When the following activities fall within the 200 feet of a designated shoreline area they do not need a Substantial Development Permit, but do require written confirmation of this exemption by the City of Renton Development Services Division: • Normal maintenance or repair of existing structures. • Construction of the normal protective bulkhead common to single family residences. • Emergency construction necessary to protect property from damage by the elements. • Construction of a barn or similar agricultural structure on wetlands. • Construction on wetlands by an owner, lessee, or contract purchaser of a single family residence for his own use or for the use of his family, which does not exceed a height of 35' above average grade level and which meets all the requirements of the State agency or local government having jurisdiction thereof. • Construction of a dock, including a community dock, designed for pleasure craft only, for the private noncommercial use of the owner, lessee, or contract purchaser of single and multiple family residences. This exemption applies if either: (A) In salt waters, the fair market value of the dock does not exceed two thousand five hundred dollars; or(B) in fresh waters, the fair market value of the dock does not exceed ten thousand dollars, but if subsequent construction having fair market value exceeding two thousand five hundred dollars occurs within five years of completion of the prior construction, the subsequent construction shall be considered a substantial development for the purpose of this chapter. • Construction value of the improvement(s) does not exceed $2,500 and the project does not materially interfere with the water or shoreline of the State. FEE No fees are required for a Shoreline exemption unless the applicant must also apply for permits for another type of land use action and/or environmental review. Shoreline Exemption Procedure 4. Site Plan: Please provide four (4) copies. The applicant shall submit a fully dimensioned plan drawn at a scale of 1" = 20' if the site is one acre or less and 1" = 40' for sites over one acre. The plan shall show the following: a. Date, scale, and north arrow (oriented to the top of the paper/plan sheet). b. Subject property with all property lines dimensioned. c. Location of the subject site with respect to the nearest street intersections, including intersections opposite the subject property. Be sure to use CITY of Renton and not King County street names. d. Mean high-water mark, existing and proposed. e. Existing land contours (and, for docks and other over-water structures, water- area contours) using 5' intervals. f. Location of existing and proposed structures, parking areas and driveways, existing on-site trees, and easements. g. Natural features such as streams, lakes, and marshes. PLANS and ATTACHMENTS: Please fold all plans and attachments to a size not exceeding 8.5" by 11" for storage in a letter-size folder. REVIEW PROCEDURE Once a complete application package is submitted to and accepted by the Development Services Division, the shoreline review staff will route the project plans to other interested City departments and any affected State agencies. If no comments are received, the Development Services Division will issue an exemption, provided the application meets the criteria for exemption. If the application must also be reviewed under the State Environmental Policy Act (SEPA), this will extend the review time necessary for the project. Upon issuance of the Environmental Determination, the Development Services Division will take one of the following actions: issue an exemption, request additional information, or require a full Shoreline Substantial Development Permit. Please see the handout entitled "Environmental Review Procedures" for additional information. If an exemption is approved by the City, a copy will be sent to the applicant and staff will provide written documentation for the official file. A building permit (or other City approval) may be issued immediately upon issuance of the exemption, provided all other relevant requirements have otherwise been met and the project does not also require any type of Army Corps approval. If a project does require Army Corp approval, the City will send the Shoreline Exemption to the State Department of Ecology (DOE) and the State Attorney General's Office for review. The City gives the DOE 10 days to review the exemption decision. A building permit (or other City approval) may be issued within ten days of the date of mailing the exemption decision to the Department of Ecology and Attorney General--provided the State does not appeal the exemption decision during the 10-day State review period and provided all other relevant requirements have otherwise been met. SHOREXMP.DOC REVISED 6/96 3 .. x Renton Municipal Airport and Will Rogers-Wiley Post Memorial Seaplane Base Narrative Project Location: A variety of work will be conducted within an area approximately 1,400 feet long by 400 feet wide, located at the north end of the Renton