REQUEST FOR QUALIFICATIONS
for
CONSULTANT SERVICES
For the following project
DOWNTOWN CORE STREETSCAPE ENGINEERING SERVICES Phase 2
The City of Renton (City), in accordance with Chapter 39.80 RCW, is soliciting statements of
qualifications from consultants with expertise in civil engineering for the project described below. The
City is seeking consultants with experience in the design and engineering of municipal streetscape
projects, with offices located in the State of Washington and licensed to do business in the State of
Washington. Interested consultants must submit Statements of Qualifications (SOQ) as outlined below.
The City may amend or withdraw this Request for Qualifications (RFQ) at any time, regardless of how
much time and effort consultants have spent on their responses. All submittals are deemed public
records and subject to review by the public as provided in RCW 42.56.070. Disadvantaged, minority and
women-owned firms are encouraged to respond.
PROJECT DESCRIPTIONS
DOWNTOWN CORE STREETSCAPE ENGINEERING SERVICES:
The project will complete the engineering and establish a plan for the installation of the Williams
Avenue streetscape project per the City of Renton Downtown Streetscape Design Standards and
Guidelines and the Renton Downtown Civic Core Vision and Action Plan. The proposed Streetscape
improvements include new and/or modified sidewalks, crosswalks, bike racks, bollards, newspaper
racks, benches, alternative seating, streetscape fencing, receptacles (trash, ash, recycle), Pedestrian
lighting, roadway lighting, advance direction signs, gateway signs, vehicular directional signs, pedestrian
directory, interpretive panel signs, pedestrian directional signs, utility cabinets, signal boxes, plantings,
street trees (tree pit, tree grate), planter fencing, and mill and resurface the road surface between
intersections. The work to be performed by the consultant includes all environmental services,
engineering services and construction inspection services required to complete the streetscape on
Williams Avenue and install all wayfinding signs in the downtown per the approved wayfinding plan.
Required Services Include:
1. Surveying
2. Streetscape engineering to include sidewalks, crosswalks, bike racks, bollards, newspaper racks,
benches, alternative seating, streetscape fencing, receptacles (trash, ash, recycle), Pedestrian
lighting, roadway lighting, advance direction signs, gateway signs, vehicular directional signs,
pedestrian directory, interpretive panel signs, pedestrian directional signs, utility cabinets, signal

boxes, plantings, street trees (tree pit, tree grate), planter fencing, and mill and resurface the

3. Permit Support
4. Preparation of plans, specifications and estimates for construction bid documents
5. Bid support
6. Bid analysis
7. On-site Construction Engineering and inspection during the project construction
8. Project completion support
STATEMENTS OF QUALIFICATIONS (SOQ’s)
Please submit separate statements of qualifications for any or all of the listed project providing the
following information for each:
I. A Submittal Information Form must be completed and attached to the SOQ for the prime
consultant and each sub-consultant. Use the forms provided in the WSDOT Local Agency
Guidelines, Chapter 31, Appendices 31.72 (a) and (b).
II. On no more than four sheets of 8 ½” by 11” paper in size 12 font please provide:
1. Name of proposed project.
2. Name, address, email address, phone number of firm
3. Location of all other firm offices.
4. Which office will generate the billing for the project?
5. Name, office address, email addresses and phone numbers of proposed project
manager/s, engineer/s and designer/s.
6. For the Project
a. Describe briefly your planned approach for this project.
b. List any sub-consultants you would plan to use on this project.
c. List of current clients.
d. List of employee references.
e. List three recently completed, federally financed projects, managed and
stamped by the proposed project manager, that are similar to this project. For
each list
i. Name, location and description of project.
ii. Date of completion.
iii. Project cost.
iv. Jurisdiction and phone number of jurisdiction’s project manager.
v. Submit with the SOQ, one set of plans and specifications for the project.
III. In addition to the four sheets of paper referred to above, you may attach resumes and company
brochures with supplemental consultant and sub-consultant information.
SOQ EVALUATION
The SOQ’s will be evaluated as follows:
1. Category II:

a. Items 2, 3 and 4 – up to 10 points based upon ease of access.
b. Item 5 – up to 20 points based upon personal knowledge and/or reference information.
c. Item 6.a – up to 10 points based on demonstrated understanding of design and
construction requirements.
d. Item 6.B-d – up to 10 points based on personal knowledge and/or reference
information.
e. Item 6.e – up to 30 points based upon similarity of projects to proposed project,
reference information from jurisdiction, evaluations of plans and specifications.
f. Up to 20 points for completeness of information supplied. Please provide information
succinctly and in the format set above.
2. Category III, up to 10 points for staff qualifications and demonstrated relevant experience.
Total score: Up to 110 points.
SELECTION PROCEDURE
A City panel will evaluate the SOQ’s, the scores will be compared, discussed, and outlying scores will
require justification. Two to four consultants receiving the highest score sums may be invited for
interviews. The invitations will include the questions to be asked during the interview. All those
selected for interviews will be considered fully qualified for the project. Final selection will be based
upon the interview scores, and the City reserves the right to select no consultant. All firms submitting
SOQ’s will be notified in writing as to their status following completion of the process.
CONTRACT NEGOTIATIONS
The City will notify the selected firm, if any, in writing, meet with the consultant to reach a complete and
mutual understanding of the scope of services, and begin contract negotiations based on the level of
effort deemed appropriate for the project. If a satisfactory contract cannot be negotiated, the City will
terminate the negotiations with that firm and attempt to negotiate a contract with the next most
qualified firm. The process will continue until an agreement is reached or the search is terminated, or
the City may repost the solicitation for statements of qualifications.
SUBMITTAL
Applicants must submit Statements of Qualifications for the project. Please submit four (4) individually
bound copies of the SOQ, along with one (1) digital copy in PDF format. The submittals are to be
delivered to the address below. Submittals are due July 26, 2021, no later than 4:00 p.m. (PDT). No
submittals will be accepted after that date and time. The City will not be responsible for delays in
delivery of submittals due to handling by the US Postal Service or any other type of delivery service.
