Meeting Minutes
May 13, 2014

I. CALL TO ORDER
In Attendance
The following members were present:
Members: Marlene Winter, Mike 0'Donin, AI Dieckman, Cynthia Burns,

Chair, Cynthia Burns, called the May 13, 2014, meeting to order at 4:35 p.m. Roll call
was taken; Sojin Thompson,Youth Member was unable to attend.
II. APPROVAL OF AGENDA
Marlene Winter made a motion, seconded by Mike O'Donin,to approve the agenda as
presented. All were in favor, motion carried,the May 13, 2014, agenda was approved.
III. APPROVAL OF MINUTES
A motion was made by Mike 0'Donin and seconded by AI Dieckman to approve the
April 8, 2014, minutes as written, all were in favor, motion carried. The minutes were
approved as submitted.
IV. BOARD COMMUNICATION
City Center Plan—Mike O'Donin
Mike was unable to attend the last meeting where the discussion was concerning the

redevelopment of Columbia City. The next meeting will be on June 15t. Mike wanted
to comment on another subject,the Veteran's Park and how great it looks.
School Report-Sojin Thompson
Sojin was unable to attend the meeting this month.
V. DISCUSSION/ACTION ITEMS
Sunset Master Plan Update—Leslie Betlach
Leslie was present to review the future neighborhood park connected to the
Harrington Avenue Green Connection,the Sunset Neighborhood Park Master Plan. In
February of 2014 Community and Economic Development, Community Services, Public
Works, and the Executive Department held an Interdepartmental Team Meeting. A
Stakeholder Meeting followed in March including the Renton Housing Authority,
� Colpitts Development, King County Library System, Renton Technical College, Renton
School District, and local businesses as well as the Interdepartmental CityTeam.
Diagrams demonstrated the recommended parking layout and preferred storm water
facility layout. The Plan identifies park components including a picnic area, water
feature and play area. Additionally other components include performance space,
fitness equipment, walking loop, restroom, integration of art, as well as passive open
space.
The first Open House meeting occurred May 1, 2014, and reviewed parks, recreation
and natural areas plan, site analysis and park parameters, an overview of four par.k
concept alternatives, workshop activity and recap. Questions included what the public
felt about the park components, was anything missing, how do you like the park
circulation in each alternative, what are the pros and cons of each concept
alternative?
Desired park components include active use areas for teens and a variety of ages,
(including open turf and hard court surfaces), a pavilion for craft and/vegetable sales,
education components, picnic shelter, benches, tables,fruit tree walk/Community
Garden,ADA accessibility, water feature, public art and a perimeter walking loop.
Due to space requirements, all desired park components cannot be accommodated in
the future park site. As a follow up to the meeting, staff inventoried existing
recreation facilities(tennis, basketball, sports fields and community garden space)
located within a one half mile walking distance to the north and south of the future
pk. Seven tennis courts,four basketball courts, four baseball/softball fields, three
soccer fields and one multi-purpose field are located within walking distance. There is
potential space for a raised bed community garden location at the North Highlands
Parks.

The Parks Commission did not express any comments or concerns.
The next steps include a Committee of the Whole Presentation on June 2, HBB to
develop a Preferred Park Concept Alternative based on up-to-date feedback, a second
Open House Meeting scheduled on June 18, 2014, at McKnight Middle School, and the
third Open House to be determined in early fall of 2014.
VI.OLD BUSINESS
2014 Goals& Employee Survey
Terry quickly summarized the 2014 goals and the employee survey that was
forwarded to the Board members for last month's meeting, but time did not allow
discussion.
Larry Reymann inquired about following up with Chip Vincent, who spoke at last
month's meeting regarding new development. Larry had some questions on the
impact on Coulon Park and traffic. Terry encouraged Larry and all Board members to
call on any of the staff whenever they have questions or concerns.
VII. ADMINISTRATOR'S REPORT
Saturday, May 17 at 10:00 a.m. is the Meadow Crest opening. Leslie noted she is
looking forward to more partnerships with the school district.
Terry announced and thanked three of the Board members: Mike, Cynthia and Tim for
20 years of services. A photo canvas was presented to them as a thank you for their
service.
Terry reviewed the proposed reorganization of the parks maintenance to include
promoting our current Parks Supervisor, Steve Brown, to Parks Manager. This will go
forward for Council review June 2"d, as well as increasing the current .75 Farmers
Market position to full time.
Larry and Cynthia will work on a presentation for Council as an update outlining the
work and involvement the Board of Park Commissioners has accomplished the last
couple of years.
VIII. INFORMATION
An update was given on vacancies and recruitment process for the Recreation
Manager position and the Manager for Neighborhoods, Resources and Special Events.

