Image via Google Building Design 5 •Two story structure (43’ max height) •Sloped roof profile •Two classroom wings emanating west from office/public space •Mix of light and dark brick, aluminum curtain wall, and significant glazing •Plaza and SE corner main entrance Zoning and Land Use Designations 5 •Site is Residential-8 with Residential-10 on NW corner •Site is designated Residential Medium Density with Residential High Density in NW corner •Single-family residential to the east, south, and west •Multifamily and commercial to the north, northeast, and northwest Critical Areas 5 •Category IV Wetland along eastern portion of property (Wetland B) •Category III Wetland on western portion of property (Wetland C) Wetland Impacts 5 •Proposed fill of Wetland B (lower quality Category IV) •Mitigation via credit purchase from Springbrook Creek Wetlands Mitigation Bank due to location of wetlands •Wetland C (higher quality Category IV) retained with full 100-foot buffer and enhancement Vegetation 5 •499 trees located on site •208 trees located in wetlands or buffer •30-percent retention requirement (81 trees) •Applicant proposing to retain 18 trees (7% retention) •114 trees proposed for planting, or 266 less than required •Temporary impacts to vegetation in Wetland C buffer to be offset via enhancement Access and Transportation 5 On-site •Right in, right out in bus load lane •Right in, right out parking and drop-off off of Duvall Ave NE •Exit only onto Chelan Ave NE •~200 ft. queuing lane on Duvall south of bus exit Off-site •4 intersections analyzed •LOS maintained with project except for NE 10th St and Duvall Ave NE (A to E) •NE 10th and Duvall Ave NE drops from A to E with significant eastbound delays Replace HAWK signal with full signalized intersection (SEPA mitigation measure) •8-foot sidewalk to be installed between north terminus of site and NE 12th St along Duvall Ave NE Site Plan Review 5 •Access via Duvall Ave NE (right in/right out) with queuing lane and Chelan Ave NE (exit only) •Sited on east side of site away from SFR to south and west •Mix of active and passive open spaces •Excellent pedestrian and vehicular circulation •Modular wetlands system, grass paver fire-lane, and full dispersion in wetlandsfor portion of site reduces stormwater impacts Conditional Use Permit •K-12 Educational Institutions required Hearing Examiner CUP in R-8 and R-10 zones •Mitigating Characteristics: •Landscape screening proposed around perimeter (additional conditions) •High quality building design to decrease scale •Orientation away from neighboring properties •Frontage improvements provided along Duvall Ave NE (up to NE 12th St), Chelan Ave NE frontages Parking and Street Modifications•Parking •60 stalls required •82 stalls proposed •Additional capacity requested for special events and to limit impacts •Street Modification •Duvall Ave NE to be improved as part of TIP project to include standards frontage improvements (curb/gutter, bike lane, raised median) •Addition ROW requested to accommodate vehicle queuing lane Environmental Review •Renton School District acted as SEPA lead agency •Mitigated Determination of Non-Significance (MDNS) issued on June 21, 2021 •14-day comment period commenced on June 25, 2021 and ended on July 8, 2021 •Nine (9) mitigation measures related to wetlands impacts, frontage improvements, and traffic impacts •Staff concurs with mitigation measures and includes compliance with subject measures as condition of approval Integral Project Features 7 •Permanent protection of Wetland C •High-quality design and materials for the school building •Installation of a significant quantity of landscaping in the surface parking. •Replanting of large-stature tree species to replace the large healthy trees that would be removed, •Payment into the Springbrook Creek Wetland Mitigation Bank program prior to permanent impacts to Wetland B,and the use of LID stormwater systems •Large pedestrian plaza and prominent entry area,significant modulation along the classroom wing facades,and the provision of an outdoor classroom on northern portion of the site. Recommendation Staff recommends approval of the Renton School District Elementary #16, (File No. LUA21-000167, CU-H, SA-H, MOD) Conditional Use Permit, Site Plan Review, and Modification (x2) applications, subject to the 21 conditions contained in the staff report. 8
