bid can now be awarded to low bidder, Frank Colluccio.
Bid Award Public Works Committee Chairman Bruce submitted Committee Report
L. I . D. 285 recommending that the City Council rescind its previous verbal award
Orillia/$ewers of the contract for L. I .D. 285 to Constructors PAMCO in the amount
of $229,086.47 and instead award the contract to Frank Coluccio
Construction Company, Inc. in the amount of $208,063.70 (Schedules
I and III - Ductile Iron without the Siphon Alternate) . The report
further stated that King County Flood Control no longer requires
installation of the Siphon Alternate, therefore project should be
awarded to the low bidder of basic bid, Frank Coluccio Construction

owner of northwesterly parcel in the district, complained of the
increase in assessment from the 1971 preliminary estimate and
reported investigating portion of that property on the west side
of the railroad track joining Tukwila sewer system while the south-
erly portion would join Kent sewer system, averting the expense of
crossing mainline railroad tracks and P-1 drainage channel , and

requested further delay in the project to determine least expen-
sive method of sewering his property. Public Works Director
Gonnason advised these possibilities had been studied, that
joining the Tukwila sewer would require a pump station for a
portion of the property at approximately the same expense as the
siphon planned in the present district, leaving a portion of the
property without sewers, that the Tukwila rates double those of
Renton and that any change in the district boundaries would
necessitate creating a new improvement district, that cause a
greater expense to those remaining properties. Upon inquiry of
Mr. Bartow Fite, property assessment on the zone and termini and
area method was explained by Gonnason; Fite anxious that sewer
project proceed, having circulated original petition. Mr. John
Welch inquired re drainage. Mr. Sternoff of Sternoff Metals
L. I.D. 285 favored the L. I .D. project that all properties could be benefited

The following is a short synopsis of the proposed new water and sewer rates
and how they will affect you, as well as a general breakdown of how the
monies received will be used in proposed future projects.
WATER
Water rates are the end result of a complex schedule of service charges that
affect us all. These rates include charges for administration, engineering,
bookkeeping, maintenance, capital improvements, trunkage systems enlargements,
and fire system requirements. The rate for each meter size (3/4" thru 12")
is derived from the aforementioned charges. In most cases, a residential
customer uses the 3/4" meter and average residential consumption is less than
900 cu. ft. per month.
For a 3/4" meter the existing water rate is based on a minimum consumption of
900 cu. ft. of water per month. The cost for this amount of water is $3.00
per month. Additional water usage abovc the minimum up to 2000 cu. ft. is
charged presently at a rate of $0.24 per 100 cu. ft. of water.
The proposed rate for a 3/4" meter would be a service charge of $1.85 per
month plus a straight rate of $0.29 per 100 cu. ft. of water from 0 to 2500
cu. ft. The cost for quantities used in excess of the first 2500 cu. ft.
would be at a reduced rate as detailed in the related proposed City ordinance.

The additional monies received over and above operating costs would go to
retire a proposed bond issue which will have such projects as listed below:
1. A 24" ductile iron transmission main from Talbot Hill reservoir to
Mt. Olivet reservoir. Estimated Cost $ 423,800.00
2. Springbrook Springs expansion and modernization.
Estimated Cost $ 100,000.00
3. A 24" and 16" transmission main from Springbrook Springs to the Talbot
Hill reservoir. Estimated Cost $ 433,500.00
4. Construction of a new water and sewer shop facility.
Estimated Cost $ 100,000.00
5. Chlorination system upgrading. Estimated Cost $ 50,000.00
6. Telemetering system upgrading. Estimated Cost $ 100,000.00
7 . Replacement of steel water mains. Estimated Cost $ 274,000.00
TOTAL PROPOSED BOND ISSUE 1,500,000.00
The additional revenue and the completion of projects as listed above will
make it possible for the City to keep your water works system delivering good
safe drinking water of high quality and quantity, as well as a high level of
general service to you, our customer.
SEWER
Sewer rates are not as complex as water rates. The existing sewer rate for
single family resident users is presently $1.00 per month (City charge) plus
$2.75 per month (Metro charge) for a total of $3.75 a month.
The proposed sewer rate will increase the City's portion to $1.50 per month,

plus $2.75 per month (Metro charge) to a new total of $4.25 a month.
All other users (commercial, industrial, etc.) will pay $1.50 per month
(City charge) plus $2.75 per month (Metro charge) per 900 cu. ft. of water
used.
The additional monies received over and above operating costs would go to
retire a proposed bond issue which will have such projects as listed below:
1. Telemetering system upgrading Estimated Cost $ 80,000.00
2. Portion of new water and shop facility Estimated Cost $100,000.00
3. Sanitary Sewer Improvements Estimated Cost $320,000.00
TOTAL PROPOSED BOND ISSUE $ 500,000.00
The additional revenue and the completion of projects as listed above will
make it possible for your sewer utility to serve your needs better in the

Puget Sound Councilman Perry presented Puget Sound Governmental Conference
Governmental letter regarding Department of Transportation direction to the
Conference State Highway Commission to reassess Interstate 90 from the South
Bellevue Interchange to Interstate 5, with three options (1 ) continu-
I-90 Assessment ation of the project, (2) withdrawal of support for the project and
substitution of projects elsewhere in the state, and (3) modifica-
tions of the project; a possible 4th Item: Govenor and local
officials may propose to withdraw support for project and substitue
mass transportation alternatives. June 1 , 1974 date set for report-
ing of assessment and conclusions by the Highway Commission. The
P.S.G.C. intends to consider policy position as May 9, meeting.

