REQUEST FOR QUALIFICATIONS for CONSULTANT SERVICES
For the following project
DOWNTOWN CORE STREETSCAPE ENGINEERING SERVICES Phase 2
The City of Renton (City), in accordance with Chapter 39.26 RCW, is soliciting statements of qualifications from consultants with
expertise in civil engineering for the project described below. The City is seeking consultants with experience in the design and
engineering of municipal streetscape projects, with offices located in the State of Washington and licensed to do business in the
State of Washington. Interested consultants must submit Statements of Qualifications (SOQ) as outlined below. The City may
amend or withdraw this Request for Qualifications (RFQ) at any time, regardless of how much time and effort consultants have
spent on their responses. All submittals are deemed public records and subject to review by the public as provided in RCW
42.56.070. Disadvantaged, minority, and women-owned firms are encouraged to respond.
PROJECT DESCRIPTIONS
DOWNTOWN CORE STREETSCAPE ENGINEERING SERVICES:
The project will complete the engineering and establish a plan for the installation of the Williams Avenue streetscape project per
the City of Renton Downtown Streetscape Design Standards and Guidelines and the Renton Downtown Civic Core Vision and Action
Plan. The proposed Streetscape improvements include new and/or modified sidewalks, crosswalks, bike racks, bollards,
newspaper racks, benches, alternative seating, streetscape fencing, receptacles (trash, ash, recycle), Pedestrian lighting, roadway
lighting, advance direction signs, gateway signs, vehicular directional signs, pedestrian directory, interpretive panel signs,
pedestrian directional signs, utility cabinets, signal boxes, plantings, street trees (tree pit, tree grate), planter fencing, and mill and
resurface the road surface between intersections. The work to be performed by the consultant includes all environmental services,
engineering services and construction inspection services required to complete the streetscape on Williams Avenue and install all
wayfinding signs in the downtown per the approved wayfinding plan.

1. Surveying
2. Streetscape engineering
3. Permit Support
4. Preparation of plans, specifications and estimates for
construction bid documents
5. Bid support
6. Bid analysis
7. On-site Construction Engineering and inspection during
the project construction
8. Project completion support
STATEMENTS OF QUALIFICATIONS (SOQ’s)
Please submit separate statements of qualifications for any or all of the listed projects.

SUBMITTAL
Applicants must submit Statements of Qualifications for the project. Please submit four (4) individually bound copies of the
SOQ, along with one (1) digital copy in PDF format. The submittals are to be delivered to the address below. Submittals are due
July 26 2021, no later than 4:00 p.m. (PDT). No submittals will be accepted after that date and time. The City will not be
responsible for delays in delivery of submittals due to handling by the US Postal Service or any other type of delivery service.

the RFQ title in the subject line. Any questions submitted within three (3) business days of the submittal deadline may not be
addressed.

The City of Renton, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title
49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in
