The 11,560 square foot one-story addition be constructed on the east side of an existing 43,880 s.f. warehouse. Height of the existing structure is 26.6 feet. The addition would have a height of 15 feet. Existing construction is exposed aggregate tilt-up panels. The building addition would also be concrete tilt- up panels. The panels would be painted and would feature a 2-inch reveal for texture. Anodized aluminum storefront windows are proposed on the elevations. New landscaping would be added and portions of the existing parking lot be would re-striped. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Air Impacts: Adverse air quality impacts could be associated with construction and operation phase of this development. Construction impacts would include dust and exhaust from construction equipment. Exhaust is regulated by state and federal regulations. No further mitigation is required for this proposal. Mitigation Measures: No mitigation required. Policy Nexus: N/A (2) Fire Prevention Impacts: Fire Department staff note that with Code-required improvements, sufficient resources are available to respond at the level of service required for the building addition. The applicant is required to provide a Fire Mitigation Fee of $0.52 per square foot of new construction. The fee is estimated to be $6,011.20, and is payable prior to the issuance of the building permit. Mitigation Measures: The applicant shall submit a Fire Mitigation Fee equal to $0.52/square foot of new construction prior to the issuance of the building permit. In order to mitigate the impact on the existing City circulation system, the City has adopted a Transportation Mitigation Fee of $75.00 per each new average weekday trip. Calculations of this fee are based on the minimum trip generation for the use as found in the Institute of Transportation Engineers (ITE) manual. The estimated fee for the proposed addition is based on 275 new daily trips at $75/trip = $20,625.00. This fee is payable prior to the issuance of the building permit. Mitigation Measures: The applicant shall pay a Transportation Mitigation Fee of $75.00 per each new average weekday trip, as determined by the City. The preliminary fire flow is 5,750 gpm which requires one fire hydrant within 150 feet of the building and five additional hydrants within 300 feet of each building. Existing hydrants that comply with these distances may be used. 3. Separate plans and permits are required for fire alarm and sprinkler system installations. Verify that the existing sprinkler main doesn't go under the proposed new addition. If it does, the sprinkler main will need to be re-routed. 4. Provide a list of any flammable, combustible liquids or hazardous chemicals that are to be used or stored on site. 5. A fire mitigation fee of $6,011.20 is required based on $0.52 a square foot for the new addition. Plan Review -- General 6. A composite utility plan is required showing new and existing utilities. It should also show any existing util ty easements. 7. Construction drawings are to meet City of Renton Drafting standards. Plan Review -Water 8. The Water System Development Connection charge is $13,596.00 with installation of a new meter, bui possible adjustment as follows: a) no charge if no new water meter is installed; b) if a larger water meter is installed, a redevelopment fee may reduce the triggered connection charge. 9. Existing water meter and irrigation meter locations and sizes must be shown on the plans. Also, fire backflow prevention devices (location and size) must be shown on the construction plans. Pia n Review --Wastewater 10. The System Development Connection charge for wastewater is $9,384.96. However, the charge does not apply if the sewer is connected into the existing building system. 11. Floor elevations need to be shown on the construction plans. 12. The addition is not to conflict with existing utilities by building over the top. 13. If the addition will produce any fats, oils or grease, then an appropriate removal system is required. Pia n Review -- Stormwater 14. Consistency with Site Plan Criteria In reviewing the proposal with respect to the site Plan Approval Criteria set forth in Section 4-31- 33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: XX Copies of all Review Comments are contained in the Official File. Conformance with the comprehensive plan, its elements and policies; The proposal would result in the construction of an 11,560 s.f. building addition attached to an existing 43,880 s.f. structure. Warehouse uses occupy the existing structure, the addition would be developed for office use. The site is designated Employment Area - Valley in the Comprehensive Plan. The following policies apply: Policy LU-162. On-site open space and recreational facilities in developments should be required. Policy LU-212.1 Develop the Renton Valley and the Black River Valley areas as a place for a range and variety