UTILITY WORK•7am-6pm construction hours •Limited overnight or earlier start times work is expected in limited circumstances ⚬During the Farmer's Market, work hours on Tuesdays are from 5am -12pm for work near the Market ⚬Overnight work is expected for the sewer tie-in at the intersection of Rainier Ave S and S 3rd St •Equipment will stay in work zones overnight WORK HOURS •While we are installing multiple utilities in the same street, the work cannot occur at the same time. •In general, installation must occur from deepest utility to shallowest utility due to trench widths/depths (i.e. sewer, storm, water) ⚬Generally sewer is deepest and installed first •Sewer and storm are installed from the downstream elevation to the upstream elevation (i.e. deep to shallow) ⚬Sewer and storm do not always follow the same flow. It is dependent upon the connection point or outfall. For example, in S 3rd St: ■Sewer flows from west (upstream) to east (downstream) ■Storm flows from east (upstream) to west (downstream) MULTIPLE UTILITIES 26 AGENDA ITEM #1. a) DOWNTOWN UTILITIES IMPROVEMENT PROJECT TRAFFIC IMPACTS •Block by block sections of S 3rd Street will be closed to vehicle access during the working day ⚬Closure of each section is expected to last approximately 2-4 weeks ⚬Traffic detours will be in place directing traffic south on Shattuck Ave S and east on S 4th St ⚬Businesses along S 3rd St can be accessed via Morris Ave S and Smithers Ave S •Where possible, a minimum of 1-lane of traffic will be open at all times ⚬During construction hours, detours will be established when traffic cannot safely proceed through the work zones ⚬Additional lanes may be open after construction hours when possible and safe ⚬Detour and traffic signs will signal vehicle re-routes and access TRAFFIC MANAGEMENT S 3RD ST ROAD CLOSURE CLOCK TOWER Detour Route -Bypass Traffic Business Access Routes Current Street Closure Upcoming Street Closure 27 AGENDA ITEM #1. a) DOWNTOWN UTILITIES IMPROVEMENT PROJECT SEQUENCE OF WORK (2021) SPRING -SUMMER •Dewatering Wells on S 3rd St •Storm install on Shattuck Ave S between S 3rd St and S 2nd St SUMMER -FALL •Sewer Install on S 3rd St from Burnett Ave S to Rainier Ave S •Sewer Install by Safeway SPRING •Work between Houser Way S and Bronson Way S on Mill Ave •Storm work on Shattuck between S 4th Pl and S 3rd St •Sewer install on S 2nd St between Burnett Ave S and Logan Ave S •Storm install on S 3rd St between Rainier Ave S and Shattuck Ave S SUMMER •Rainier Ave S & S 3rd St Intersection Work •Storm install on S 2nd St FALL •Sewer work on Shattuck Ave S , Whitworth Ave S and Morris Ave S •Sewer work on S 2nd St * UTILITY WORK COMPLETE - RESTORATION TO BE COMPLETED AT A LATER DATE *Arrow Indicates general direction of construction flow for the utility 28 * *AGENDA ITEM #1. a) DOWNTOWN UTILITIES IMPROVEMENT PROJECT SEQUENCE OF WORK (2022) WINTER -SPRING •Trenchless Sewer throughout project area (low impact) WINTER -SUMMER •Water work on S 2nd St, S 3rd St, Shattuck Ave S, and Whitworth Ave S SUMMER -FALL •Grind and Overlay, Channelization FALL 2021 -WINTER •Storm work on S 3rd St between Smithers Ave S and Shattuck Ave S •Storm work on Whitworth Ave S and Morris Ave S 29 AGENDA ITEM #1. a) DOWNTOWN PROJECTS COMMENTS OR QUESTIONS WEBSITES rentonwa.gov/dcp rentonwa.gov/ww rentonwa.gov/duip EMAILS wellswilliams@rentonwa.gov duip@rentonwa.gov PHONE (425) 363-1007 Project hotline SURVEY rentonwa.gov/duips1 30 AGENDA ITEM #1. a) DOWNTOWN RENTON CONSTRUCTION rentonwa.gov AGENDA ITEM #1. a) S 2nd St –Detours (Half Intersection Closures) 32 AGENDA ITEM #1. a)