Municipal Airport runway. This area extends approximately 150 feet east and 250 feet west of the runway centerline. The north end of the runway abuts the Lake Washington shoreline. Included within this area is the 200 foot wide paved airport runway, with grassed safety areas on both sides. General: The overall purpose of this project is to provide a 300 foot long Runway Safety Area for Runway 15 to comply with recent Federal Aviation Administration requirements. The primary task of this project is to relocate the threshold for Runway 15 (painted markings on the runway asphalt) and associated navigational lighting 400 feet to the south. To do so requires the removal and reapplication of painted runway markings, the relocation of lighting and navigational aid fixtures, and the recontouring of the grassed safety area adjacent to the runway. This project is identified in the Airport Master Plan Update dated August 1997. Work Within 200 Feet of Lake Washington and Cedar River Shorelines Within 200 feet of the shoreline of Lake Washington, existing painted runway markings at the north end of the runway pavement will be removed and a pavement sealant applied, and two navigational aid lighting fixtures will be removed and relocated 400 feet south. Asphalt pavement at the north end of the west side safety area will be removed and replaced with sod. Some filling of sunken areas will be conducted. One runway light fixture will be replaced with an elevated fixture. Within 200 feet of the shoreline of the Cedar River, three navigational aid lighting fixtures will be relocated 400 feet south of their present locations, with associated trenching for electrical wiring. Work Beyond 200 Feet of Lake Washington and Cedar River Shorelines The majority of the work will be performed at the west edge of the northwest end of the runway, within an area centered approximately 400 feet from the Lake Washington shoreline. This work will consist primarily of the filling and grading of a portion of a grassed safety area, which has sunk approximately 2 feet, to comply with FAA airport design standards. Two-inch thick asphalt pavement around this grassed area will be removed and the area seeded. A taxiway located south of the grassed area will be reduced in width by the removal of asphalt pavement and this area also will be se the FEB 1 9 1998 DEVELOPMENT PLANNING CITY OF RENTON fill and grading, existing taxiway lights will be moved to locations complying with airport design standards, and two flush-mounted runway lights will be replaced with standard elevated light fixtures. Existing painted markings 1,000 feet from the north end of the runway pavement will also be removed and reapplied 400 feet south of their location. Pavement areas affected by the paint removal process will be sealed with a sprayed asphalt material. Precision Approach Path Indicator and Runway End Identifier Light lighting fixtures will also be relocated 400 feet south of their present locations. Their new location will be within 70 feet of the runway edge and at distances which vary from 120 to 190 feet from the river bank. a. Current Use: The Runway and associated taxiways are used for the taking-off, landing and maneuvering of aircraft. Improvements constructed over time since 1942 consist of a paved runway and connected taxiways, runway and taxiway lighting, and navigational aids such as Runway End Identifier Lights (REIL) and Precision Approach Path Indicators (PAPI). The runway and adjacent grassed safety areas are kept free of fixtures and structures, except those that are essential to navigation and safety of aircraft. b. Name of adjacent water area or wetlands: The north end of the Runway pavement, the threshold, is located approximately 25 feet south of the Lake Washington shoreline. The Cedar River is located to the east of the runway at distances between 70 and 190 feet. c. Nature of existing shoreline: 1. Lake Washington - the lake shore north of the project area is a steep bank, covered with grass with some bushes, against which was previously placed large sections of concrete. 2. Cedar River- the west shoreline of the river is a steep bank which slopes down to a wood wall attached to wood piles. The north 600-700 feet is primarily grass covered, with the incidence of shrubbery increasing further southward. d. Number and location of structures and/or residential units which might have views obstructed as a result of the proposed project: None. Except for lighting and navaid fixtures, all of the improvements will be at ground level. e. The proposed use of the property and the scope of the proposed improvements: The property will continue to be used for the taking-off, landing and maneuvering of aircraft. f. The total construction cost of the proposed project: This cost is estimated at $300,000. g. Proposed construction dates: Desired start date - June 22. 1998. Desired completion date - August 28, 1998. h. Basis for the exemption request: The construction work is considered normal maintenance and repair of airport runway facilities.
