No change in fire flow requirements--expansion of existing sprinkler system only. 2. No System Development Charge is required for this project. 3. No water main improvements are required. Surface Water 1. No additional impervious surface from this proposal, therefore no System Development Charge is required. 2. No additional detention or water quality provisions necessary. 3. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards ant environmental regulations. Has the applicant adequately identified and addressed environmental impacts anticipated to occur conjunction with the proposed development? 1. Earth Impacts: The proposed construction is located between existing buildings with no increase in impervious surface area. The proposed area for the addition has been previously filled approximately 4 feet to match existing finish flo elevations of the building. The site is currently paved and landscaped. No ground disturbance is proposed and erosion potential is minimal. Mitigation Measures: No further mitigation is recommended. Nexus: N/A Air Impacts: Impacts to air quality can be anticipated from construction equipment emissions during construction. Emissions from construction vehicle exhaust will have a minor impact on local air quality. Exhaust from constructio vehicles is regulated by State and City Codes. After completion of the project, normal emissions from automobiles will occur similar to those currently being created by the existing use. Vehicle emissions are regulated by the State Washington. Mitigation Measures: No further mitigation is recommended. Nexus: N/A 3 Fire Protection Ir loads: The proposal would add new construction to the City which would potentially impact the City's Fire Department. A Fire Mitigation Fee applies to all new construction. The required mitigation fee is based on a rate of $01.52 per square foot of new construction. WA 98055 PROJECT NARRATIVE: Building# 3 in the Northwest Corporate Park-Renton is located between SW 41st and 43rd Streets and Oakdale and Lind Avenue SW in the City of Renton. The parking garage occupies 174,750 sq ft of the building and the remaining 196,290 sq ft is occupied by the IKEA furnishings store for a total building area of 371,070 sq ft The building was one of seven buildings originally constructed for warehouse use in 1978 and was then identified as the Benaroya Business Park-Renton. The Boeing Company occupied the building from the time of it's construction to 1994 when the interior was converted to it's present usages. The parking, driveways and landscaping which were striped and installed at the time of IKEA's occupancy in 1994 remain in place with no notable changes. No new changes to the building's perimeter site are anticipated with this proposal. The proposed addition of 10,752 sq ft to the building will be located in the 32 ft wide former trainwell area which essentially divided the 720 ft long building in two parts, east and west sections, which were connected at the southerly end to form an `U' shape. This 32 ft wide x 600 ft long trainwell separates the westerly Parking/Garage side of the building from the easterly Retail side and a two hour rated wall and openings separate the two occupancies at the southerly connection. The proposed `Addition' is to utilize 336 ft of the `trainwell' area for retail use rather than its present open breezeway with walkways and canopies which now connect the garage and the store. The trainwell has raised at the time of the previous conversion so this now compacted fill would support the new concrete slab of the Addition without additional fill being brought in. A new roof would be constructed supported by the existing walls of the trainwell. The height of this new roof would be approximately 31 or 32 ft above grade and slightly higher than the existing walls. Only 32 feet of exterior wall shall be constructed at the north end of this addition and it shall be 264 south of the existing north walls of the building proper. The wall shall look similar to the existing building. Due to its location within the existing building, this new change will be seen only by looking south into the trainwell area and any planes flying low overhead. By cutting openings in the existing wall of the retail area, the addition will allow expansion of the various functions adjacent to it, i.e. the cashiers' area, AS-IS and Self Serve areas as well as the expansion and modification of the Children's Area. The two hour rated separation between the garage usage and the retail areas shall be maintained. The purpose of this addition is to increase the retail area under cover by better utilizing an area between/within the existing building(s) which no longer functions as it was originally intended to be a trainwell for a warehouse. If you know the classification of agricultural soils, specify them and note any prime farmland. The site is currently developed as a business park which was constructed in 1978. The SCS soils conservation service maps indicate the underlying soils as . d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. The existing breezeway located between the parking garage area and the retail area has been previously filled approximately 4 feet to match existing finish floor elevations of the building. The type of fill was either Class A or Class B structural fill material from an approved fill source. The approximate quantity of fill is 1,300 cubic yards. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion is not anticipated as a result of the proposed development. The site is currently paved and landscaped. Erosion control measures will be implemented as required by the City of Renton to reduce and control erosion during the construction phase. 2. Air a.
