Tractors Using Councilman Stredicke inquired as to how much damage tractor vehicles

Council Picture Mayor Garrett remarked that they wanted to take a picture of the whole
City Council and it was set for August 25th for the photographer to
take the picture.
Surplus Auto- Councilman Stredicke inquired about the disposition of the surplus
motive Equipment automotive equipment and Purchasing Agent Vern Church said that the
five Coronets were sold to Public School District, and the rest of the
equipment was due for bid opening on August 13th.

Adams Vista Upon inquiry by Councilman Stredicke as to when the assessments were
L. I.D. 295 calculated, Public Works Director Gonnason replied that the preliminary
assessment roll was made up after Council adopted the Resolution of
intent and the preliminary assessment had been sent out on the L. I .D.
Councilman Perry remarked that both the ordinance and the matter of
sewer L. I . D. ' s had been referred to the Committee of the Whole. MOVED
BY STREDICKE, SECONDED BY DELAURENTI , THAT THE MATTER OF THE ORDINANCE
BE REFERRED TO THE LEGISLATION COMMITTEE. MOTION CARRIED.
Bicentennial Councilman Stredicke commented on the Bicentennial signs that had been
Signs erected at the entrances to the City and inquired how they were funded.
Public Works Director Gonnason said the signs were supplied by the
Bicentennial Committee at a cost of $14 each, nine signs having been
erected and the funds provided by the regular Sign budget.
Sewer Rat Councilman Stredicke remarked that Seattle had been having problems
Control with rats coming out of the sewers and inquired how the City was con-
trolling the problem. Public Works Director Gonnason said that he
was not aware of any problem in Renton, but would investigate the
matter.
Planned Unit Legislation Committee Chairman Clymer reported the committee recommended

Bid Awar Public Works Committee Chairman Bruce presented committee report
Water Ma n recommending that the low bid submitted by Surface Construction for
Renton Hill Area the Renton Hill Water Main Installation be accepted and that the
Surface onst. Mayor and City Clerk be authorized to sign the contract. MOVED BY
SCHELLERT, SECONDED BY DELAURENTI , THAT THE CITY COUNCIL CONCUR IN
THE RECOMMENDATION OF THE PUBLIC WORKS COMMITTEE AND AUTHORIZE THE
MAYOR AND CITY CLERK TO SIGN THE CONTRACT. MOTION CARRIED.
Bid Award Public Works Committee report recommended acceptance of the low bidder,
Improvement of Moss Construction Co. , Inc. in the amount of $367,998. 18 for Schedule
Intersection - S. III for the improvement of the intersection South 43rd St. and Spring-
43rd & Spring- brook Road and the intersection of S.W. 43rd St. and East Valley Hwy. ,
brook Rd. bid opening on July 22, 1975. The report also recommended that the
Moss Const. Co. Mayor and City Clerk be authorized to sign the contract. MOVED BY
SCHELLERT, SECONDED BY DELAURENTI , THAT THE CITY COUNCIL CONCUR IN
THE RECOMMENDATION AND AUTHORIZE THE MAYOR AND CITY CLERK TO SIGN THE
CONTRACT. MOTION CARRIED.
Status of Street Councilman Grant remarked that there were several projects going on
Improvements at the present time, Mill Avenue S. ; Sunset and N. 4th St. and the
condition of the roadways was very poor. Public Works Sirector Gonnason
reported that the N. 4th St. and Sunset Blvd. intersection should be
completed in a couple of weeks and that the City was advertising for
bids on the Mill Ave. S. portion now and it should be complete in about
a month.
Application for Councilman Grant presented letter from Mayor Garrett to Mr. Richard W.
HUD Local Plan- Hemstad, Director, Office of Community Development, Olympia.
ning Assistance Mayor Garrett's letter submitted application for a HUD Local Planning
Grant Assistance Grant to assess special impacts of an environmental nature
in the Green River Valley, explaining the need for revising the Compre-
hensive Land Plan to influence the type and quality of development
desired in the Valley. Councilman Grant explained that $5,000 would
come from the state, $2,500 from the City and conimended the Administra-
1 tion for applying for the Grant.

