Staff has reviewed the application and found the request meets submittal requirements. The developer has paid the required processing fee. The Utilities Committee recommended that Council grant preliminary approval of the application for a latecomer agreement for a period of one year. The duration of the final agreement will be for a period of 15 (fifteen)years,and the most equitable method of spreading the costs over the benefiting properties is by zone-front-foot method. The Utilities Committee further recommended that Council authorize the preliminary assessment roll to be forwarded to the City Clerk,who will notify the affected property owners. If no protests are received,after construction of the facilities and approval of the final costs,the Council can authorize the preparation of the final assessment roll and latecomer agreement. In the event of a protest for valid cause,a public hearing will be held to resolve any issues prior to proceeding with this matter. Public Safety Committee Public Safety Committee Chair Schlitzer presented a report recommending Police: Jail Medical Services, concurrence with staff's recommendation to extend the annual agreement with Occupational Health Services Public Hospital No. 1,dba Occupational Health Services, for medical services at the Renton jail from April 1, 1999 to March 31,2000. The annual cost has increased from$102,700 to$110,916. Basic services include routine on-site services provided by a registered nurse 40 hours per week and a physician assistant eight hours per week providing physical examinations for inmates,and evaluation and treatment of inmates and staff for minor medical needs. On-site services include: filling inmate prescriptions up to a cumulative total of$2,000 per year;blood collection;and provision of office medical supplies. Haglund DEVELOPMENT SERVICES DIVISION BUILDING/PLANNING/PUBLIC WORKS CITY OF RENTON STAFF REPORT AND RECOMMENDATIONS APPLICANT: Annette Demps LOCATION: 2302 NE 12th Street SUMMARY OF REQUEST: Final approval of a 2-lot single family residential plat SUMMARY OF ACTION: Approve Final Plat FINDINGS, CONCLUSIONS & RECOMMENDATION Having reviewed the record documents in this matter, staff now makes and enters the following: FINDINGS: 1. The applicant, Annette Demps, filed a request for approval of a 2 -lot Final Plat. The applicant seeks to finalize the subdivision of an existing 13,251 square foot parcel into two lots of 6,732 sq. ft. and 6,519 sq. ft. each. The existing lot was created in 1995 through a short plat. A lot created within the last five (5) years by a short plat cannot be further short platted, but may apply for subdivision through the preliminary plat process. 2. The yellow file containing all staff reports, the State Environmental Policy Act (SEPA) documentation and other pertinent materials was entered into the record as Exhibit No.1. 3. The Environmental Review Committee (ERC), the City's responsible official, issued a Determination of (D ) for the subject proposal. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. The subject site is located at 2302 NE 12th Street. 6. The subject site is located within the City of Renton, annexed March 2, 1960 by Ordinance 1822. 7. The site is zoned Residential — 8 Dwelling Units per Acre(R-8). 8. The Final Plat includes the 2 lots originally intended as part of the plat. 9. The Final Plat complies with both the Zoning Code and the Comprehensive Plan. 10. The preliminary plat was subject to a number of conditions as a result of both environmental review and plat review. There were four mitigation measures issued with the Determination of Non- Significance, Mitigated relating to traffic, parks, and fire mitigation fees as well as stabilization of the disturbed surface after demolition of the existing house and site grading. • The applicant shall submit a Traffic Mitigation Fee of$75.00 per net new average daily trip (total of$716.25 for the plat) prior to the recording of the final plat. • The applicant shall submit a Parks Mitigation Fee of S534.76 per new lot prior to the recording of the final plat. • The applicant shall submit a Fire Mitigation Fee of $488 for each new single family structure. The fee shall be submitted prior to the recording of the final plat. • If no construction is planned on this site within 90 days, all areas of the site that are disturbed by the removal of the existing structures or concrete paving will be hydroseeded or otherwise stabilized to prevent soil erosion. 11. There were three main conditions imposed on the approval of the Preliminary Plat. • The applicant shall comply with the conditions imposed by the ERC. • The applicant shall submit an easement agreement for the access driveway that shows both the driveway and the hammerhead turnaround. This agreement shall be subject to review and approval by the Fire Department. • All driveways serving the plat shall be paved. CONCLUSIONS: 1. The Final Plat generally appears to satisfy the conditions imposed by the preliminary plat process. Any remaining improvements seem certain and are appropriately secured through the Board of Public Works. RECOMMENDATION: The City Council should approve the Final Plat subject to the following conditions: 1. The applicant, Annette Demps, filed a request for approval of a 2 -lot Final Plat. The applicant seeks to finalize the subdivision of an existing 13,251 square foot parcel into two lots of 6,732 sq. ft. and 6,519 sq. ft. each. The existing lot was created in 1995 through a short plat. A lot created within the last five (5) years by a short plat cannot be further short platted, but may apply for subdivision through the preliminary plat process. 2. The yellow file containing all staff reports, the State Environmental Policy Act (SEPA) documentation and other pertinent materials was entered into the record as Exhibit No.1. 3. The Environmental Review Committee(ERC),the City's responsible official, issued a Determination of (D )for the subject proposal. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. The subject site is located at 2302 NE 12th Street. 6. The subject site is located within the City of Renton, annexed March 2, 1960 by Ordinance 1822. 7. The site is zoned Residential— 8 Dwelling Units per Acre(R-8). 8. The Final Plat includes the 2 lots originally intended as part of the plat. 9. The Final Plat complies with both the Zoning Code and the Comprehensive Plan. 10. The preliminary plat was subject to a number of conditions as a result of both environmental review and plat review. There were four mitigation measures issued with the Determination of Non- Significance, Mitigated relating to traffic, parks, and fire mitigation fees as well as stabilization of the disturbed surface after demolition of the existing house and site grading. • The applicant shall submit a Traffic Mitigation Fee of$75.00 per net new average daily trip (total of$716.25 for the plat) prior to the recording of the final plat. • The applicant shall submit a Parks Mitigation Fee of$534.76 per new lot prior to the recording of the final plat. • The applicant shall submit a Fire Mitigation Fee of $488 for each new single family structure. The fee shall be submitted prior to the recording of the final plat. • If no construction is planned on this site within 90 days, all areas of the site that are disturbed by the removal of the existing structures or concrete paving will be hydroseeded or otherwise stabilized to prevent soil erosion. 11. There were three main conditions imposed on the approval of the Preliminary Plat. • The applicant shall comply with the conditions imposed by the ERC. • The applicant shall submit an easement agreement for the access driveway that shows both the driveway and the hammerhead turnaround. This agreement shall be subject to review and approval by the Fire Department. • All driveways serving the plat shall be paved. CONCLUSIONS: 1. The Final Plat generally appears to satisfy the conditions imposed by the preliminary plat process. Any remaining improvements seem certain and are appropriately secured through the Board of Public Works. RECOMMENDATION: The City Council should approve the Final Plat subject to the following conditions: 1.