Citizens Building being determined the committee would continue to meet through April
along with Park Director Coulon, Asst. Planning Director Magstadt,
Mrs. Ellen Delaurenti of the SSCI and the Facilities Committee of the
Mayor's Senior Citizens Committee to further determine needs and
goals; also determining that in order for a bond issue for a citizens
building to be placed on the September primary election ballot the
Council would have to pass a resolution by July 8, 1974.

SUBJECT: A History Starting in 1965 or Dating back to the Last Rate
Increase for Water
Since the 1965 Bond Issue, we have experienced a continual drop in the
amount of dollars available for capital outlay items within the Water
Utility Maintenance budget. The reasons for this continual drop of
capital outlay dollars can probably be traced to the increased costs of
doing business.
Inflation has taken a toll of the dollars along with the increased costs
for labor. Equipment and parts and material has also increased to the
point where in late 1972 it became quite apparent that we were going to
have to attempt to increase the rates for water and sewer in the near
future so that we can maintain a proper rate of dollars available for
capital improvements and maintenance items in both the Water and Sewer
Utility.
In our analysis of the overall system for water, we have listed some 75+
projects which are needed to maintain the high qualities that we have
tried to bring our system to at this point. These projects range all the
way from replacement of small steel and galvanized mains to construction
of additional reservoirs and possible drilling of new wells. Included in
this is additional exploration work at the Springbrook site, which re-
mains one of the best sources of water in the area, but does need addi-
tional •development work to bring it to a proper standard.
Of these projects, we have listed eight projects which we believe to be
the most important at this time. Also included are projects which,
because of the new health standards which have been passed by the
Legislature, we are being required to protect our system from possible
contamination and by adding proper chlorination systems or chlorination
to the water.
For many years the residents and business poeple of the City of Renton
has been enjoying a very low rate for water and even with an increase at
this time of the proposed 35%, we would still be at a position where we
are at a rate lower than most of the cities in the surrounding area.
Over the past ten years our sanitary sewer system has been growing by
leaps and bounds; however, there has been very little money spent on the
maintenance or the rebuilding of the existing system (some of the systems
have been in the ground for over thirty years) . Many of the areas have
been experiencing problems within filtration and crushed lines, and the
pipes themselves have alignment problems and general deterioration of the
mains has set in. At this time we propose a maintenance and inspection
program to begin with cleaning and flushing of the mains and then T.V.ing
these mains to determine the problem areas and do some grouting where it
is feasible and possible replacement in areas where grouting will not do
the proper job.

At the present moment, the City single family residents have been paying
$1.00 a month for the sewer service, which is the lowest rate in the area.
Je sampled some thirty different cities and sewer districts, of these the
City of Renton is the lowest. We are now proposing a 50% rate increase
to $1.50 per month, which would still put us down in an area of about 26th
or 27th of the 30 cities.
Based on the information presented to the Council earlier this year, and
the information included in the report, we recommend that the water
increase of 35% and a 50% increase in the sanitary sewer rate be approved
and the bond issue as presented be approved, so that we can continue to
provide the residents in the City of Renton with a high standard of water.

The above projects are required to provide more capacity and reliability in the
transmission of water between the Talbot Hill Reservoir and the Mt. Olivet
Reservoir. This will also provide better transmission of water from our well
source of supply to the business and industrial areas.

2. Springbrook Springs Expansion and Modernization $100, 000
3. Install 6500 LF of 24" D.I. Water Main from Springbrook Springs Reservoir to the
Intersection of S. 43rd St. and Springbrook Rd. @ $35/ft $227,500
This Project is required to replace the existing 20" Stl water main
which was installed in approximately 1928 and now is in sore need of
replacement. The existing main is installed quite shallow in the
roadway.
4. Install 8500 LF of 16" D.I. Water Main from the Intersection of S. 43rd St. to
Talbot Hill Reservoir @ $24/ft $204, 000
This Project is required to replace some of the same 20" Stl water main
and some 20" AC water main which is also buried quite shallow in places
and is in need of replacement

5. Construction of a New Water and Sewer Shop Facility $100,000
The present structure is totally inadequate for the function it is
supposed to fill. It is extremely small for the personnel and
equipment which is presently housed there.
6. Chlorination System Upgrading $ 50,000
The existing Chlorination System is inadequate to do the job properly,
especially with the increased State Board of Health requirements for
the Public Water Systems.
7. Telemetering System Upgrading $120,000
The existing telemetering system is beginning to be quite antiquated
and should be replaced with a more modern method of supervisory control.
8. Replacement of Worn-Out Steel Mains $274,000
NOTE: There shall be provided and installed other unspecified
facilities for the general improvement of the water system.

of approximately 4,600 LF of water main at an estimated replacement value of
$55,200.
Project 8F
Project 8F would be the replacement of the existing steel water main in the
N. E. 10th Lane area. Total length of the project would be 900 feet of
replacing 6" steel main. Approximate replacement value for this project would
be (900LF X $15.00) $13,500.
Project 8G
Replacement of small, inadequate mains and steel mains, President Park
area. Approximate replacement value - $20,950.

Gentlemen:
As you recall , the City Council referred the matter of the proposed
water and sewer rate increases to the Public Works Committee for
further analysis, consideration and recommendation.
At the time of our recommendations for the rate increase on the water
utility, we did not have an opportunity to have a final computer run
by CH2M of the recommended commodity rates for water, which were pro-
posed in accordance with the following table: •

The above proposed rate resulted in an estimated 41% increase' in revenue
based upon 1969 comsumption and 1969 water rates. We are, therefore,
able to recommend the following rate structure which we estimate will