APPOINTMENTS Letter from Mayor Garrett announced appointment of Mr. Donald L.
Donald L. Doubles Doubles to the Police Civil Service Commission replacing Reverend
364 Stevens Av.NW John G. Schaeffer whose appointment expired June 1 , 1975 and who
Police Civil indicated that he did not wish to continue to serve. The letter
Service Comm. noted Mr. Doubles was a graduate of Seattle University and active
in community affairs , including the Seattle University Alumni Association,
insurance groups , the YMCA and the Renton Area Little League and was
employed by Marsh and McLennan, Inc. as an account executive and group
claim consultant. Concurrence in the appointment for a six-year term
expiring June 1 , 1981 was requested. MOVED BY GRANT, SECONDED BY

Firefighters the Renton Fire Department effective August 6, 1975, having been
Greg A. Bergquist certified by the Fire Civil Service and accepted for membership in
Henry Dykes the LEOFF Retirement System and subject to the customary six-month
Talmon H. Hall probationary period, and requested concurrence. MOVED BY DELAURENTI ,
SECONDED BY GRANT, TO CONCUR IN THE MAYOR'S APPOINTMENT TO THE COMMISSION.

OLD BUSINESS Councilman Grant said that the Public Safety Committee toured the
Downtown Fire downtown Fire Station and found that it was badly overcrowded with
Station poor storage facilities, both exterior and interior shabby and many
other conditions that needed correction. He said that a Citizens
Fire Station Group had been appointed to look into this matter. After
some discussion of the feasibility of a smaller fire station and portable
buildings to relieve the situation, it was MOVED BY GRANT, SECONDED BY
CLYMER, THAT THE SUBJECT BE REFERRED TO THE PURCHASING AGENT, THE PUBLIC
WORKS DIRECTOR AND THE FIRE CHIEF. MOTION CARRIED.

AN ORDINANCE OF' THE CITY OF RENTON, WASHINGTON
VACATING A PORTION OF LAKE VIEW BOULEVARL.., A
PUBLIC STREET, AS MORE. PARTICULARLY DESCRIBED
BELOW.
WHEREAS a proper petition for vacating a portion of
Lake View Boulevard, Renton, King. County, Washington, was
duly filed with the City Clerkion, or about April 14, 1975
and said petition having been signed by owners representing,
100% of the property abutting upon such street sought to
be vacated; and
WHEREAS the City Council by Resolution No. 1996
passed and approved on July 7 , 1975, and after due investigation,
did fix and determine the 28th, day of July, 1975, at the
hour of 8 : 00 P.M. in the City Council Chambers of the City of
Renton to be the time and place for a public hearing thereon, .
and the . City Clerk having given due notice of such hearing in
the manner provided by law, and all persons having been heard
appearing in favor or in opposition thereto; and
WHEREAS the Department of Public Works and the Planning
Department of the City of Renton having duly considered said
petition for said vacation, and having found same to be in the
public interest and for the public benefit, and no injury or
damage to any person or properties will result from such vacation;