of commercial, office, and industrial uses. Policy LU-212.2 Compatible and related land uses should be encouraged to locate in proximity to one another. Policy LU-212.20 When more intensive new uses are proposed for locations in close proximity to less intensive existing uses, the responsibility for mitigating any adverse impacts should be the responsibility of the new use. Policy LU-291 Beautification and screening of parking lots should be encouraged through appropriate landscaping, fencing and berms. (Community Design policies) The proposal would introduce a different use on the site, introducing office use. Additional landscaping would be provided around the new structure and in the parking areas. The proposed use would also integrate with the existing warehouse use through compatible design. b. Conformance with existing land use regulations; The development standards of the IM Zone apply. Minimum setbacks of 20 feet are required, and the proposal complies. The IM Zone requires that lots abutting an arterial street provide a minimum landscaping strip of 10% of lot depth or 20 feet, whichever is less. Lots abutting nonarterial streets shall have a minimum landscaping strip of 10% of lot depth or 15 feet, whichever is less. In no case, shall the landscaping strip be less than 10 feet. The proposal is located on SW 7th Street and Lind Avenue SW. Both SW 7th and Lind in this area are considered to be minor arterials, not principal arterials. An existing 10-foot landscaped strip is being provided on the site adjacent to Lind Avenue SW. The overall width of the landscaped strip is 25 feet, with 15 feet located in the public right-of- way. Existing landscaping that is a minimum of 10 feet in width on the site is provided on the SW 7th Street frontage. The street frontage landscape requirements are met. Parcels located in the Green River Valley are required to provide an additional 2% of the site area as natural landscaping per the City's agreement with the US Soil Conservation Service. The project is 120,320 s.f. in size. The amount of landscaping needed to meet this standard is 2,406 s.f. Existing landscaped areas on the site that do not count toward other landscaping requirements, comply with this requirement. The Parking and Loading Ordinance requires that parking areas greater than 10,000 s.f. in size provide a minimum of 5% of the interior of the parking lot in landscaping that diminishes the barren appearance of the parking lot. The applicant has exceeded this requirement. The Parking and Loading Ordinance requires one parking space for each 1,500 gross square feet of floor area for warehouse use. A total of 29 parking spaces are required for the existing 43,880 s.f. warehouse. For office use, a minimum of 3 parking spaces per 1,000 square feet of gross floor area and a maximum of 4.5 parking spaces per 1,000 gsf are required. The proposed office would require a minimum of 35 parking spaces and a maximum of 52 parking spaces. Total site development would require a minimum of 64 total parking spaces to a maximum of 81 parking spaces. The applicant has provided 70 parking spaces on site, which falls within the required range. c. To protect materials and equipment it is recommended that all materials and tools be locked up when not in use. The site will need security lighting and any construction trailer should be completely fenced in with portable chain-link fencing. The fence will provide both a physical and psychological barrier to any prospective thief and will demonstrate that this area is private property. Any construction trailers should be kept locked when not in use, and should also have a heavy-duty deadbolt installed with no less then a 1-1/2" throw when bolted. Glass windows in the trailer should be shatter-resistant. COMPLETED BUILDING It's important to direct any and all foot traffic into the main front entrance that should be monitored during all hours of business. This will provide the building the control it will need to keep track of the comings and goings of all visitors. Any other exterior doors should be by coded access only to prevent trespassing of individuals who have no right to be on the property. All doors should be made of a solid core wood or metal with auxiliary locking devices with latch guards or pry-resistant cylinders around the locks. It is recommended that this new building have a monitored security alarm installed, with all doors leading to the outside having the words "Alarmed Door" in red lettering, at least 6" in height placed on the outside of each door to deter any criminals from breaking in at these points of entry. Landscaping around the exterior of the building should not be too dense or high. It is important to allow visibility. Too much landscaping will give the building the look of a fortress and possibly give a burglary sufficient coverage to break into the facility, especially during the hours of darkness.
