.4’tc,cacojdcrn4L%MtLO94-•sL%&.InconformancewithKCC21A.22.050andpursuanttothereviewprocessoutlinedinKCC21K’2.040-.090..ReviewTeam:FredWhite,-SDSU,DDES;KenGrUbbs,SDSU,DOES;ManuelaWinter,Zø4*wXa(SOSI,DDES;GordonThompsonSEPA,DDES;CraigHislop,Engineer,Ctht4bkODES;SueClarke,Engineer,WERD;DavidPierce,ReclamationEnghieerWSDNRBackground::BlackRiverQuarryisahardrockextractiveoperationlocatedonapproximately32acresat6900SouthBeacpnHillCoalMIneRoad:Theeightparcelswhichconstitutethepemfittedsitearezoned“FIndustrialand“0”Officewith“P”Propertyspecificdevelopmentstandardsand“SO”Specialdisthctoverlaydesignations.ThepreviouszoningforthissitewasMRAreviewofthehistoricfilerevealsthatthesitewasoperatedbyBladkRiverQuarry,Inc.,from1958untilMayof1988.ThefirstKingCountytemporarygradingpermittomine,permit#1112,wasappliedforbyBlackRiverQuarryonOctober8.1970andwasapprovedonFebruary19,1971.Theperrnitwasrenewedannuallyfromthatinitialapprovaltotransferofinterestin1988whenthesitewaseffectivelydividedintotwopartsandtransfefredtotwooperators,RentonConcreteRecyclingonthewesternhalfandStonewayontheeasternhalf.Becauseoftheseparateinterestsandownership,thenewownerswererequiredtoobtainsep4rategradingpermits(#3181-RentonConcreteRecyclersand#3180-Stoneway)andonceissued,theoldpermit,#1112wasclosed.RentonConcreteRecyclingwasannexedtotheCityofRenton,effectiveJanuary1,1997andfurtherrenewalandinspectionofthatsiteceasedwiththetransfertotheCity.TheStonewaysiteiscurrentlyoperatingunderpernilt#3180andisthesubjectofthisperiodicreview.ThesiteisoperatingundertheplanssubmittedforreiewbyStonewayonJanuar14,1991.TheseplansweretherevisionssubmittedasaresultdireviewcommentsbyourengineersandbyKCCDforadequacyoftheerosioncontrolplan.In.addition,theJanuary1991planreflectsthecommentsandreclamationrequirementsoftheWashingtonStateDepartmentofNaturalResources(WSDNR).Thesiteiscurrentlypermittedfor32acreswithIrnownreservesof1,800,000cubicyardsandannualproductionestimatedat50,000cubicyardsDuringthe1989-91review,thecurrentpennitwasreviewedforerosion-sedimentationcontrolanddrainagemeasures.TheissueofSEPAwaad4ressedbyutilizingtheDNSandsupportingchecklistfottheexistingpermit#1112.IhaveattachedtheONSandchecklistforyourreview.•.37)a)ftyIIQUARRY1?c%t4LW-e4L89G3130PERIODICREVIEW CurrentIssues:Trafficandroadimpacts:ThesitehasanextensivehistoryofdrainageproblemsrelativetothetrackingofmudontoMonsterRoadoutsideoftheentrance.Theprimaryfocusofthe89-91planreviewwastoaddressthismaterandasa.resultofthatplanreview,Stonewaywasrequiredtéinstallawheelwash,constructadditionalpondsandaddressthegeneralsitedrainageoverall.However,noformalreviewofthedrainageplanoccurred.Sinceimplementationofthenewrequirements,theincidenceofcomplainantsregardingthisissuehasdecreaseddramatically....Blasting:Asahardrockquarry,blastingoccursonaregularbasistoprovideproductforprocessing.ThepermitiscurrentlyconditionedtorequirecompliancewithKCCZ1A.22.070BwhichstatesthatblastingmustbeconductedinamannerthatisconsistentwiththeOfficeof•SurfaceMining’s(OSM)1987BlastingGuidanceManual.TheManualincludesperformance•standardsforairblastandgroundvibrationsandrecommendedmitigationSmeasures.Inaddition,inresponsetocomplaintsfromtheneighborstothenorth,EmpireEstatesApartments,wehaveamendedtheconditionstorequireblastingnoticeandmonitoringofblastswithsubmittaloftheménitoringreportstoDDES.Buffers:ThepennitteeencroachedextensivelyintothebufferalongthecommonpropertylinewithEmpireEstates.Asaresultofthisintrusion,Stonewaywasrequiredtosubmitabuffetrestorationplanwhichwasreviewedandafterrevision,approve&Implementationoftheplanisnotyetcomplete...Noise:Thereisnoevidenceintherecordofcomplaintsregardingnoiseatthesite.Withtheexceptionofblasting.Thereisalsonorecordofanypfeviousnoisesurveybeingcom1eted,howeverStonewaydidrecentlyconductnoisesamplingatthesiteinanticipationofextendingtheirhoursofoperation.Thesurveyhasnotbeensubmitted.ItisourintentiontoconductsamplingatthepropertylinesandetermineWanaddifldnalsurveyshouldbecompletedbythe•permittee.Dust:Thereisnorecordofdustbeinganissueorconpernwiththisproject.Reclamation:ThesiteplanwasrevisedtoaddressWSDNRconcernsduringthe89-91review.Thislistisnotintendedtobecomprehensiveandduringtheperiodicreviewprocessotherissueswhichrequireteviewmayarise.FinalNote:Thepropertyowneralongthenorthpropertyline(EmpireEstates)hasbeeninactivecommunicationwiththedepartmentforthelastthreeyearsregardingtheirconcernswiththisoperation.Thefilecontainsextensivecorrespondencewhichyoumaywishtoreview.
