Currently, due to the spread of COVID-19, all regularly-scheduled committee meetings will be held as

Labor and Industries (L&I) Options for
Employers*
•Employers have the choice to maintain the
requirement for masking and physical distancing
in their workplaces,
or
•Employers may allow fully-vaccinated employees
to stop masking and social distancing at work

Labor and Industries (L&I) Requirements*
•If the employer elects to allow fully-vaccinated
employees to stop masking and social distancing at work:
Employers must:
✓Have a demonstrable process to verify vaccination
status.
✓Be able to provide evidence of their process to verify
employee vaccination status to L&I upon request.
✓Require masks and social distancing for every
employee who is not fully vaccinated, or whose
vaccination status is unknown.AGENDA ITEM #1. a)
The employer must establish a way of demonstrating they have
verified vaccination status for unmasked workers. They can:
a.Create a log of workers who have been verified as fully
vaccinated and the date of verification,
b.Check vaccination status each day as workers enter a jobsite,
c.Mark a worker’s badge, site credential, or other individually
identified item to indicate the worker’s status as fully
vaccinated,
d.Document worker attestations of vaccination, or
e.Another method to demonstrate verification.

Personal Health Information (PHI)
Does HIPAA (Health Insurance Portability and
Accountability Act) apply to this process?
Information employees provide about their own
vaccination status to their employer is not protected
information under HIPAA.
HIPAA is a Federal law that intends to protect sensitive
medical information from disclosure without consent.
Note: Information about whether an employee is
vaccinated that is part of our health plan (HMA) is
protected under HIPAA. The City will not collect that
information from HMA. AGENDA ITEM #1. a)
How does one participate?
1.Be fully-vaccinated*
*What does fully-vaccinated mean?
•2 weeks after your second dose in a 2-dose series, such as the
Pfizer or Moderna vaccines, or
•2 weeks after a single-dose vaccine, such as Johnson &
Johnson’s Janssen vaccine
How do I get vaccinated if I would like?

How does one participate?
2. Attend a verification session with a HRRM
staff member, on-site or virtually.
Have your:
•Proof of Vaccination
•Keycard-Badge (on-site only)
Note: Virtual verifications begin Wednesday
6/16/21 and stickers will be sent to employees’
homes. 6/9/21 –6/15/21 were dedicated to

What does one need to do?
3. Complete “COVID Vaccination Verification
Form.”AGENDA ITEM #1. a)
What types of verification are there?
4.Present the form and one of these
vaccination verification documents:
❑CDC vaccination card
❑Photo of the vaccination card (i.e. on your
phone)
❑Documentation from a health care provider
❑Documentation from the state

Then what?
5. HRRM will place a sticker on the back of
the employee’s Renton keycard badge.AGENDA ITEM #1. a)
Last steps of the process
6. Once an employee shows their badge to
their supervisor, they may stop masking and
social distancing.
7. HRRM will be providing Administrators
with a list of employees whose vaccination
status has been verified. This list includes the
employee-name and date verified only. AGENDA ITEM #1. a)
FAQs
•Can I have my vaccination status verified and
continue to wear a mask? Yes, absolutely.
•What about the time in-between being verified
and receiving my sticker? You must continue to
mask and social distance until the entire
process is completed.
•Can supplemental employees participate? Yes,
Facilities has printed keycard badges for every
supplemental employee. We will begin their
verifications starting 6/16. AGENDA ITEM #1. a)
FAQs
•Do I still need to do the daily screening? Yes,
ensuring employees do not come into physical
workspaces while experiencing any symptoms of
illness is still vitally important to protect each
other.
•I have previously had COVID so likely have
antibodies. Do I still need to wear a mask? Yes,
L&I allows removal of masks for employees who
have been verified as vaccinated. There is not a
way to know the number of antibodies or how
long the antibodies last with previous COVID-