The 2014 fVeighborhood Program Picnic Calendar was distributed.
An email was reviewed regarding signage for May Creek. It was also noted that Terry
Flatley successfully completed the requirements established by the Certification Board
of the International Society of Arboriculture and was named as ISA Tree Risk
Assessment Qualified.
IX. ADJOURNMENT
A motion was made by Tim Searing and seconded AI Dieckman to adjourn the May 13,
2014 meeting at 6:00 p.m. All were in favor, motion carried, meeting adjourned.

Annual WMEA-sponsored solo%nsemble contesf
School districts throughout the state of Washington participate in the annual
WMEA-sponsored Solo/Ensemble contest. Musicians who perform in the contest
are adjudicated on interpretation,tone,intonation,technique and literature. f �
To place at the state level musicians must receive superior ratings and win their
league competition. Joshua Tzeng,cello,placed at the state level with his solo;
TJ Mallos, bassoon,placed at the state level with his solo and as first alternate with his duet.
RYSO students performinq in various ensembles were:
Arvin Jex,cello,performed in a duet,quartet and honor orchestra; Angalyna Kaifoto,violin,performed
with the JuniorAll State Orchestra and played a solo and duet at the middle school solo/ensemble contest;

AnnaMarie Graver,violin,participates once a week in the Responders after school program.She
is also a Web leader at Meeker Middle School.She loves to draw,paint and write. Her favorite
sports are swimming and basketball.Her goal is to become a marine mammal trainer, marine
biologist or musician.Anna loves playing violin in her school's orchestra and with RYSO.She
has performed in several concerts including two competitions with her school's orchestra.
Arvin Jex,cello,is active with Taekwondo.
Natalie Kallish,flute, is a Girl Scout and is active in track and cross-country sports at Kentridge HS.
TJ Mallos, bassoon,plays in the Lindbergh HS concert band and is principal bassoon with the Seattle
Youth Symphony Junior Orchestra. He also plays bass in his school's jazz band.In April,as a member of
the Lindbergh HS robotics team,he helped clench the team's second district win at the Central
Washington District Event at Central Washington University in Ellensburg,securing the school's first-ever
First District Championship. His robotics team also had a strong finish at the Autodesk Pacific NW District
Championship in Portland,Oregon,ranking eleventh out of 153 in the Northwest.
Takakazu Maxfield-Matsumoto,cello,volunteered with the Galactic Academy and 501 st Star Wars
charity group at the March 2014 Emerald City Comicon event. He also performed in the musical,"Tweet,"
at his school,the Westside School.
John Munar,violin,maintains a GPA over 3.5 and received Second Honors at Eastside Catholic School.
He takes 3 honors classes in geometry,biology and English.He plays the flute,saxophone,piano,violin,
and a little bit of guitar,ukulele,and drums. He currently plays saxophone in his school's band.
James Munar,violin,is an honor roll student who recently received the Student of the Month award at
Renton Christian School.He placed second in his school's spelling bee enabling him to go to district for the
Association of Christian Schools International(ACSI)spelling bee. He plays the violin,saxophone,piano,
guitar and ukulele. In his school's band,he plays saxophone. He also played basketball with the"Sixers"at
the Renton Community Center.
Alanah Rose Presley,violin&piano, is a volunteer tutor at East Hill String Lessons.At McKnight Middle
School in 2013,she was active in track as a long distance runner. Her hobbies and interests include
reading,writing poetry,playing violin,viola and piano.She also volunteers at the YMCA.
Sarah Seeman,oboe,is active with the ASB,and honor society at Kentridge HS.She also participates in
track and basketball and plays oboe in the concert band. In May 2014,she will be playing piccolo,flute and
clarinet with her school's pep band in Victoria,Vancouver, B.C.She went to Nashville,Tennessee on a
church mission trip with the Highlands Community Church in April.She enjoys skiing and snowboarding.
During the mid-winter break,she was a Washington Senate Page for Senator Bob Hasegawa in Olympia.
Nathan Shine,alto saxophone,plays music during the worship service at his church. He is in the
Kentridge HS concert and jazz bands and is active in track and cross-country sports.
RYSO's spring concert features soloists,ensembles and orchestral works
Joshua Tzeng,piano,will perform the 1 st movement of Bach's Piano Concerto#3 in D Major.Natalie
Kallish,flute,and Sarah Seeman,oboe,will perform Mozart's Minuet.Angalyna Kaifoto,violin,and
Joshua Tzeng,piano,will perform Bagatelle by Beethoven.Takakazu Maxfield-Matsumoto,cello,and
guest performer,Evan Ingalls,double bass,will play Andante by Mozart.Jesse Dean,trumpet, perform
Serenade by Schubert. Natalie Kallish,flute,Sarah Seeman,oboe,and Alanah Presley,piano,will
perform Lullaby by Mozart.TJ Mallos will perform the 1 st movement of Carl Maria von Weber's Bassoon
Concerto. Also,the Debut Orchestra will present works by Bach,Arlen and Feldstein.RYSO will present
works by Brahms,Gershwin,Purcell, Ralph Vaughan Williams and Beethoven.
Debut Orchestra performs for American Legion Auxiliary
Debut Orchestra students James Munar,Malia Hazen, Rosa Fuiava and Gabriel Fuiava,along with
volunteer RYSO students Angalyna Kaifoto,John Munar,Alanah Presley,AnnaMarie Graver,and
Natalie Kallish under the direction of Debut Orchestra conductor,Mike Chen,performed for the American
Legion Auxiliary's 11`h District 7�`'Annual Luncheon honoring"Active Duty Service Women and All Women
Veterans."The luncheon was held at the Fred Hancock Post#19 on March 8.Their renditions of Night at
Symphony Hall, Minuet in G and America the Beautiful were warmly received and enjoyed by all.
Incentive baskets recruit RYSO students
Each time a student brings a friend who joins RYSO they receive a basket containing a$10 gift card for a
movie pass,candy,and snacks. During this session,Sarah Seeman brought Natalie Kallish and Nathan
Shine. Congratulations,Sarah!Thank you,students,for the ongoing help to recruit new members.
RYSO alum to produce RYSO PSA broadcasts
Chris Burns,RYSO alum, is working with John Klockner, Executive Director of Puget Sound Access,to
develop RYSO public service announcements for broadcast on the City's TV Channel 21.The project will
feature RYSO and Debut Orchestra students being interviewed and filmed during rehearsals inviting new
students to join.Since graduating from RYSO,Chris has been active with RYSO's summer music camp
and promoting the orchestra at the Allied Arts Fall Arts Equinox event.
RYSO Foundation Board offers scholarships
Tuition fees for each RYSO session are$135 for residents and$162 for non-residents. Debut Orchestra
fees are based on a pro-rated basis. In order to benefit from a full orchestra experience and music
education with a professional director,students for both orchestras are invited to apply for a full or partial

