PROJECT NAME, SIZE AND LOCATION OF SITE Project Name: Watershed Apartments Location: 617 Williams Ave S, Renton WA 98055 (multiple parcels at this location) Site Area: 58,236 SF Building Area: 150,335 SF (including parking garages) Project Type: 145 unit affordable housing apartment building with amenity spaces and parking garage B. ZONING DESIGNATION OF THE SITE AND ADJACENT PROPERTIES The property is zoned CD (3 parcels) and R-14 (north parcel). The abutting property to the west is zoned CD and the abutting property to the north is zoned R- 14. The properties located across Grady Way to the south are zoned CA. The property across William Ave S to the east is zoned CD. C. CURRENT USE OF THE SITE AND ANY EXISTING IMPROVEMENTS The majority of the site is currently vacant with the exception of a 4-unit multifamily structure located on the north side of the R-14 zoned parcel. D. SPECIAL SITE FEATURES (IE: WETLANDS, WATER BODIES, STEEP SLOPES) N/A E. STATEMENT ADDRESSING SOIL TYPE AND DRAINAGE CONDITIONS Based on a geotechnical report dated June 10th, 2020, in general, site soils beneath the topsoil consist of very loose to medium dense alluvial and floodplain deposits consisting of non-plastic silt (ML), silty fine sand (SM) and sand (SP, SP-SM). A geotechnical boring was performed, extending to a depth of 46.5 feet, the aforementioned soils were encountered extending the total depth. Per the King County Soil Survey Map site soils consist primarily of Urban Land (Ur) soils. Per the geotechnical report, seasonal high groundwater was observed at 6 to 9 feet below grade. The site is relatively flat, slightly undulating, with less than one-foot fall from one end to the other. The site drains to a catch basin found at the southwest corner of the site, near South Grady Way. F. PROPOSED USE OF THE PROPERTY AND SCOPE OF THE PROPOSED DEVELOPMENT (IE: HEIGHT, SQUARE FOOTAGE, LOT COVERAGE, PARKING, ACCESS, ETC) A 6-story structure is proposed for the site, including parking provided at the ground level within the structure. The structure will consist of Type V construction for the upper (5) levels and Type I construction for the first level. The first level will consist of the lobby, parking and back of house spaces. Total parking within the garage will be 57 stalls. The upper levels will have 145 affordable housing units, amenity spaces and back of house areas. A roof deck is planned for Level 2 and Level 6. Surface parking is provided along the north side of the lot and will include 42 stalls. The height of the structure is 66’-6” and the total area of the building including the parking garage is 150,335 SF. The lot coverage is 42%. Parking will be accessed from the north east corner of the site along Williams Avenue. G. PROPOSED OFF-SITE IMPROVEMENTS (IE: INSTALLATION OF SIDEWALKS, FIRE HYDRANTS, SEWER MAIN, ETC.) Frontage improvements include new sidewalk, new curb and gutter, and street trees planted in tree pits or in an amenity strip, along South Grady Way and Williams Avenue South. In addition, a walking path/emergency access drive will connect Grady Way South to Burnett Linear Park, running west of the building. Drainage will be improved on Williams and Grady Way South to increase the existing gutter slope. H. TOTAL ESTIMATED CONSTRUCTION COST AND ESTIMATED FAIR MARKET VALUE OF THE PROPOSED PROJECT The construction cost is estimated at $42,500,000 and the fair market value for the construction is estimated at $26,150,000. I. ESTIMATED QUANTITIES AND TYPE OF MATERIALS INVOLVED IF ANY FILL OR EXCAVATION IS PROPOSED Estimated total fill is 3,400 cy including proposed pavement sections and building slab sections. Per geotechnical report, onsite soils may not be suitable for use as structural fill depending on the moisture content at the time of grading. If the geotechnical engineer approves of onsite soils for structural fill, onsite soils will be used to the maximum extent feasible. When not feasible, as dictated by the geotechnical engineer, imported structural fill consisting of well graded granular soil with a moisture content at or near the optimum moisture level. J. NUMBER, TYPE AND SIZE OF TREES TO BE REMOVED Per the Arborist Report, there are (5) trees to be removed, see below for information on these.
