The proposed short plat will not alter this lot line. Therefore, the short plat may be approved as proposed. It should be noted that the proper setback would need to be provided should the existing house be removed and a new house constructed on this lot. 2. Environmental Review None required. 3. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision makers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The subject property is designated as Residential Single Family on the Land Use Element Map of the Comprehensive Plan. The proposed subdivision is consistent with the Comprehensive Plan. Policy LU-35: A minimum lot size of 4,500 square feet should be allowed in single family residential neighborhoods. The proposed short plat is an infill development. The proposed subdivision will take two large lots created in the past and create four new lots. This will allow for the construction of two new single family homes while retaining the existing single family homes. ,)) Compliance with the Underlying Zoning Designation The subject property is designated as R-8 (Residential 8 DU/Acre) on the City of Renton Zoning Map. The number of units per acre within a subdivision is based upon the net acreage. Net acreage is achieved by taking the gross acreage and subtracting out the sensitive areas and public roadways. This short plat includes 0.63 gross acres. There are no public roads that need to be subtracted from the gross acreage nor are there any sensitive areas that need to be deducted. The net density of this short plat is approximately 6 units per acre. This is within the acceptable range of 5 to 8 dwelling units per acre. Compliance with Subdivision Regulations Streets: No new streets will be created by this short plat. The applicant will be required to install all appropriate Code required improvements along the existing streets. The applicant will need to provide a Transportation Mitigation Fee of$1,432.50 to mitigate the impacts of this development on the existing City street system. The applicant requested a deferral from the Board of Public Works for the installation of curbs, gutters, and sidewalks along Aberdeen Ave. NE and NE 20th Street. They also requested that the driveways not have to be paved until homes are constructed on the vacant lots. The Board of Public Works determined that the shared driveway did not have to be paved until construction begins on either of the two lots serviced by this driveway. The Board also determined that the curbs, gutters, and sidewalks did not have to be installed until such time as an LID is formed or the City takes action to install the improvements along these streets. The applicant will need to provide covenants on each of the lots addressing the street improvements and the paved driveway. Blocks: No new blocks will be created by this short plat. Lots: Four lots will be created through this short plat from the two existing parcels of land. The four proposed lots will meet or exceed the minimum dimension requirements established for this zone. Lot 1 is 5,671 sf, Lot 2 is 5,682 sf, Lot 3 is 6,953 sf and Lot 4 is 9,281 sf. The lots are consistent with the standards for residential lots in the R-8 zone. if) Reasonableness of Proposed Boundaries Access: Access to Lot 1 will be directly from NE 20th Street. Lots 2 and 3 will obtain access from a shared driveway. Lot 4 will obtain access directly from Aberdeen Ave. NE. The applicants will need to record a utility and access easement across Lot 2 for Lot 3. Topography: The project site is fairly level with a slight slope downwards from the street to the rear of the lots. This slope will not cause any significant problems for the development of the rear lot. Relationship to Existing Uses: The neighborhood consist of single family homes on lots that range in size from around 4,500 sf to 1 acre. The larger lots were created by subdivisions that occurred under a variety of single family zoning designations or prior to zoning being adopted in this area. The Fire Department has also requested that the Fire Mitigation Fee be imposed on this short plat. The applicant will need to submit a Fire Mitigation Fee of$488.00 per new single family home. The Renton Municipal Code requires the applicant to install new fire hydrants so that there is a fire hydrant within 300 feet of the building pad on each of the proposed residential lots. If there are existing fire hydrants within 300 feet of the proposed lots, that meet current City standards, the applicant may not need to install new hydrant(s). Recreation: The applicant will not be providing on-site recreation facilities. The closest park to this location is the Lake Street Park. It is anticipated that the new residents allowed by this subdivision will use the existing City parks and recreational facilities. The Community Services Department has established a Parks Mitigation Fee of$530.76 per new single family lot. As one new lot are being created, the mitigation fee for this short plat will be 2 x $530.76 = $1,061.52. Schools: It is anticipated that the proposed short plat will only generate one new school age child. The Renton School District has the capacity to accept new students. Storm Water: This short plat may not create a large enough impervious surface area that is subject to vehicular travel to trigger the need for an on-site storm water system. Existing storm water sheet flows across the site. This action will continue after the new house is constructed on the site. If in the final analysis it is determined that the short plat will create over 5,000 sf of impervious area subject to vehicular travel, the applicant will need to construct a biofiltration system to the satisfaction of the Development Services Division. Water and Sanitary Sewer Utilities: Adequate water and sanitary sewer service exists in the adjacent streets. The applicant will need to provide service to the new lot. The existing service lines should not have to be replaced. The Renton Municipal Code requires that the applicant install a new sanitary sewer along Aberdeen Ave. for the full frontage of the proposed short plat. This will need to be completed prior to the recording of the short plat. H. DECISION: The Short Plat, File No. LUA-98-025,SHPL-A, is approved subject to the following conditions: 1. The proposed short plat is situated in the northeast end of the City. Bounded on the north by NE 20th Street and on the east it is bounded by Aberdeen Avenue NE. On the south and west it is bounded by a large tracts that are not densely populated. Access to the property will be from NE 20th Street for the new lots and the existing house occupying the southeast portion of the property will access from Aberdeen Avenue NE. Adjacent street improvements consist of 18 to 20 feet wide of asphalt pavement with gravel