PUBLIC HEARING This being the date set and proper notice having been posted, published
Street Vacation and mailed to property owner, Mayor Garrett opened the Public Hearing
Lake View Blvd. to consider vacation of a portion of Lake View Boulevard between Lots
349 and 350 C. D. Hillman's Dvn. No. 5. Letter from Board of Public
Works Chairman Bennett, having met with petitioner Robert B. Martindale,
reported no objections to the proposed vacation and that utility ease-
ments are not required, the City having no future use for that right-
of-way. Public Works Director Gonnason discussed area to be vacated.
MOVED BY PERRY, SECONDED BY DELAURENTI , HEARING BE CLOSED. CARRIED.
MOVED BY PERRY, SECONDED BY DELAURENTI , COUNCIL GRANT STREET VACATION
SUBJECT TO PAYMENT OF 50% OF APPRAISED VALUE AS REQUIRED BY LAW AND THE
MATTER BE REFERRED TO THE LEGISLATION COMMITTEE. CARRIED. Mayor
Garrett asked Public Works Director Gonnason to proceed with determina-
tion of assessed value.
CORRESPONDENCE Letter from Mayor Garrett returned Ordinance 2949 providing for exemp-
Elimination of tion of tax on social card games conducted by bona fide charitable,
City Tax on fraternal and non-profit organizations, and notified Council the
Fraternal ordinance would be allowed to become law without the Mayor's signature.
Card Rooms The letter noted objection to elimination of card room tax without
elimination of the responsibility for policing of the activity and
expressed belief that a nominal fee should be charged to defer cost
of enforcement as the law allows that any of the card games authorized
by the Gambling Commission may be played at these organizations'
premises without approval or review by the City; therefore, continued
monitoring deemed necessary.
King-Snohomish Letter from Mayor Garrett requested authorization for the City Clerk
Manpower and Mayor to enter into agreement with King County to provide a summer
Consortium - swim program providing free pool admission tickets for disadvantaged
Recreation Funds youth between 6 and 14 years of age living in Renton Housing authority
facilities and the Royal Hills apartments. The letter noted the Park
Department has requested $500 to cover costs; the 1974 program received
a $3,000 grant to provide transportation and admission to the Municipal
swimming pool . The letter noted the program will operate through the
month of August and reimbursements will be made directly through King
County and no transfer of funds to the Park Department budget will be

Metro Bus Letter from Board of Public Works Chairman Bennett reported granting
Shelters Metro a permit for use of excess public right-of-way to locate four bus
passenger shelters at Bronson Way NE & Vuemont Place NE, Mill Ave. S. &
S.2nd St. , Kirkland Ave. NE & NE Sunset Blvd. and NE 7th St.& Edmonds
Ave NE. The letter reported Metro's request for a waiver of the annual
fee for use of public right-of-way, being a non-revenue producing service
to the private citizens. The Board' s letter concurred in the request and
recommended fee be waived. The letter noted Mr. Joe Fernandez, consul-
tant coordinator for Metro would be present with shelter model and further
information. Mr. Fernandez presented display model and reported two roof
styles, flat or hipped; that buildings have 6' X9' roof size and hold 10
people, steel tube frame and plastic sides, cost $2,700 installed on the
site and lighting will not be installed as the Renton locations are suf-
ficiently lighted; also noting Metro will provide and maintain receptacle;
that Renton' s shelters would cost $2,200 to $2,300 each. MOVED BY
DELAURENTI , SECONDED BY STREDICKE, COUNCIL CONCUR IN RECOMMENDATION OF
BOARD OF PUBLIC WORKS AND WAIVE FEE FOR METRO SHELTERS. CARRIED.
Hazen ArEa Letter from City Clerk Mead noted receipt of Boundary Review Board
Annexaticn waiver of review and approval of the Hazen area annexation, recommending
referral to the Legislation Committee for the annexation ordinance.
MOVED BY DELAURENTI , SECONDED BY PERRY, COUNCIL CONCUR WITH THE CITY
CLERK AND REFER TO THE LEGISLATION COMMITTEE FOR ORDINANCE. Councilman
Stredicke noted the Boundary Review Board reservation of County island
created by this annexation, however the Board recognized the community
needs in regard to Hazen High School and authorized the Hazen Annexation.
Stredicke noted objection to inclusion of the total area thereby creating
a County island. MOTION CARRIED.
Law and Letter from Mayor Garrett submitted Law and Justice projects to be
Justice included in the 1976 King County Law and Justice Plan puesuant to the
Projects and City' s interlocal planning agreement, projects having beer approved by
Planning King County Planning Advisory Committee and the King County Council .
The letter also attached the County's overall goals and subgoals. Renton' s
projects were listed as Police Department crisis intervention training
and Police Department record keeping (mechanical file and data station
i .e. mini-computer) ; also Juvenile crime reduction program which will
involve greater police use of community based juvenile programs, such
as RAYS, and will limit the need for referring as many youth to Juvenile
Court. The letter listed the total estimated allocation for Renton's
projects as $39,573, with the 5% City matching funds as $2,199. The
letter also noted the Public Defender project will not be operated by
Bellevue this year and suggested the City may wish to consider a direct
contract with the Department of Public Defense and a $2,000 direct
budget allocation in the absence of LEAA funds for this program. The
City has allotted $2,000 annually to the Bellevue administered project
($1 ,800 LEAA funds; $200 City match) .