RYSO's outreach to the Renton community and fundraising
The RYSO Foundation Board seeks performance venues,volunteers,music coaches and sponsors for its
music program.These activities help to increase financial resources to provide student scholarships,
music,instruments,and professional musicians to coach sectionals.
During January,RYSO raised funds with TACO TIME through the"Taco Time Community Fundraising
Coupon Book." 75 booklets containing$5 worth of redeemable coupons were sold for$1 each giving
RYSO 100%of the profit. RYSO welcomes new fundraisers,please share your ideas with us!

Thank you both for taking the time out of your busy schedules to discuss the trail access and other
matters with Mary and Marv Mitchell on Thursday. I feel that it went a long way in educating the
Organization about the reasons for and extent of public access in their community.
Based on our discussion, I am going to notify the Board that they can put up the following sign:
Welcome to the Barbee Mill Community Peninsula on May Creek!
Public Access—For marked trail only. Please stay on the trail.
Off-trail property is private property. Trespass prohibited. RCW 9A.52.080
Dogs must be on leashes and stay on trail. RMC 6-6-5.
Camping, Fires, Loud Noise, and Alcohol prohibited
Use is limited to daylight hours
(The only thing I added was reference to the RMC Leash Law. Everything else was previously approved
by the city.)
I am also going to notify the Board that they may put up a rail/fence (split rail,or other material
approved by the city)to keep people on the trail, but it cannot limit water access.Any construction will
be run by the city first. Finally, I am going to notify them that they may put up signs along the trail (in
addition to the main sign)that provides reminders about things like leash requirements that appear on
the main sign.
If you have any other input to add, please provide it by Friday if you could. I think this Board is ready to
put up a new sign in preparation for summer visitors.