shoulders and ditches along NE 20th Street and Aberdeen Avenue NE. There is a gravity sewer, water and gas facilities adjacent to the site. The project area is fairly flat. Majority of the site slopes west except for a small area around the existing house on Aberdeen Avenue the slope is oriented north toward NE 20th Street. The City of Renton designates the site with the R-8 zone. The R-8 zone allows for a minimum lot size of 4500 square feet and a maximum density of 8 units per acre. The setbacks allowed in the R-8 zone are as follows: 15 feet front yard setback, 5 feet interior side yard setback and 20 feet for rear yard setback. The City of Renton Comprehensive Plan designates the site as Single-Family (SF) Residence which is consistent with present zoning. The proposed development would create 2 additional single family lots with a minimum lot area of 6990 square feet. There exist two houses on the property which they occupy two of the proposed four lots short plat. The dwelling unit density calculates at 7.72 units per net developed area. No new road is proposed to serve the new lot. Existing street will provide access to the new dwelling. Minimal grading will be required in order to prepare the final residential lots. The area cover consists of long grass in the back of the lots and lawn and shrubs around existing houses. The surface water is directed west toward open ditches along NE 20th Street. Traffic circulation and access to the property is proposed to provide vehicular access from NE 20th Street for the new two lots There are no internal streets proposed for this development. The proposed short plat is situated in the northeast end of the City. Bounded on the north by NE 20th Street and on the east it is bounded by Aberdeen Avenue NE. On the south and west it is bounded by a large tracts that are not densely populated. Access to the property will be from NE 20th Street for the new lots and the existing house occupying the southeast portion of the property will access from Aberdeen Avenue NE. Adjacent street improvements consist of 18 to 20 feet wide of asphalt pavement with gravel shoulders and ditches along NE 20th Street and Aberdeen Avenue NE. There is a gravity sewer, water and gas facilities adjacent to the site. The project area is fairly flat. Majority of the site slopes west except for a small area around the existing house on Aberdeen Avenue the slope is oriented north toward NE 20th Street. The City of Renton designates the site with the R-8 zone. The R-8 zone allows for a minimum lot size of 4500 square feet and a maximum density of 8 units per acre. The setbacks allowed in the R-8 zone are as follows: 15 feet front yard setback, 5 feet interior side yard setback and 20 feet for rear yard setback. The City of Renton Comprehensive Plan designates the site as Single-Family (SF) Residence which is consistent with present zoning. The proposed development would create 2 additional single family lots with a minimum lot area of 6990 square feet. There exist two houses on the property which they occupy two of the proposed four lots short plat. The dwelling unit density calculates at 7.72 units per net developed area. No new road is proposed to serve the new lot. Existing street will provide access to the new dwelling. Minimal grading will be required in order to prepare the final residential lots. The area cover consists of long grass in the back of the lots and lawn and shrubs around existing houses. The surface water is directed west toward open ditches along NE 20th Street. Traffic circulation and access to the property is proposed to provide vehicular access from NE 20th Street for the new two lots There are no internal streets proposed for this development. The property is situated in the northeast end of the City of Renton in the SE Quarter of Section 5, Township 23 North, Range 5 East, W.M. It is bounded on the east by Aberdeen Avenue NE and on the north by NE 20th Street . On the west and south the property is bounded by single family lots . The City of Renton Aquifer Protection Zone Classification map designate this parcel of land to fall within Zone 2 . Domestic water and gravity sanitary sewer are available to the site from adjacent streets . The soil type as classified by King County Soil Conservation Service is Indianola (InC) series . This type of Soil is characterized as a loamy fine sand with rapid permeability. Indianola soil is classified into Hydrologic Group A, having a high rate of water transmission. REVIEW OF RESOURCES 1 . City of Renton Topographic Mapping, Scale 1"= 400 ' 2 . Soil Conservation Service 3 . City of Renton Zoning and Subdivision Ordinances FIELD INSPECTION Field inspection of the site area was performed during the month of December, 1997 . The property is presently occupied with two single family homes . One is situated within the westerly parcel and access to NE 20th Street . The other home is situated on the easterly portion of the property and access to Aberdeen Avenue NE. Adjacent street improvements consist of 18 to 20 feet of asphaltic pavement with a 6-7 foot dirt shoulder on both side of the street . No improvements observed along NE 20th Street or Aberdeen Avenue NE near to the site . Sewer and water are available to the site and will be served by the City of Renton. The topography of the site is oriented from east to west with an average slopes 2-5 percent . The land cover mostly lawn area for most of the site, except for the back yards long grass and scattered trees were found. Page 1 of 2 NARRATIVE UPSTREAM ANALYSIS In reviewing the upstream drainage flows it was ascertained there is no off-site drainage flows into the subject property. This is confirmed in reviewing the topographic mapping for the area, and actual topography performed for the site . The flow sheet flows westerly from a high point located on the easterly portion of the parcel behind an existing house accessing to Aberdeen Avenue NE . The drainage from the street on Aberdeen Avenue NE is oriented north, and the drainage from NE 20th Street is oriented west . DOWNSTREAM ANALYSIS Runoff from the proposed site sheet flows west and the flow is directed westerly across a neighboring property, and then picked up by roadside ditches along NE 20th Street directing flows westerly to a low point approximately 300 feet east of Jones Avenue NE . Thence the flow is directed north and west toward Jones Avenue NE; thence northerly and westerly toward SR 405 Highway. SUMMARY During our field inspection of the site we did not observe any flooding problems . it appears that the downstream system consisting of open ditches and shallow swales is adequate to handle normal storms . The flows anticipated after complete development of the property into another single family home is not significant .