Justice 2. Increase the fairness of the King County Criminal Justice System;

CETA Positions manning of 12 firefighters for each assigned shift. The letter noted
the 1975 budget adopted by the Council contains five additional fire-
fighter positions to be funded under Title II of the Comprehensive
Employment and Training Act of 1973 (CETA) , that the Fire Civil Service
Commission has conducted an examination and provided an eligibility
list with two qualified CETA positions of those first five eligible.
The Civil Service Commission determined that no special exceptions will
be made to the rule that certifications are made from the list in the
order of applicant score. The letter reported that in order to meet
minimum manning requirement the City is hiring firefighters on an over-
time basis at an expenditure of $4,200 per month, which would amount to
$27,300 for 1975. The letter recommended preferable alternate that
certification be made of the first five firefighters on the eligibility
list (two of which would be CETA employees paid by the federal govern-
ment) at an expenditure of $22,131 for the remainder of 1975. MOVED BY

The undersigned Betty Hill, having heretofore entered into
a contract for the sale of Lot 349, C.D. Hillmans Lake Washington
Garden of Eden, Division #5, in the City of Renton, Washington
to Robert B. Martindale, and the said Robert B. Martindale having
petitioned the City of Renton, Washington to vacate said roadway,
which lies between said Lot 349 and other properties (Lots 350
and 351) owned by the said Robert B. Martindale, in consideration
of the easement agreement following, does hereby consent to the
vacation of said roadway by the City of Renton, Washington, and
joins in the petition of Robert B. Martindale for such vacation.
In consideration of the foregoing, the undersigned Robert
B. Martindale gives and grants unto Betty Hill an easement for
ingress and egress to Lot 349 above described over and across
the property included within the roadway which the undersigned
petition the City of Renton, Washington to vacate, it being under-
stood and agreed that the use of said vacated roadway for ingress
and egress by the said Betty Hill, her heirs or assigns, to said
Lot 349 shall be exercised only in the event said Lot for any
reason reverts to the said Betty Hill, and said easement shall
terminate and be of no further force and effect from and after

lands area. Upon inquiry by Council President Delaurenti , Planning
Director Ericksen reported the Planning Commission will commence review
of the Comprehensive Plan for the Highlands upon completion of the Valley
planning; that it would be 6 to 8 months before a recommendation could
be made to the Council . Upon request City Clerk Mead again read the
Committee of the Whole Report recommending a moratorium on all rezones
shown on pages 6, 7, 10 and 11 of the Zoning Map from single family resi-
dences and up. Mr. Mike Sands, 4340 N.E. llth, favored the moratorium
noting that recent citizen input would qualify as reason. Mr. John
Tilton, 3511 N.E. 6th, noted that the Comprehensive Plan based on 1967
figures is our of date, and that a moratorium would not be against build-
ing on presently zoned property.
Labor The Committee of the Whole Report recommended that the matter of member-
N€ cotiations & ship on the Labor Management and Labor Negotiation Committees r7. referred
Labor to the Legislation Committee for preparation of ordinance. The report
Management also recommended that the Labor Negotiation Committee be comprised of
Committees the Mayor or his designee, the Chairman of the Finance & Personnel Com-
mittee and the Council President. The Labor Management Committee (as
specified in the Local 21-R Contract) is to be comprised of the Mayor

provisions could be made with Metro for connection. MOVED BY DELAURENTI ,

Community Community Services Committee Chairman Clymer presented report recommending
Services that the City Council approve a City report up to 8 pages entitled "Renton
Committee Rpt. on the Move," and that the Chairman of the Community Services Committee

CBD Picture The Community Services Report recommended that a CBD picture display
Display be built not to exceed $500. It was further explained that the display
would be placed at the Association of Washington Cities Convention
with scenes of before and after redevelopment of the downtown, that
the display would later be placed in Valley banks for viewing of citizens.

I received your checkand real estate contracts, which
T have gone over with Betty Hill, and she has signed them.
I am enclosing one copy of the contract signed by both
of you, and I. have notarized Betty' s signature on the contract,
in case you wish to have it recorded .
You will note that I have added a sentence to the real
estate contract making it explicit that the monthly installments
would first be applied to payment of interest accrued, and the
balance to reduction of principal . T did not know whether this
was the intention , or whether the $100.0.0 was to he applied all
to principal, and the interest to be additional . However in
talking to Betty about it, she is willing that the $100.00 cover
both interest and principal for the month, and I have so provided
in the contract .
Betty said no mention had been made of the privilege of
prepayment, but she came to the conclusion that she was willing
to accept it in advance if you wish to make early payments.
I will hold up your check for a few days, pending word
from you that you have received your copy of the contract and
that it meets with your approval . When the contract is paid
off, it will be necessary for you to have a deed prepared on a
Washington form and sent for execution by Mrs. Hill .
We understand that all expenses involved in this transaction,
other than my fee, are to be paid by you.

ment Co. , developers of Honeydew Apartment Complexes, and took issue
with alleged delay in processing. MOVED BY CLYMER, SECONDED DELAURENTI ,

Senior Citizens A petition bearing 161 signatures asked that relief be granted to Senior
Garbage Rates Citizens in regard to the present mandatory garbage/refuse collection
and disposal rates. The petition noted the two-can mandatory fee is
excessive as Senior Citizens normally have less than one full can;
that income is paid out for service not necessary or utilized; that
319 residences of owners with limited incomes now receive special water/
sewer rates and as Senior Citizens incomes cannot keep up with general
inflationary increases, relief is petitioned in order to assist them to
live. MOVED BY STREDICKE, SECONDED BY DELAURENTI , COUNCIL ACCEPT THE
PETITION AND REFER SAME TO THE COMMUNITY SERVICES COMMITTEE FOR RECOMMEN-

Committee be authorized to negotiate an appropriate exchange of right-

of utility easements. Upon inquiry, Deputy Public Works Director noted
this recommendation coincides with the Public Works Department recommen-
dation. Transportation Committee Chairman Perry presented committee
report recommending: (1 ) That the Council concur in Board of Public
Works recommendation to vacate said portions; (2) That the N. 6th/Park
Ave. route be substituted as a corridor for future extension of SR 515;
(3) That the Public Works Department and Transportation Committee be
authorized to negotiate an appropriate exchange of right-of-way for
the N.6th/Park Ave. N. corridor and resolve the matter of any utility
easements; and recommended that assessment totaling no more than 50%
of the appraised value of the vacation be charged. Councilman Perry
noted 30 days would be needed by the Public Works Department for deter-
mination regarding easements,and study of Six-Year Street Plan would be
commenced in order to coordinate with Transportation Committee report.

Gentlemen,
Please note enclosure 1 , a copy of the southern portion of
C. D. Hillmans Division Number 5. The plat was given access
between the C and P. S. railroad and the N. P. railroad by a
right of way called Lake View Boulevard. Many years ago the
plat was altered by Superior court cause Number 656276 which
condemmed 60 feet of the lots adjacent to the N. P. railroad
property. This condemnation provided space for Lake Washington
Boulevard as illustrated in enclosure 2.
I am the sole owner of Lots 349, 350 and 351 shown in enclosure 2.
I have cross hatched a section of original right-of-way which
is unusable because it falls off a 60 foot cliff. As stated I
own all the property on both sides of the right of way which
should be vacated because it is unusable for a roadway.
I herein request vacating that portion of Lake View Boulevard
which separates my lots 349 and 350, C. D. Hillmans Division
Number 5.
